WHEREAS, youth unemployment and youth crime represents
a significant and severe problem in the Cities of Florida; and
WHEREAS, the causes of severe youth unemployment include
industrial and technological changes which generate fewer entry
level jobs; and
WHEREAS, many of our young citizens are not adequately
prepared to cope with the skills and attitudes required in the •
workplace; and
WHEREAS, there has been and continues to be a reduction
of federal programs designed to retrain, educate and provide
incentives for long term employment in the private sector; and

persons;
