RESOLUTION NO. 86-18510
A RESOLUTION AUTHORIZING PARTICIPATION BY THE CITY OF
MIAMI BEACH, IN THE ACQUISITION OF BLOCK 113 IN SOUTH
POINTE AS PART OF THE STATE OF FLORIDA, SAVE OUR COAST
PROGRAM CONTINGENT UPON ADEQUATE AND AVAILABLE
FUNDING THROUGH PASSAGE OF A PROPOSED CITY OF MIAMI
BEACH $2 MILLION BOND ISSUE FOR LAND ACQUISITION UNDER
THE SAVE OUR COAST PROGRAM; AND FURTHER AUTHORIZING •
THE CITY MANAGER TO ENTER INTO AN AGREEMENT TO
DEVELOP AND MANAGE THE LAND TO BE ACQUIRED AS AN
EXTENSION OF THE EXISTING PIER AND SECOND STREET
PARKS.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, THAT,
WHEREAS, the Florida Department of Natural Resources, Bureau of Land
Acquisition implements the Save Our Coast Program; and
WHEREAS, the Save Our Coast Program was created to develop additional open
public beachfront coast line property; and
WHEREAS, on 12-23-85 the City of Miami Beach adopted Resolution No. 85-
18310 authorizing the administration to make formal application for the acquisition of Block
113 under the Save Our Coast Program; and
WHEREAS, the City of Miami Beach serves as the valid sponsor for this project;
and
WHEREAS, on June 12, 1986 the Land Acquisition Selection Committee selected
this site for further review and consideration for possible acquisition under the Save Our
Coast Program; and
WHEREAS, the site was selected for additional consideration based upon the
City's expressed willingness to participate in this project; and
WHEREAS, the City would require current appraisals be prepared for each of the
properties; and
WHEREAS, the City's participation would be subject to receipt, review, and
approval of all appraisals by the City of Miami Beach as required by State
Statute and program regulations; and the ability of the City to participate in the
negotiations for land acquisition based on the appraisals; and

WHEREAS, the City of Miami Beach's participation in acquisition of this
property.would be limited to any cost overages above the approved appraisal price of any
property which the City and State has mutually agreed to acquire; and
WHEREAS, Statutory requirements of the Save Our Coast Program requires a
development and management plan for any property acquired under this program; and
WHEREAS, the City desires to acquire this property to extend the City's existing
Pier Park and Second Street Park and to manage this as a City Park.
NOW THEREFORE, be it duly resolved by the City Commission of the City of
Miami Beach, Florida, that it authorizes participation in the acquisition of Block 113, in
South Pointe as part of the State of Florida Save our Coast Program contingent upon
adequate funding through the passage of the proposed $2 million Bond Issue for land
acquisition; and further authorizes the City Manager to enter into an agreement to develop
and manage the land to be acquired as an extension of the existing Pier and Second Street
Park.
