RESOLUTION NO. 86-18513
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH AUTHORIZING THE
MAYOR AND THE CITY CLERK TO EXECUTE A
CONTRACT WITH COMPREHENSIVE AMERICAN
CARE, INC. TO PROVIDE CLINIC-PRACTICE
HEALTH MAINTENANCE ORGANIZATION
COVERAGE FOR THOSE CITY EMPLOYEES
ELIGIBLE THEREFORE PURSUANT TO CITY OF
MIAMI BEACH ORDINANCE NO. 1901.
WHEREAS, pursuant to City of Miami Beach Resolution No.
86-18508 , the City retained the professional employee benefits consulting services
of the firm of Johnson & Higgins of Florida, Inc. to prepare the required
documentation and bid specifications for the group indemnity contract, and the
individual practice and clinic-practice health maintenance organizations; and
WHEREAS, through the competitive bidding process, proposals
responding to Invitation to Bid No. 31 - 85/86 were evaluated by Johnson & Higgins
of Florida, Inc.; and
WHEREAS, Johnson & Higgins of Florida, Inc., upon evaluation
thereof, recommended the bid award be made to Comprehensive American Care,
Inc. for clinic-practice health maintenance organization coverage; and
WHEREAS, the Board of Trustees of the Retirement System for
General Employees and Elected Officials of the City of Miami Beach, on July 1,
1986, approved said recommendation;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the
City Clerk are authorized and directed to execute a contract with Comprehensive
American Care, Inc. for clinic-practice health maintenance organization coverage
for those City employees eligible therefore pursuant to City of Miami Beach
Ordinance No. 1901.

BACKGROUND
•
The City of Miami Beach released Request for Proposals No. 57-85/86 to obtain professional
employee benefit consulting services for the preparation of the bid specifications for the
group indemnity contract (Aetna), and the individual-practice (Av-Med) and clinic-practice
(Cigna) health maintenance organizations. The consulting firm, Johnson et Higgins of
Florida, Inc., was retained to provide these services.

In Phase I, Fact Finding and Analysis, Johnson & Higgins developed the financial status of
the group indemnity contract, analyzed the findings and provided recommendations.
In Phase II, Preparation and Distribution of.Bid Specifications, Johnson & Higgins and the
City Administration developed the Bid Specifications. Presentations were given to the four
bargaining units and the General Employees Pension Board to discuss the bid objectives and
benefit changes requested.
Invitation to Bid No. 31-85/86 was released May 10, 1986, and bids were received on June
10, 1986.
In Phase III, Evaluation and Recommendations, Johnson & Higgins evaluated all bids received
and presented a Bid Evaluation and Initial Recommendations report to the City Manager on
June 20, 1986. The report was also presented to the four bargaining units' representatives at
two meetings on June 23rd, in order to discuss benefit recommendations of Johnson &
Higgins. On July 1st, the General Employees Pension Board approved the recommendation
of Johnson & Higgins to award the bid to the Prudential Insurance Company of America and
Comprehensive American Care, Inc. commencing October 1, 1986. It is recommended that
the awards be for a one year period, with the option to renew for.two additional one year
periods.
ADMINISTRATION RECOMMENDATION
The Administration recommends to the City Commission that our Group Life, Occupational
Accidental Death, Medical and Dental Plans be awarded to the Prudential Insurance
Company of America, and the Clinic-Practice Health Maintenance Organization Plan be
awarded to Comprehensive American Care, Inc. Awards are for the period October 1, 1986
through September 30, 1987, in accordance with the provisions set forth above.
