Commission of City of Hallandale on February 3, 2021.

CITY OF HALLA NDALE BEACH, FLO RIDA, URGING THE BAHAMIAN
GOVERNMENT TO DENY OFFSHO RE OIL DRILLING EXPLO RATION
LICENSES AND PERMANENTLY BAN OFFSHO RE OIL DRILLING
ACTIVITIES IN THE BAHAMAS; PROVIDING FO R TRA NSMITTAL; AND
PROVIDING FOR AN EFFECTIVE DATE.

7 OFFSHORE OIL DRILLING ACTIVITIES IN THE BAHAMAS;
8 PROVIDING FOR TRA NSMITTAL; AND PROVIDING FOR AN
9 EFFECTIVE DATE.

11 WHEREAS, the Bahamas Petroleum Company (PC") has been granted
12 an offshore oil drilling exploration license by the Bahamian government that allows
13 them to construct exploratory offshore oil drilling wells 150 miles off the coast of
14 Florida; and
15
16 WH E R EA S , exploratory and commercial drilling, extraction, and
17 transportation of offshore oil and gas resources by BPC poses a significant risk of
18 oil spills and chronic leakage that may adversely impact the Bahamas and coastal
19 communities in the Caribbean and Florida; and
20
21 W H E R E A S , offshore drilling activities pose threats to treasured vacation
22 destinations in the Caribbean and along Florida's Coasts, which are of intrinsic
23 economic value for numerous industries and countries, provide essential nursery
24 habitats for recreational and commercially important fisheries, and act as natural
25 buffers from storm surge and hurricanes; and
26
27 W H E R E A S , the City is one of numerous communities in Florida and in the
28 Caribbean whose local or nearby marine habitats, industries, and public health
29 may be devastated by offshore drilling oil spills originating in the Bahamas; and
30
31 W H E R E A S , the City endeavors to protect the environmental health of all
32 marine habitats; and

34 WHEREAS, exploration and development of oil and gas resources off the
35 Bahamian coast may not effectively address the long-term economic
36 diversification goals of the Bahamas, and would likely substantially damage the
37 tourism sector of the Bahamian economy, which makes up sixty percent of the
38 country's economy; and

40 WHEREAS, the City urges the Bahamian government to deny offshore oil
41 drilling exploration licenses and to permanently ban offshore oil drilling activities in
42 the Bahamas, and further urges Broward County and the State of Florida to oppose
43 such offshore oil drilling and work with the Bahamian government in such efforts.

45 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
46 THE CITY OF HALLANDALE BEACH, FLORIDA THAT:

48 Section 1. Recitals. The foregoing "WHEREAS" clauses are ratified and
49 confirmed as being true and correct and are made a specific part of this Resolution.

51 Section 2. Urging the Bahamian Government to Ban Offshore Oil
52 Drilling. The City Commission respectfully urges the Bahamian government to
53 deny offshore oil drilling exploration licenses and further urges the Bahamian
54 government to permanently ban all offshore oil drilling activities in the Bahamas.
55 The City Commission further urges Broward County and the State of Florida to
56 oppose such offshore oil drilling and to work with the Bahamian government in
57 such efforts.

59 Section 3. Transmittal. The City Commission hereby directs the City Clerk
60 to transmit a copy of this Resolution to the Bahamian Prime Minister Hubert Minnis,
61 the Bahamian Ambassador to the U .S. Sidney S. Collie, the Broward County Board
62 of County Commissioners, Governor Ron Desantis on behalf of the State of
63 Florida, all municipalities in Broward County, Florida, and the Broward County
64 League of Cities.

65 Section 4. Effective Date. This Resolution shall become effective
66 immediately upon its adoption.
