A RESOLUTION ESTABLISHING A SCHEDULE OF FEES FOR RENTAL
AND/OR USE OF CITY OF MIAMI BEACH PARKS AND RECREATION
DEPARTMENT FACILITIES; RESCINDING RESOLUTIONS NO. 82-17124;
• 86-18452 ; AND 86-18463 .
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, that effective November 19, 1986,
there is hereby established a new fee schedule for the rental
and/or use of City of Miami Beach Parks and Recreation Department
facilities in accordance with said schedules as are hereby
attached and made part thereof.
Be it further resolved that Resolutions No. 82-17124;
86-18452; and 86-18463 be and the same is hereby rescinded.

SUBJECT: Revision of Resolutions No. 82-17124, 86-18452, and 86-18463;
Establishment of Rental rates for Use of Parks and Recreation
Department Facilities.
The Parks and Recreation Department rents various types of facilities (when
available) to outside groups and/or individuals for single events such as
athletic events, concerts, shows, political rallies, etc. Rental rates have
been established to cover costs of electric, water, and normal repair and
replacement. Personnel costs are in addition to the rental rates.
The rental rates in Resolution No. 82-17124 have been in effect since
September 15, .1982, and do not meet expenses. In addition., new recreation
facilities, and existing facilities that have been upgraded since 1982 are
included in the proposed new rental rate schedule. The proposed new rental
rates will provide the City with the necessary operational costs of renting
while still providing these . facilities at minimal costs to outside
organizations or individuals.
Resolutions No. 86-18452 (South Pointe Park) and 86-18463 (South Pointe Park
Picnic Pavilions) have been incorporated into this one resolution for
continuity and clarity. Additionally, the percentage of picnic pavilions
rental received by the concessionaire for assuming total responsibility for the
rental operation has been increased from 10% to 25%. This agreed upon increase
also increases the concessionaire's responsibility. The concessionaire now
assumes the total responsibility for the rental operation and daily cleanup of
the picnic pavilions and picnic area.
It is further requested that a Special Revenue Account be established within
the Parks and Recreation Department Special Revenue Fund for the purpose of
depositing all rental receipts received from the rental of South Pointe Park.
These funds will be utilized to off-set operational costs associated with this
facility which are not otherwise provided for within the General Fund.
ADMINISTRATION RECOMMENDATION
The Administration recommends the adoption of resolution establishing rental
rates for Parks and Recreation Department facilities and the establishment of a
Special Revenue Account within the Parks and Recreation Department Special
Revenue Fund for South Pointe Park rental receipts.

the time of the rental of the pavilion.

PAYMENT FOR RENTAL OF PICNIC PAVILLIONS TO BE MADE TO THE CITY
CONCESSIONAIRE (PENRODS INC.). ALL OTHER CHECKS ARE TO BE MADE IN THE PROPER
AMOUNT FOR THE FACILITIES AND PERSONNEL OF THE PARKS AND RECREATION
DEPARTMENT REQUESTED MUST BE MADE PAYABLE TO THE CITY OF MIAMI BEACH AND
MUST BE PAID DIRECTLY TO THE OFFICE OF THE PARKS AND RECREATION DEPARTMENT
(5 DAYS) PRIOR TO THE EVENT. NO REFUNDS WILL BE MADE WITHOUT 48 HOURS NOTICE.
EVENING EVENTS MUST BE CONCLUDED BY 11:30 P.M.
INSURANCE REQUIREMENTS (ALL FACILITIES)
Lessees are required to provide an Owners, Landloards, and Tenants' Liability policy (premises
address must be stated on the policy), or, a General Comprehensive Liability Policy. The Minimum
coverage to be provided is $1,000,000 Single Limit for both Bodily Injury and Property Damage per
Occurence on either of the above, plus Workers Compensation.
The following statement must appear on the certificate and must also be stated on an endorsement
and made a part of each policy of insurance:
"The City of Miami Beach is an additional insured and this shall be primary coverage to all
other coverage the City has for this rental agreement only."
When special requirements are necessitated, lessee may be required to provide additional insurance
such as, but not limited to products and completed operations.
The Parks and Recreation Department must receive the insurance
P policy and certificate with
endorsement, minimum one week prior to the requested date.
NOTE: Insurance not required for rental of Picnic Pavilions, or Small Meeting Rooms (maximum 50
persons).
SPECIAL NOTE: Rental by City of Miami Beach Employees, employee organizations, (i.e. unions,
departments, boards and/or committees, etc.) will be at fifty percent (50%) of rental rate. Any
direct costs incurred must be paid by user.
