Draft ADCD Quick Wins - Draft for discussion 3-12-21DRAFT FOR DISCUSSION
ADCD QUICK WINS
CLEANLINESS / SANITATION
1 Ocean Drive vicinity looks dirty and tired. First focus areashould be a thorough cleaning and more
frequent trash pickup
2 Enhance sanitation level of service in Flamingo Park neighborhood, which also receives increased trash
from ADCD customers
3 With Ocean Drive closed to traffic, the alleys are getting more use and therefore need enhanced
upkeep and more frequent cleaning
4 Immediate deployment of a properly uniformed clean crew dedicated solely to ADCD
5 Utilize dedicated employees with broom & dust pan to pick up garbage
6 Trash receptacles: clean them, remove graffiti, properly maintain, greater consideration of location of
each bin.
7 Replace unattractive trash and recylcing containers; create unique containers for the ADCD
8 Ocean Court and Collins Court (5th to 15th) - improve cleanliness and increase frequency of regular
street sweeping
9 Dress up the alleys in the 100 block so they are more welcoming to visitors. Ensure businesses have
regular trash pickup and are held responsible for allowing accumu;ated trash to heap up
CODE ENFORCEMENT
10 Ocean Drive area looks dirty and tired; encourage owners of Ocean Drive buildings that need repainting
to repaint – are there any incentives the City can provide?
11 Code Enforcement – need additional presence to ensure businesses observe their obligations for
cleaning properties
12 Develop standard business code of conduct and actually enforce it
13 Develop an incentivized rewards program, e.g. promote businesses that do not have violations and
properly maintain their properties
14
Review each property's Code compliance. Owners must restore, repair, paint, and clean around their
properties. ODA could look into subsudizing its own cleaning detail, since their operations contribute
most to littering, not residents.
15 Expand funding for Code to ensure adequate staffing to address chronic problems within ADCD.
Launch a public dashboard whereby community can measure the impact of enforcement
16
Graffiti enforcement - active enforcement of existing regulations. Consider requiring property owners to
remove graffiti within 24 hours or face an escalating fine. Public property should be treated similarly by
the appropriate dep't
17 Vacant lots - better Code enforcement to clean up conditions at existing properties
18 Construction sites - remove all unnecessary/unpermitted/expired marketing signage on perpetual
construction sites (architects, engineers, etc)
TRANSPORTATION
19 11th Street, between Washington and Ocean Drive - consider prohibiting vehicles on weekends
20
Change traffic-stopping obstacles/bollards to plain concrete type similar to Lincoln Road at Alton, which
could be painted (ideally by artists, ADCD logo, attractive colors, etc.) The existing temporary
infrastructure resembles a crime scene

21 Reorient traffic alongside the Betsy in the opposite direction so that diverted traffic can loop back to
Collins. Add signage to reduce driver confusion here.
22 Improve signage to prevent repeated turning onto 100 block by tourists
23 Add additional bicycle parking
24 Add QR Code for parking and other relevant infomation to traffic-stopping obstacles
25 Open west sidewalk to pedestrian
PARKING
26 Valet remains a concern for hotels and restaurants. Only one valet drop at 11th Street seems
insufficient. Subject to traffic planning, consider adding drops at two additional locations.
27 Immediately implement a scaled-down, commercial delivery system to mitigate traffic chaos
28 Improve communication among parking enforcement, suppliers, and drivers to schedule staggered
deliveries and strictly enforce observance of proper loading locations
29 Experiment with 24-hour resident-only parking during high-impact time periods in Zone 2 and Zone 5
30 Ramp up enforcement of parking regulations
31 Partner with tow companies to promptly scan and remove cars illegally parked in residential areas and
SIGNAGE
32 Traffic signage - introduce new and UNIFORM design throughout ADCD
33
Introduce improved, more attractive “temporary” traffic signage at all “street closures”; e.g., replacement
of all off-putting “Road Closed” signage with more welcoming signage saying “Welcome to ADCD and
……..(Road Closed)
34
Wayfinding - develop a wayfinding strategy to upgrade current wayfinding within ADCD, pointing to local
hotels, cultural institutions, and parking garages. Engage a professional design company with
wayfinding experience to provide this plan
35 ADCD branding signage - Improved signage of what the area is about, etc. and ensure the signage is in
more than one location
36
Installation of Banner signage on lamp posts celebrating ADCD with individual shout out to resident MB
cultural institutions (e.g. NWS, Ballet, Miami New Drama, Bass, Wolfsonian, Classical Music Fest, O,
Miami, etc) [two Panel members requested this]
37 Assess and remove duplicative, irrelevant post signage in ADCD
LIGHTING
38
Deploy Christmas lights immediately in various deficient venues, e.g. (1) Espanola Way, from Collins to
Wash Ave; (2) 15th Street, from east of Collins up to and including Ocean Drive roundabout; (3) Ocean
Drive, between 15th Street and 14th Place; (5) Collins Court, immediately south of Espanola Way
39 Christmas lights should be white; multicolored lighting would not be welcomed by the il Villaggio and/or
1500 community (per Curtis Slipman, Il Vilaggio)
40 Eliminate all beach rental toys including those equipped with Bluetooth speakers and ugly advertising
such as 'Rent-me' signs
41 Create proper architectural and path lighting; hire an artist to do lighting in the park
42
Complete comprehensive lighting audit and ensure all streets in the ADCD have adequate lighting.
Implement refined lighting interventions, not the rental lighting currently used. Install signficant
landscape lighting if Christmas lights are opposed.

43 Examination and implementation of Ocean Court and Collins Court additional improved lighting
opportunities immediately
44
Collins Ave - to attract locals, increase lighting and provide a vista of the historic architecture day and
night; encourage building owners to light the Art Deco details of their buildings and improve their
landscaping including better lighting
PUBLIC SAFETY
45
LPRs - collect data and analyze travel trends within ADCD, e.g., assess cruising, residents, visitors, etc,
in order to determine who uses the streets. Leverage this data to plan strategies moving forward, e.g.
no cruising zones
46 Collaborate with Miami-Dade County to increase County investment in Miami Beach public safety. The
County, which runs our airport and maintains our beach, should have more of a stake in the ADCD
47 Develop Police protocols to ensure pubic safety that doesn't negatively effect public perception,
especially for visitors, e.g., stationary lightbars when police cars are parked, more targeted use of sirens
48 Better leverage the neighborhood resource officer. Melanie Ozaeta walks the area every day and has
great insight
49 Station park rangers or PD in known problem areas with repeated incident levels, e.g. 100 blocks
50 Ensure continued bicycle path protection and pedestrian safety
51 Eradicate tattoo parlors, vape shops, liquor stores, check cashing stores, and all other criminal support
systems
52 Implement a Citizen Monitor Group for the ADCD. Assign volunteer monitors to walk the district and
help ensure safety and compliance with our rules, using a mobile app to liaison with the City
SIDEWALK CAFES
53 Implement standards and specifications to provide uniformity for cafe extensions, e.g. closures, fences,
planters, and height of infrastructure
54 Develop a uniform program for outdoor sidewalk cafe furniture in order to promote a cohesive theme
55
Prohibit fake plants from outdoor restaurant areas. Fund the purchase of planters and real plants with
attractive banners, e.g. the Carlyle is a great example. Possible collaboration with MB Botanical
Garden?
56 Increase the required width to 7.0' for accessways going through café extensions into hotel entryways
LUMMUS PARK
57 Convert select parking spaces on east side of OD into pocket parks, in order to guide public perception
towards an expansion of Lummus Park in the future
58
To complement policing of crime and rowdy/drunk visitors, better leverage Lummus Park to lure people
away from congregating in the street and towards the Park. Potential options to make Lummus more
attractive: immediately implement seating furniture, improve ambiance with additional Xmas lights
hanging between trees, provide live classical music programming on weekends (Thursday – Saturday
evenings)

59 Create a dedicated dog park in Lummus Park
60 Create pop-up children’s activity areas
61 Collaborate with the Bass Museum to curate a sculpture park in Lummus Park
62 Implement more event programming in Lummus Park (sensitive to COVID safety), e.g. live music and
performances, craft fairs, farmers markets, etc.
63 Implement annual family programming and events, e.g. culinary, musical, and cultural festivals, and
activities for children
64 Implement annual competitive events featuring Miami Beach schools
65
To attract a more diverse demographic, develop a pilot outdoor music program in Lummus Park that is
focused on era-specific music from the 1920s, 1930s, and 1940s. Live stream the events on Facebook
and find a local TV channel to broadcast
66
Develop a health & wellness program with morning yoga, fitness events, and muscle beach activities for
our active and fit community. This should also be targeted to our residents, in order to bring them back
to the Park
ART & CULTURE
67
Create a social, cultural, and architectural history of the ADCD (with MDPL?). Narratives must highlight
individual persons (hotel owners, guests, artists, visitors, etc) and not just provide standard stylistic
building histories. Interview the owners or managers to create recognition and identity – it’s a diverse
place so let’s show that. Tell the stories of residents, workers etc.
68 Implement free walking tours throughout the ADCD to teach the area's history
69
Permit mural painting (see Wash Ave). Wynwood's Museum of Graffiti could help curate murals of some
sort. But ensure proper mechanism to control messaging and avoid the program being used to spread
political ideology
70 Utilize the east-facing wall of the building just north of the Bentley at 5th Street for a mural or project
video/film/art onto it.
71 Invite artists to paint crosswalks in the ADCD. A competition to award the winner provides a marketing
opportunity.
72 Sidewalks are awful in many areas. How can they be activated with art like the Betsy orb?
73
Develop strategies for installations/parklets/uses--other than cafes --adjacent to those hotels that do not
have cafes in the adjacent right-of-way. These unused public spaces could feature low-scale
programming, e.g. music pop-ups, artisan booths, etc., that will diversify street activations (other than
existing food and drink operations) and towards artistic and cultural uses that benefit the entire public
and not merely diners
74 Lincoln Road conducts food pop-ups every weekend featuring Miami's top chefs. Replicate in the ADCD
75
Enlist local arts organizations for a cohesive exhibition program in vacant storefronts. Perhaps an
opportunity for artists to win an engagement for design of ADCD signage. Such a program would
provide great ADCD marketing
76
Collaborate with Miami Dade school art programs and provide LED lights to schools that choose to
participate to create temporary LED window displays, designed with a Miami Beach theme, for the
vacant storefronts and any other location that wants to participate
77 Collaborate with Bass and other local museums to activate vacant properties
78 Introduce a series of virtual workout stations in the alley with QR code guides

79 Host a Pokeman Go style augmented reality game in the ADCD
80 Make t-shirts with graphics that highlight the ADCD
MARKETING & COMMUNICATIONS
81 Hire a branding agency to market the ADCD and to develop an ongoing marketing strategy focused on
arts & culture and events happening in the area
82 Create an Art Deco Cultural District website and map that identifies all cultural offerings in the area
83
Short video feedback (30 second clips) of people who participate in the various Lummus park activities
posted on social media channels with tagging. Engage the residents and promote the positive
experiences received from wholesome activities (work outs, family entertainment, arts etc)
84 “Share your picture” promotion – ask businesses, visitors, etc to submit photos of the ADCD to get
posted and tagged on the CMB channels
85 Enhanced marketing and communicatoins about activiations and positive movement in ADCD
86 Cross promotion of events on channels that are heavily followed and have high engagement, ie. Miami
Beach Residents on Facebook
87 Create an ADCD neighborhood wifi system
88
Our previous panel had the idea for a communications hub so visitors could submit complaints,
suggestions, or even quickly notify authorities of an issue by text message. Members of public who
witness a fight or other crime don’t want to get stuck on the line with 911 operators. Text would provide
a better way to communicate
ECONOMIC DEVELOPMENT
89 Require repair of all window covering in vacant storefronts and actively enforce compliance
90 Enhanced storefront lighting should be balanced such that it increases security while creating a
pleasurable ambient environment. Perhaps obtain input from a lighting expert
91 Allow empty spaces to be used as temporary creative incubator spaces for small businesses
92 Host urban hackathons to attract visitors to the cultural district
MISCELLANEOUS
93
Explore installation of a decorative archway or entrance feature to better signal the connection between
and among ADCD neighborhoods, i.e. the accessway going east on Espanola Way at Washington Ave
and the accessway going west on 14th Place at Collins Ave
94 Illuminating/elevating all construction sites/barriers
95 Solar-powered benches and charging stations – FREE! Solstreet.net let’s try a few
