TO: Mayor Dan Gelber and Members of the City Commission
FROM: Interim city Manager Raul J. Aquila [«@ ji.
DATE: March 16, 2021
SUBJECT: Miami Beach Police Update and Supplement to Spring Break High-Impact Plan
The purpose of this Letter to Commission is to provide an update as to additional measures being
taken immediately by the Miami Beach Police Department, in response to the community's concern
for heightened police presence and enforcement during the Spring Break High Impact period.
As you know, we are consistently seeing a significant increase in the size of crowds in the Art Deco
Cultural District (AOCO), the former MXE District, and have also received intelligence that indicates
the City will continue to experience a further influx of visitors throughout this week and the weekend.
In addition, last night there was an unfortunate incident that resulted in a homicide. The victim in this
incident was a South Florida resident and not here on Spring Break. This incident, and the increased
crowds, are obviously indicating that we need to take immediate action and measures to continue to
ensure the safety of our community.
As such, increased policing measures that were previously planned to take place, starting on Friday,
are being implemented starting tonight.
In addition to the previously communicated augmented plan, the Transportation department will be
working closely with PD to make any needed adjustments to the traffic flow along Collins Avenue and
Washington Avenue to reduce congestion, and I will be prepared to close the MacArthur Causeway
if needed.
Our Parking Department will also be restricting access to public parking garages in the Art Deco
Cultural District, starting at 8 p.m.
The Police Department will continue working closely with the Office of Marketing and
Communications, Parking Enforcement, and the Transportation Department to ensure all
messaging and operations keep the residents and visitors to Miami Beach informed.
Finally, Mayor Gelber has placed a discussion item on the March 17, 2021 Commission Meeting
agenda, which will have a time certain of 9 a.m., to discuss the aforementioned measures in greater
detail.
