During development of the FY 2021 Budget it was assumed that most of the
impact from COVID-19 would be over by end of calendar year 2020
•FY 2021 Adopted
o Up to 5 unpaid furlough days
o Included all employees, no exceptions
o Based on salary tiers
5 days = > $80,000
4 days = $70,000 to $80,000
3 days = $60,000 to $70,000
2 days = $50,000 to $60,000
1 day = < $50,000

The impact from COVID-19 is anticipated to continue through the rest of FY 2021
and significant CARES Act funds have been received that were unanticipated.
•FY 2021 Recommendation
o Exclude FOP-Police and IAFF-Fire employees from any furlough
days due to challenges from COVID-19 and minimum staffing
requirements that would result in additional overtime
608 employees in FOP and IAFF would have no furlough days
o One less unpaid furlough day based on salary tiers
401 employees making <$50,000 would have no furlough days
If necessary, additional paid vacation day would be added to offset an unpaid
furlough day that is no longer required
o Impact is $1.2 million of less cost savings
