RESOLUTION NO. 87-18740
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA ADOPTING THE LINCOLN ROAD
DEVELOPMENT GUIDE AS THE CITY'S DEVELOPMENT POLICY
FOR LINCOLN ROAD.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA
THAT:
WHEREAS, the Lincoln Road Management and Development Advisory Board held a public
meeting on November 13, 1986 in which it recommended (7-0) that the Development Guide be
approved as the City's development policy for Lincoln Road; and,
WHEREAS, the Planning Board held a public hearing on November 25, 1986 at which
time it recommended (6-0) that the Development Guide be approved as the City's
development policy for Lincoln Road;
WHEREAS, the Development Guide is consistent with the City's Comprehensive Plan;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA that the Lincoln Road Development Guide shall
represent the City's policy for the future development of Lincoln Road.
PASSED and ADOPTED this 21 day of Jan. 1987.

SUBJECT: PLANNING BOARD RECOMMENDATION: LINCOLN ROAD
DEVELOPMENT GUIDE
THE REQUEST
The Planning Department requests the City Commission approve the Lincoln Road
Development Guide. The purpose of the guide, which is presented in the form of a two side
poster, is to proviae a marketing tool that concisely describes the City's development
policies for Lincoln Road. The Development Guide is a summary of the Lincoln Road
Revitalization Plan and includes recent initiatives such as the new zoning, Arts District, and
connections to the expanded Convention Center.
BACKGROUND
November 13, 1986 - The Lincoln Road Advisory Board recommended (7-0) that the
Development Guide be approved. This recommendation included a number of suggestions
that were inserted into the Guide.
PLANNING BOARD RECOMMENDATION
On November 25, 1986, the Planning 1oard held a public hearing for purposes of reviewing
the Development Guide. Following the hearing, and in consideration of the Planning
Department's affirmative recommendation, the Planning Board unanimously recommended
(6-0) that the City Commission approve the Guide as the City's development policy for
Lincoln Road.
PLANNING DEPARTMENT ANALYSIS AND RECOMMENDATION
1. The Lincoln Road Revitalization Plan was prepared by the Planning Department and
adopted by the City Commission in 1981. This Plan recommends physical
improvements to the public right of way on Lincoln Road and administrative actions
directed towards improving the business climate (zoning and mall management
concept).
Since the adoption of the Revitalization Plan, a number of developments have occured
which were not anticipated when the Plan was approved in 1981. These include the
growth of the Arts District and its impact on related land uses, the need for design
guidelines for facade renovations and improved pedestrian access to the Convention
Center. The Development Guide embraces these elements within the overall
Revitalization Plan and reinforces Lincoln Road and the Convention Center as the
City's Central Business District. Lastly, it is envisioned that the two sided poster will
function as a marketing tool that can be used in attracting new investors and
development opportunities to Lincoln Road.

2. The Development Guidelines shows proposed new parking facilities, new development
sites and land uses. Major elements of the development guidelines include enhancing
the connection between Lincoln Road and the Convention Center, new parking lot
development, policies which encourage store consolidation, locating sites for new
construction, establishment of a facade improvement program, street tree program,
and maintenance of the management program. The guidelines also include a brief
summary of proposed zoning amendments for Lincoln Road including special Arts
District regulations, new parking regulations, and new uses for the interior portion of
the Mall that reinforces the Arts District and the pedestrian experience.
3. The Design Guidelines address the type of physical improvements to be encouraged on
Lincoln Road for both private sector storefronts and public open space. Major
elements include facade improvements, signage, lighting and window displays. The
guidelines are based on the presence of quality commercial architecture on Lincoln
Road which, with sensitive treatment, can again create an attractive retail
environment. The guidelines include two (2) case studies (700 Block and 830 Lincoln
Road) showing what Lincoln Road buildings would look like using the recommended
design guidelines.
4. The Format for the Development Guidelines is a poster which provides a concise
explanation of the guidelines graphics which effectively illustrate the
recommendations. The posters can be displayed for easy reference and as a sign of
participation in the revitalization of Lincoln Road.
.5. The Planning Department recommends that the City Commission approve the Guide as
the City's development policy for Lincoln Road.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission approve the attached Resolution
which adopts the Lincoln Road Development Guide.
