AMENDMENT NO.3
AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT BETWEEN CITY OF MIAMI
BEACH, FLORIDA AND EDAW, INC., FOR PROFESSIONAL LANDSCAPE ARCHITECTURAL
AND ENGINEERING SERVICES FOR THE RIGHT-OF-WAY INFRASTRUCTURE
IMPROVEMENTS PROGRAM NEIGHBORHOOD NO.1 0 - FLAMINGO / LUMMUS.
This Amendment No.3, dated as of O:+oBelL ~ ,2003, to that certain Agreement, dated July
18,2001, captioned: Agreement Between the City of Miami Beach and EDAW, Inc. for Professional
Landscape Architectural and Engineering Services for the Right-of-Way Infrastructure
Improvements Program Neighborhood No. 10 - Flamingo / Lummus by and between the City of
Miami Beach, Florida (CITY) and EDAW, Inc. (CONSUL T ANT) for Professional Services associated
with the performance of additional geotechnical investigations / engineering services within the
Flamingo / Lummus neighborhood to support the design of proposed improvements, for a not-to
exceed fee of $63,298.
RECITALS
WHEREAS, the Agreement provides for the planning, design, bidding and award, construction
administration and reimbursables for the Flamingo / Lummus neighborhood (Project); and
WHEREAS, the planning effort has been completed and the design effort for the Flamingo /
Lummus neighborhood has been initiated; and
WHEREAS, Professional Engineering services for the design of certain improvements are required
within the Flamingo / Lummus neighborhood that were not contemplated within the original scope of
services but are required to complement the design and construction efforts proposed for the entire
neighborhood,
1. ABOVE RECITALS
The above recitals are true and correct and are incorporated as a part of this Third Amendment.
2, MODIFICATIONS
The Agreement is amended as follows:
a. Schedule A entitled Scope of NE Consultant Services, is amended as follows:
Task 2.2.1 Geotechnical Evaluation, second sentence, DELETE in its entirety and
REPLACE it with the following:
"The Program shall consist of fifty-five (55) Standard Penetration Test Borings to a
depth of ten (10) feet, twenty-five (25) Standard Penetration Test Borings to a depth of
fifteen (15) feet, thirty (30) Standard Penetration Test Borings to a depth of twenty-five
(25) feet, ten (10) borehole exfiltration tests to depths of fifteen (15) feet and forty (40)

asphalt pavement cores to establish the existing asphalt pavement thickness in those
areas where standard penetration test borings will not be performed. All boreholes and
pavement cores will be grouted and asphalt patched."
b. Schedule A entitled Scope of NE Consultant Services, is amended as follows:
Task 2.2.1 Geotechnical Evaluation, ADD the following:
"CONSULTANT shall prepare a geotechnical engineering report containing the results
of the subsurface exploration and laboratory testing programs. Laboratory tests to be
performed include thirty (30) grain size analysis, thirty (30) natural moisture content, and
twenty (20) organic content tests. The geotechnical engineering report shall contain the
following information, as a minimum: general assessment of area geology; suitability of
the existing shallow soils and groundwater conditions for foundation support of the
proposed storm drainage and water distribution infrastructure; suitability of materials at
the site for use as backfill, road sub-base and base; general location and description of
potential deleterious materials encountered in the borings that may interfere with
construction progress, pipeline and pavement performance; discussion of critical design
or construction considerations based on soil and groundwater conditions developed
from the borings; report of core boring sheets summarizing the results of the field and
laboratory testing data for inclusion in the construction contract documents; field
drainage test results and asphalt pavement thickness measurements. Additionally, the
report will contain the results of asphalt pavement coring to be used in pavement design
and borings will be plotted with the latest AutoCAD version,"
c. Schedule A entitled Scope of NE Consultant Services, is amended as follows:
Task 6.4 - Geotechnical Evaluation, DELETE this paragraph in its entirety and
REPLACE it with the following:
"CONSULTANT shall conduct geotechnical investigations to identify typical geotechnical
conditions along the proposed pipeline corridors and / or ascertain sub - surface
conditions as more detailed in task 2.2.1."
3. OTHER PROVISIONS
All other provisions of the Agreement, as amended, are unchanged, and shall remain in force
and effect,
4. RATIFICATION
The CITY and CONSULTANT ratify the terms of the Agreement, as amended, as modified by
this Amendment No.3.
