A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO (I) APPLY, IN COLLABORATION WITH
UNIDAD OF MIAMI BEACH, INC AND FRIENDS OF THE BASS MUSEUM, INC,
FOR THE AARP 2021 COMMUNITY CHALLENGE PROJECT GRANT, IN THE
APPROXIMATE AMOUNT OF $60,000; (II) APPROPRIATE AND ACCEPT
FUNDING (INCLUDING FOR MATCHING FUNDS AND ANY RELATED CITY
EXPENSES); AND (III) EXECUTE ANY AND ALL DOCUMENTS OR
AGREEMENTS IN CONNECTION WITH THE GRANT.
WHEREAS, the City Administration routinely applies for grants and external funding from
outside organizations; and
WHEREAS, the City Administration requests approval to apply for the 2021 AARP
Community Challenge Project Grant(the "Grant")funds, in the amount of approximately $60,000;
and
WHEREAS, in connection with the application for this Grant, the City will be collaborating
with UNIDAD of Miami Beach, Inc. and the Friends of the Bass Museum, Inc.; and
WHEREAS, the Administration is seeking the Grant funds to commission an artist to
design and execute a mixed media mural which portrays the rich, cultural diversity of the Miami
Beach Senior community (the "Project"); and
WHEREAS, the proposed Project crosses several of the AARP priority goals, including
creating vibrant public places, supporting local recovery from the Coronavirus pandemic, and
ensuring a focus on diversity and inclusion, while improving the social environment of the
community; and
WHEREAS, provided that the Grant is awarded by AARP, the Administration requests
authority to secure matching funds for this Project; and
WHEREAS, in developing this mural, the artist will engage residents who utilize the North
Beach Senior Center to share their stories and experiences; and
WHEREAS, this mural is a celebration of the participants' lives and stories and will serve
as a tribute to their contribution to the City of Miami Beach; and
WHEREAS, the proposed Project, if selected, will be complete by November 10, 2021;
and
WHEREAS, once completed, this large-scale commissioned art piece will be permanently
installed at the North Beach Senior Center; and
WHEREAS,This Project will serve to re-engage the Miami Beach seniors who have been
isolated during the course of the pandemic, and will give them a reason to join their community
once again at the North Beach Senior Center.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize the City Manager or his designee to (i) apply,
in collaboration with Unidad of Miami Beach, Inc. and Friends of the Bass Museum, Inc.,
for the AARP 2021 Community Challenge Project Grant, in the approximate amount of
$60,000; (ii) appropriate and accept funding (including for matching funds and any related
City expenses); and (iii) execute any and all documents or agreements in connection with
the Grant.

BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations. Information
regarding the AARP Community Challenge Grant is included in the Analysis Section of this Agenda Item.
ANALYSIS
The City of Miami Beach will be collaborating with UNIDAD of Miami Beach, Inc., and The Bass to apply for an AARP Community
Challenge Grant. The purpose of the grant program is to help communities deliver inclusive solutions that meet the needs of diverse
populations and engage volunteers to create a permanent or temporary solution.
The proposed project crosses several of the AARP priority areas including creating vibrant public places,supporting local recovery from the
Coronavirus pandemic and ensuring a focus on diversity and inclusion,while improving the social environment of the community.
The collaborative team is seeking funding in the approximate amount of$60,000 to commission an Artist to design and execute a nixed
media mural which portrays the rich,cultural diversity of our Miami Beach Senior community.The subjects of the piece will be residents who
utilize the North Beach Senior Center.
This project will re-engage the seniors who have been isolated during the pandemic and will give them a reason to rejoin their community
once again at the North Beach Senior Center.Seniors will be engaged with the Artist in the development of the piece by sharing their stories
and experiences.This mural is a celebration of their lives and stories and will be a tribute to what they have contributed to the City of Miami
Beach.

At the Mayor and Commission's direction,the administration will secure matching funds for this project if the grant is awarded.
SUPPORTING SURVEY DATA
In the Community Survey,under residents'perception of the City as a place to live,79.3%of residents stated that they were satisfied
with the City of Miami Beach as a place to live. This number was 9.2%higher than the rating in the 2016 survey.
