Fiscal Year 2019/20 Cultural Affairs Grant Agreement
This Amendment No. 1 to the Cultural Affairs Grant Agreement (the "Agreement"), dated
rie,,,c1, 3; , 2021, by and between the City of Miami Beach, Florida (the "City"), a municipal
corporation duly organized and existing under the laws of the State of Florida, Holocaust
Memorial Committee, Inc., a Florida not-for-profit corporation (the "Grantee") is entered into on
this 3l"- day of tics ._L. , 2021.
RECITALS
WHEREAS, the City and Grantee executed the Agreement to fund activities during the
City's fiscal year for which the Grant is approved (October 1, 2019 through September 30,
2020); and
WHEREAS, on March 12, 2020 the City of Miami Beach cancelled public gatherings due
to the spread of the COVID-19 pandemic, which resulted in the closure of cultural facilities and
suspension of cultural programming; and
WHEREAS, pursuant to the Agreement, a written Final Report, which documents the
Grantee's satisfaction of all requirements, is due no later than October 16, 2020; and
WHEREAS, the Parties wish to extend the Grand funding period in order to permit
Grantee to complete the Grant activities.
THEREFORE, in consideration of the mutual promises and conditions contained herein,
and other good and valuable consideration, the sufficiency of which is hereby acknowledged,
the City and Grantee hereby agree to amend the Agreement as follows:
1. ABOVE RECITALS
The above recitals are true and correct and are incorporated as part of this Amendment.
2. MODIFICATIONS
The Agreement is hereby amended (deleted items struck through and inserted items
underlined) as follows:
a. Paragraph 3 of Section 3 (Budget) of Article II/General Conditions is hereby modified
as follows:
Line item changes to the Grant Award Budget shall not exceed ten percent (10%) per

the Grantee not be able to fulfill programmatic activities by December 31, 2020,
Cultural Affairs staff will consider allowable expenses to include indirect or general
operating costs related to the operation of the organization. Notwithstanding the
preceding sentence, amendments to the itemized Grant Award Budget shall not be
permitted without the prior written consent of the Cultural Affairs Program Manager.
Said requests shall be made in writing, detailing and justifying the need for such
changes, in advance of the Project's commencement.
b. Exhibit 1/Project Description is hereby modified as follows:
Funds from the City of Miami Beach will be used to help implement these activities to support
our goals and objectives:
Holocaust Film Series
During the fall and winter 4 innovative and provocative Holocaust documentaries will be shown.
This film series is cosponsored with the Miami Jewish Film Festival and the University of Miami.
In past years the films have attracted a standing room only crowd. Expected attendance in total
will be 400.
Community Cultural Programming
The Holocaust Memorial conducts important two important cultural public commemoration
events in the fall and spring. Both programs feature musical performances, dramatic readings
and presentations set against the backdrop of the permanent exhibit of the Memorial.
In November, the South Florida community's commemoration of the anniversary of Kristallnacht,
the antecedent event of the Holocaust is conducted. In addition, every April, the South Florida
community comes together for Holocaust Remembrance Day to pay tribute to the victims of the
Holocaust and to honor those who survived. The objective is to create robust cultural
programming for each event, in order to attract an audience of more than 1000.
Holocaust Culture and Education Week
This annual event, conducted the last week of January features a variety programming on the
latest in Holocaust studies and impact including film screenings, lectures, eyewitness accounts
and author presentations. These programs are held at several locations throughout Miami-
Dade County. State funding would enable the Memorial to remain a regional resource for
Holocaust cultural programming. The objective would be to organize a minimum of 7 programs
including film screenings and post-film analysis, presentations on topics related to the Holocaust
as well as an exhibition. Partnerships with other local venues such as the Miami-Dade County
Public Library System will be established. The total attendance objective for all of these events
is 1200 people.
Teen Survivor Program
Each year dozens of teens and their parents are paired with South Holocaust
Survivors. Together, they spend three months connecting with a Survivor, learning their
story and how it relates to their lives today. Through meetings and projects at the
Holocaust Memorial, the students cultivate deep relationships that will impact their lives
and the lives of others for decades to come. The goal is to execute three months of cultural
programming; develop skills in relationship building with the elderly; and to provide
transportation for participating survivors who are no longer able to drive.
Student Experiential Visit Initiative
Visiting the Holocaust Memorial is a powerful cultural learning experience. Thousands of
South Florida students per year who visit the Memorial come from a variety of backgrounds and
from underserved communities reflecting the rich multi-cultural diversity of the area. The
students gain a different perspective and new understanding of history, society and the
importance of helping create a tolerant and respectful culture by their visit. The Memorial offers
an enhanced cultural experience ensuring their engagement with a Holocaust Survivor who
shares his experiences, the app, and docents to fully experience the artistic impact of the
sculptures and permanent exhibit of the Memorial. These visits are conducted all year round.
Any changes to the programming will be approved by Cultural Affairs staff on a case-by-case
basis. Grantee should make all attempts to reschedule programming or provide alternative
programming solutions, such as live streaming.
3. RATIFICATION
Except as amended herein, all other terms and conditions of the Agreement
shall remain unchanged and in full force and effect. In the event there is a
conflict between the provisions of this Amendment and the Agreement, the
provisions of this Amendment shall govern.
