Fiscal Year 2019/20 Cultural Affairs Grant Agreement
This Amendment No. 1 to the Cultural Affairs Grant Agreement (the "Agreement"), dated
Feb 17 , 2021, by and between the City of Miami Beach, Florida (the "City"), a municipal
corporation duly organized and existing under the laws of the State of Florida, Bas Fisher
Invitational, Inc., a Florida not-for-profit corporation (the "Grantee") is entered into on this
17th day of February , 2021.
RECITALS
WHEREAS, the City and Grantee executed the Agreement to fund activities during the
City's fiscal year for which the Grant is approved (October 1, 2019 through September 30,
2020); and
WHEREAS, on March 12, 2020 the City of Miami Beach cancelled public gatherings due
to the spread of the COVID-19 pandemic, which resulted in the closure of cultural facilities and
suspension of cultural programming; and
WHEREAS, pursuant to the Agreement, a written Final Report, which documents the
Grantee's satisfaction of all requirements, is due no later than October 16, 2020; and
WHEREAS, the Parties wish to extend the Grand funding period in order to permit
Grantee to complete the Grant activities.
THEREFORE, in consideration of the mutual promises and conditions contained herein,
and other good and valuable consideration, the sufficiency of which is hereby acknowledged,
the City and Grantee hereby agree to amend the Agreement as follows:
1. ABOVE RECITALS
The above recitals are true and correct and are incorporated as part of this Amendment.
2. MODIFICATIONS
The Agreement is hereby amended (deleted items struck through and inserted items
underlined) as follows:
a. Paragraph 3 of Section 3 (Budget) of Article II/General Conditions is hereby modified
as follows:
Line item changes to the Grant Award Budget shall not exceed ten percent (10%) per
category, and shall, in no event, exceed the total amount of Grant Funds. Should
the Grantee not be able to fulfill programmatic activities by December 31. 2020.
Cultural Affairs staff will consider allowable expenses to include indirect or general
operating costs related to the operation of the organization. Notwithstanding the
preceding sentence, amendments to the itemized Grant Award Budget shall not
be permitted without the prior written consent of the Cultural Affairs Program
Manager. Said requests shall be made in writing, detailing and justifying the need
for such changes, in advance of the Project's commencement.
b. Exhibit 1/Project Description is hereby modified as follows:
BFI Presents Nomadic Miami in Miami Beach.
Nomadic Miami is a curatorial program through which BFI presents ambitious exhibitions and artists'
projects in public spaces, supporting work that adapts to changing cities, politics, and economies in
South Florida. Nomadic Miami lets artists lead the way in determining how their projects are
presented, and staff produce high-quality documentation in order to ensure that the work remains
accessible to a global art audience via online platforms. Nomadic Miami projects in Miami Beach
have taken place at a South Beach nightclub, a stuffed-to-the-gills toy store, an ice skating rink, and
other only-in-Miami sites.
We primarily work with artists "from Miami", meaning someone born, raised in, or who has lived in
South Florida, no matter where they currently reside. Miami is a transient city, or, as Iggy Pop says,
"a sunny place for shady people." BFI asks:Are they from here? Bring 'em back and create outreach
for students, emerging artists, their peers, their elders. Bridges will be built and those who reside
here will have a network outside of Miami. Do they live here? Send them away! Then they will return
with more beams for the bridge. Most of all, once an artist is deemed ready for BFI's support, trust
them. Envision and troubleshoot with them. Be ready to defy convention and tackle old problems in
new ways. Let artists lead the way.
NOMADIC MIAMI Projects through the end of 2019 have been selected from a national call for site-
specific artists' projects issued in 2017. We were so impressed by the visionary proposals from
South Florida artists that we selected two years'worth of programming from their ideas alone.
Selected artists proposed sites that met the needs of their projects, and created art experiences that
required being seen in person, connecting viewers with their surroundings. Many of the selected
artists required intensive logistical guidance, as well as administrative and curatorial support since
their BFI projects were their first or most ambitious exhibitions to date. Programming throughout
2020 is curated by BFI Staff.
The following Nomadic Miami projects for FY 2019-20 will be sited in Miami Beach.
October 4th - 13th 2019: Jenna Balfe's installation and performance Transnaturism at Vizcaya
Museum and Gardens and Palm Island Park in Miami Beach. Balfe argues that human beings will
evolve beyond our current capacity not through adaptive technologies but by moving towards
symbiotic relationships with other life forms.
February 2020: 15-year anniversary group show, celebrating the artists who have done projects with
BFI, including Jen Stark, Jessica Dickinson,Adler Guerrier, Tyson Reeder, Loni Johnson, Jillian
Mayer, Misael Soto, and many more. We are seeking a venue in Miami Beach that can be utilized for
a month or longer, to provide a longer duration for this historic exhibition.
February 2020: 15-year anniversary Weird Miami bus tours will complement and expand on our 15th
anniversary exhibition, including an anniversary greatest hits artist-led bus tours with a focus on
Miami Beach locations.As all our bus tours, the locations are secret until arrival.Artists leading the
bus tour is TBD.
March 2020: Government Cut co-presented with Bridge Initiative. Coral Morphologic is a duo of artist
/scientist/ researchers who discovered a community of corals along the Port of Miami that have
built resilience to global warming, disease, siltation from dredging, and pollution better than their
offshore cousins on natural reefs. CM's research nursery will be live-streamed on a commercially
available mobile floating billboard-boat visible from the Macarthur Causeway and the Perez Art
Museum as it floats through Government Cut above these metropolitan corals, as well as traversing
offshore along 4 miles of South Beach.
August 2020: Orlando Estrada creates concise objects that blend queer culture and "ocean magik",
amalgamations encrusted with crystals, seashells, and detritus of technology like out of date cell
phones. Curated by BFI Director Naomi Fisher, sculptures installed at the Miami Beach Botanical
Garden will be presented like scientific specimens, underlit by UV light so that they glisten like
iridescent butterfly wings. The time is right to bring this native Miamian home for a site-specific
commission.
September 2020:Alina Perez grew up in Miami before attending the Rhode Island School of Design
and the Skowhegan School of Painting and Sculpture, and her formative Miami memories drive her
subject matter. Her work has yet to be shown in an exhibition in Miami, and she's eager to bring her
practice home. Installed at around the children's water playground at Flamingo Park, Perez's lush,
intimate portraits will draw inspiration from her Miami adolescence in this exhibition curated by BFI
Operations Manager Lee Pivnik.
Any changes to the programming will be approved by Cultural Affairs staff on a case-by-case
basis. Grantee should make all attempts to reschedule programming or provide alternative
programming solutions, such as live streaming.
3. RATIFICATION
Except as amended herein, all other terms and conditions of the Agreement shall
remain unchanged and in full force and effect. In the event there is a conflict
between the provisions of this Amendment and the Agreement, the provisions of this
Amendment shall govern.
