SUBJECT: Renovation of Flamingo Park Handball Courts
The purpose of this L TC is to provide information to the Mayor and City Commission
regarding the status of the ongoing renovation of the Flamingo Park Handball Courts
project. The Handball Courts are comprised of the Robert C. Hass and Joe Rubin Handball
Courts Buildings and are part of the Flamingo Park Master Plan. Construction activities
for the renovation project commenced on January 8, 2019, and included electrical
upgrades, the addition of sports lighting, new general lighting, selective stucco crack
repairs, court resurfacing, new frameless windows and doors, new fencing and painting
for both existing buildings. The courts will also include seating areas and water drinking
fountains for players and visitors. The scope was later expanded to include remediation
of delaminated stucco, discovered during construction.
The renovation was phased to allow at least one building to be open to the public during
construction. We are nearing completion of the Phase I construction work on the Joe Rubin
Courts. We are now ready to start Phase II renovations on the Robert C. Haas Courts.
To safely transition the construction zone and play areas, all handball courts will be closed
beginning Monday, April 26, 2021. During the one-week temporary closure, the
construction crew intends to perform the required inspections to obtain a temporary
Certificate of Occupancy (TCO), as well as the required inspections to declare substantial
completion. Also, the contractor will be performing finishing touches on the Phase I Joe
Rubin Courts and setting up the new construction zone for Phase II on the Robert C. Haas
Courts. The newly renovated Joe Rubin Courts (Attachment 1) will reopen for play the
week of May 3, 2021.
We will make every attempt to reopen the Joe Rubin Court sooner if the activities planned
are completed ahead of schedule.
The Phase II construction will be completed by late Summer or early Fall of 2021.
The attached project update (Attachment 2) was distributed to the community via email
blast on April 23, 2021.

Project Update - April 23, 2021
The City of Miami Beach is nearing
completion of the construction work on the
Joe Rubin Courts and getting ready to start
Phase II renovations on the Haas Courts in
May 2021.
Project Overview and Benefits
Flamingo Park spans more than 36 acres in
South Beach. As funding becomes
available, the city will continue to upgrade
park amenities to enhance public
enjoyment. As various sections of the
master plan are completed, residents and
visitors will have brand new amenities at
Flamingo Park to make playtime more fun
and functional.
What's Happening
All handball courts in Flamingo Park will be closed from April 26-May 2 to safely transition the
construction zone and play areas. During the weeklong temporary closure, workers will put the
finishing touches on the Phase I Joe Rubin Courts and set up a new construction zone for Phase
II at the Robert C. Haas Courts. The newly renovated Joe Rubin Courts will reopen on Monday,
May 3, 2021.
Please use the courts at Palm Island Park as an alternate. The park is located at 159 Palm Ave.
During this transition period, there will be ongoing construction activities at both Flamingo Park
handball courts. The work includes painting, moving the construction fence and site
inspections.
Please note, the project team is closely monitoring the situation surrounding COVID-19. The
contractor is enforcing strict social distancing measures and employees are required to wear
face coverings while on-site.
What to Expect
Work hours are weekdays from 8 a.m. to 6 p.m. Extended time is subject to city
approval. Work is scheduled to take place on some Saturdays from 10 a.m. to 4 p.m.
Handball players will be able to access the newly renovated Joe Rubin Courts from the
center of the park (see diagram).
Please note, schedules can change due to inclement weather or unforeseen
circumstances.
Temporary closure of the handball courts is expected to last one week.
Construction fencing will be altered to frame the new work zone.
The dog parks should not be impacted by this work.
Notices were posted at the Flamingo Park handball courts in advance of the temporary
closures.
Parking restrictions may be posted near the construction zone entrances. Please adhere
to posted signage to avoid enforcement measures.
