SUBJECT: MIAMI BEACH TROLLEY AND MIAMI-DADE TRANSIT CIRCULATOR RIDERSHIP
REPORT (FY2021 - 2NP QUARTER)
The purpose of this Letter To Commission (L TC) is to report ridership figures for the Miami Beach Trolley
service and Miami-Dade County bus circulator service during the second quarter of fiscal year (FY)
2020/21, from January 1, 2021 to March 31, 2021. The Miami Beach Trolley service resumed on February
15, 2021, after almost a year of service suspension since March 26, 2020 due to the COVID-19 pandemic.
The Miami Beach Trolley currently operates at a reduced service level with only 15 vehicles in
service (as compared to 25 vehicles during normal (pre-COVID) service), operating 15 hours daily
as compared to 18 hours during normal service, and at a reduced capacity of 10 to 12 passengers
on-board each vehicle at any time. This reduced service level results in longer average headways
(passenger wait times) of approximately 30 minutes as compared to 15 to 20 minutes during normal
(pre-COVID) service.
In order to protect the safety and health of trolley passengers and drivers, frequent cleaning protocols have
been implemented, including performing a deep cleaning of every vehicle every night at the operator's
facility and cleaning high-touch areas in the interior of every trolley vehicle after every loop (approximately
every 1to 1.5 hours). Furthermore, the City is providing hand sanitizers on-board each trolley vehicle and
drivers are strictly enforcing the mask, reduced capacity, and social distancing requirements.
Since February 15, 2021, the Miami Beach Trolley provided service to a total of 120,905 passengers during
the second quarter of FY 2021, and cumulatively to over 18.3 million passengers from inception in 2014
to the end of the second quarter of FY 2021.
KEY Q2 METRICS:
• Systemwide Average Daily Ridership: 2,687
• Systemwide Ridership: 120,905

• Estimated Service Cost Per Passenger: $6.98
As illustrated in the attached ridership report (Attachment A), the North Beach Loop observed an average
daily ridership of 389 passengers and an overall ridership of 17,517 passengers during this quarter.
The Middle Beach Loop observed an average daily ridership of 408 passengers and an overall ridership
of 18,340 passengers during this quarter.

The Collins Express observed an average daily ridership of 847 passengers and an overall ridership of
38,133 passengers during this quarter.
The South Beach Trolley service observed an average daily ridership of 1,043 passengers and an overall
ridership of 46,915 passengers during this quarter.
Overall trolley ridership during the second quarter of FY 2021 was lower than in the past due to the
reduced service level currently in place. Furthermore, on November 16, 2020, the City commenced
providing Freebee service for elderly residents living in affordable housing facilities throughout
the City and the closest Publix supermarket or pharmacy. The Freebee service is being provided
7 days a week from 7 AM to 5:30PM. For the second quarter of FY 2021, the total ridership on this
Freebee service was 14,828 passengers.
In addition to the City's trolley system, during the second quarter of FY 2021, the County operated one
circulator route entirely within City boundaries (Route 115). The overall ridership of Route 115 during this
quarter was 10,249 passengers.
Overall ridership figures for both the City's trolley system and the County's Route 115 for previous fiscal
years have been included in Attachments B and C for reference.
