SUBJECT: Appointment of Interim Public Works Director
As all of you know, our Public Works Director, Roy Coley has been selected as the next
Director of the Miami Dade Water and Sewer Department. Roy's departure leaves a
huge leadership gap in our senior executive team. I initiated a recruitment immediately
upon Roy's announcement and expect to be able to evaluate and interview candidates
within the next month. In the interim, we are blessed to have an outstanding team of
professionals at the operational levels of the Department that have committed to me
their dedication to the mission and day to day operation.
I have asked everyone on my Executive Staff to take on additional responsibilities during
my immediate transition to City Manager. I am grateful for the amazing coo peration and
support that I am receiving, and I want to THANK everyone. I have asked Assistant City
Manager, Eric Carpenter to assist me by serving as the Interim Public Works Director
while we conduct the search for a permanent replacement. Eric will continue to serve in
his role as Assistant City Manager over Public Works, Building, CIP, Code Compliance,
Economic Development, Parking, and Planning.
As you are aware Eric has been a member of the City staff for the last eight years
serving as Public Works Director for five of them from 2013 -2018. He is a licensed
Professional Engineer in the State of Florida and has spent a total of 12 years of his 23-
year career as a Public Works Director for different municipalities. He holds a bachelor's
degree in Civil Engineering from the University of Maryland.
I believe his professional skills and institutional knowledge of the City's operations will
serve us well in meeting the needs of our organization and the community in this critical
department during this transition period. Please join me in thanking Eric for agreeing to
take on this additional role while we work through the recruitment process.
