W H E R E A S , the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for funding for funds, in the
amount of approximately $1,000,000, from the Bloomberg Philanthropies, 2021 Global Mayors
Challenge. The details of which are as follows:
• The 2021 Global Mayors Challenge aims to fund innovative urban solutions in the wake
of COVID-19to help cities implement their breakthrough ideas and ultimately spread those
ideas to other cities on a global scale.
• Projects must address one or more of the overarching themes, which include:
o Health and well-being: addressing the medical, behavioral, and social
determinants of health for residents.
o Climate and environment: tackling the root causes and effects of climate change
in order to build more livable and resilient cities.
o Economic recovery and inclusive growth: creating systems and solutions that allow
all city residents to overcome economic distress and thrive.
o Good governance and equality: using city powers to tackle oppression, promote
fairness, and improve participation.
• The Administration is requesting funds from Bloomberg Philanthropies, 2021 Global
Mayors Challenge program, to create a cross-sector economic tourism resilience team of
stakeholders. This builds on the learnings of the dedicated contact tracing team, Race to
Trace. It addresses COVID-19 recovery but focuses on broader economic resilience.
• Funding w ill be used to contract an expert advisory panel of economic, resilience, and
safety experts. They w ill engage stakeholders and pro vide actionable recommendations.
It w ill also fund business continuity and CO VID-19/Public Health training, Project
C oordinator and Cross-Sector outreach team, Communications and activities
recom m ended by the expert panel.
• No matching funds are required.
WHEREAS, the City A dm inistration requests appro val to apply for funds, in approximate
am ount of $1,205,000, from the Florida Inland Navigation District, W aterw ays Assistance
P ro gram . The details of w hich are as fo llow s:
• Florida Inland Navigation District (FIN D) provides funding assistance to local govern ments
w ithin its district to perform waterw ays im provem ent projects. Florida inland Navigation
D istrict (FIN D ) is a special State Taxing District for the continued management and
maintenance of the A tlantic lntracoastal W aterw ay (ICW ). FIND was created by the
Florida Legislature in 1927 to be the State local sponsor for the Atlantic lntracoastal
W aterw ay. The Navigation District consists of tw elve counties along the east coast of
Florida.
• The City Adm inistration is requesting construction funds to raise the existing seawall,
create a living shoreline, pro vide a fishing pier and overlook with furn ishings, and provide
continuous w alkw ays along the waterw ay of Biscayne Bay.
• The project w ill pro vide shoreline stabilization at a public park and waterfront recreation
facility. In addition, the living shoreline will enhance the surrounding riparian and intertidal
environm ent by creating new habitat fo r aquatic, terrestrial and avian species, and by
im pro ving w ater quality. The resulting outcom e of the project is enviro nmental
enhancem ent w ithin the Biscayne Bay Aquatic Preserves, which are designated as
O utstanding Florida W aters.
• The total cost of this pro ject is approxim ately $2,410,000. Matching funds in the
approxim ate am ount of $1,205,000 or 50% are required by this gra nt and the match is
available from G O B Pro ject #39 - Seaw alls & Shorelines (27919)-Fund 393 GO B Bonds
- Nei ghbor h ood.
• Florida Inland Navigation District requires the City of Miami Beach to execute the FIND
R esolution, attached as Exh ibit 1 th e City Comm ission Memorandum that accompanies
this R esolution w hich indicates that:
A. the City w ill accept the term s and conditions set forth in the FIND Rule 66B-2 F.A.C.
and w hich w ill be made part of the Project Agreem ent;
B. the City w ill carry out the pro ject in the manner described in the pro posal and any plans
and specifications attached thereto unless prior appro val for change has been
received by the District;
C. the City has the ability and intention to finance its share of the pro ject and that the
pro ject w ill be operated and maintained at the expense of the City;
D . the City w ill not discrim inate against any person and will comply with the terms of Title
VI of the Civil Rights Act;
E . the City w ill m aintain adequate financial records; and
F . the C ity w ill m a ke available to FIN D , if requested a post audit of expenses; and

ba se d se tt in g an d re sults in decrea sed parental stress, increased positive parent-child
in te ra ctions an d incre a sed parenting skills.

WHEREAS, the City Administration requests approval to apply for funds from the League
Baseball, Scotts Field Refurbishment Program, for the purchase of equipment with a value up to
$50,000. The details of which are as follows:
• The Scotts Field Refurbishment Program is a major diamond and green space renovation
initiative that has provided 28 youth-focused baseball and softball fields across the country
with significant upgrades. Scotts, the Official Lawn Care Company of Major League
Baseball, enters its fifth season as an official partner of the "PLA Y BALL" initiative.
Together, MLB and Scotts are encouraging youth and communities to get outside and
enjoy activities, like baseball and softball.
• The City's Parks and Recreation Department has partnered with Danny Berry Baseball to
offer Youth Baseball programming to boys and girls ages 3-13 years of age. Baseball
programming includes: Intro to Baseball, Tee Ball, Coach Pitch and Kid Pitch. Miami Youth
Baseball League provides the ideal setting for participants' initiation into the National
Pastime in a "No Pressure" fun filled atmosphere.
• The facility at North Shore Park is heavily used year-round, which has led to some
deterioration of the field. The City Administration is requesting equipment for the
enhancement of the field which will improve the level of field play and lessen weather
related delays that would not allow our participants onto the field. The request is for the
following enhancements: new pitcher's mold; new bases and anchors; new home plate
and batter boxes; and, refurbishment including new infield with sod and infield dirt.

• Survey Information
A. 80.1 % of residents rated the quality of City Recreation programs with Satisfaction.
This rating has increased by +8.5% since 2016.
B. 50% of residents rated the City's efforts to manage storm water drainage and
flooding with Satisfaction. This rating has increased by +3. 7% since 2016.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby appropriate funding, and approve and authorize (and, as to certain
agreements retroactively approve and authorize) the City Manager, or his designee, to apply for,
accept and appropriate funding (including matching funds and any related City expenses), and to
execute any and all documents or agreements in connection with the following grants, programs,
and agreements: 1) Bloomberg Philanthropies, 2021 Global Mayors Challenge in the approximate
amount of $1,000,000; 2) Florida Inland Navigation District, Waterw ays Assistance Program, in

approximate amount of $295,000.
The Children's Trust Group Individual and Home Visitation grant program provides funding to
support group, individual, home visiting, and advocacy parenting programs for at-risk populations
in Miami-Dade County. The program's purpose is to provide structured programs that follow
evidence-based and promising curricula, address specific needs, and increase positive parent-
child interaction and communication.
With the support of grant funding, the City's Office of Housing and Community Services has
been operating the Miami Beach Parent-Child Program successfully for the past ten years.
During the 2021-2022 Program Year, the program will offer Nurturing Parenting Program
services to 83 Miami Beach families with children between the ages of birth to 18 years old. The
Nurturing Parenting Program is an evidence-based, psycho-educational model of family/parent
education that engages the whole family in either a group or home-based setting and results in
decreased parental stress, increased positive parent-child interactions and increased parenting
skills. Matching funds are not required for this grant.
4. Renewal of The Children's Trust Youth Enrichment Grant Program, in the approximate
amount of $372,000.
The City of Miami Beach is requesting a renewal grant from The Children's Trust for the All
Stars youth enrichment (YEN) program in the approximate amount of $372,000 for a service
period of August 1, 2021 - July 31, 2022.
Through a structured design of evidence-based and outcomes-driven practices and strategies,
All Stars seeks to promote the academic success and positive personal development of
underserved youth within the community.
During the school year, All Stars serves approximately 145 Nautilus Middle School students
through its afterschool program housed within the school. During the afterschool program, highly
interactive, skill building activities are provided in the following focus areas: academics, social-
emotional learning (SEL), STEAM, fitness, entrepreneurship, and community service. During
the summer, All Stars serves approximately 35 middle school-aged youth throughout the
community through its STEAM program at Miami Beach Regional Library.
During the summer, youth have an opportunity to learn, create and make through experiential and
project-based learning activities using science, technology, engineering, art and mathematics.

5. Major League Baseball, Scotts Field Refurbishment Program, for equipment with a value up
to $50,000 for field equipment at North Shor e Park.
The Scotts Field Refurbishment Program is a major diamond and green space renovation
initiative that has provided 28 youth-focused baseball and softball fields across the country with
significant upgrades. Scotts, the Official Lawn Care Company of Major League Baseball, enters
its fifth season as an official partner of the "PLAY BALL" initiative. Together, MLB and Scotts
are encouraging youth and communities to get outside and enjoy activities, like baseball and
softball.
The City's Parks and Recreation Department has partnered with Danny Berry Baseball to offer
Youth Baseball programming to boys and girls ages 3- 13 years of age. Baseball programming
includes: Intro to Baseball, Tee Ball, Coach Pitch and Kid Pitch. Miami Youth Baseball League
provides the ideal setting for participants' initiation into the National Pastime in a "No Pressure"
fun filled atmosphere.
The facility at North Shore Park is heavily used year-round, which has led to some deterioration
of the field. The City Administration is requesting equipment for the enhancement of the field
which will improve the level of field play and lessen weather related delays that would not allow
our participants onto the field. The request is for the following enhancements: new pitcher's
mold; new bases and anchors; new home plate and batter boxes; and, refurbishment including
new infield with sod and infield dirt. No match is required.

80.1 % of residents rated the quality of City Recreation programs with Satisfaction. This rating
has increased by +8.5% since 2016.
50% of residents rated the City's efforts to manage stonn water drainage and flooding with
Satisfaction. This rating has increased by +3.7% since 2016.
C ON CL U SI O N
Based on the aforestated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or his designee to apply for and accept funds and execute all documents or agreements in
connection with the grants, award programs, funding and equipment requests.
