A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMNEDATION OF THE
FINANCE AND ECONOMIC RESILIENCY COMMITTEE TO CONTRIBUTE TO
THE MIAMI DESIGN PRESERVATION LEAGUE (MDPL) MUSEUM MASTER
PLAN PROJECT, ESTIMATED TO COST BETWEEN$350,000-$400,000 BY: (1)
PAYING MDPL$50,000 FROM PREVIOUSLY BUDGETED FY 2021 ART DECO
WEEKEND SPONSORSHIP FUNDS; AND (2)APPROPRIATING, DURING THE
CITY'S FY 2022 BUDGETARY PROCESS, $175,000 IN MATCHING GRANT
FUNDS, WITH ANY APPROVED FUNDS TO BE RELEASED UPON MDPL
DEMONSTRATING, TO THE SATISFACTION OF THE CITY MANAGER, THAT
MDPL HAS RECEIVED CHARITABLE CONTRIBUTIONS EARMARKED FOR
THE PROJECT, UP TO THE TOTAL AMOUNT OF $175,000.
WHEREAS, the City of Miami Beach budgets and allocates on an annual basis
sponsorship funds in the amount of$100,000.00 for the Art Deco Weekend Festival: and
WHEREAS, the 2021 Art Deco Weekend Festival event took place virtually due to the
Covid-19 Pandemic; and
WHEREAS, on November 20, 2020, Daniel Ciraldo, Executive Director of Miami Design
Preservation League (MDPL), formally requested that the City consider reallocating the City's
budgeted Art Deco Weekend sponsorship funds for FY 21, in the amount of $100,000, toward
MDPL's Museum Master Plan project(the"Project"), and matching funds for the remainder of the
Project costs, which costs have not been finalized; however, MDPL has estimated the costs to be
between $300,000-$400,000; and
WHEREAS, on December 9, 2020, the request to reallocate the funds was formally
presented for discussion at the City Commission meeting and referred to the Finance and
Economic Resiliency Committee (FERC); and
WHEREAS, at the January 22, 2021 FERC meeting, an item, entitled "Discussion
Regarding Re-Allocating Art Deco Weekend Sponsorship Already Budgeted to be Used Towards
the Museum Master Plan", was discussed, and following the discussion, FERC recommended (1)
the approval of the reallocation of$50,000.00 from the FY 2021 Art Deco Weekend sponsorship
funds to the Project; and (2) the appropriation of matching funds for the remainder of the Project
costs, in the amount of$175,000 from the FY 2022 Capital Budget; provided that the approved
matching grant funds will not be released to MDPL until MDPL has demonstrated that it has
secured the remaining 50% of the total Project costs, up to the total amount of$175,000.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Finance and Economic Resiliency
Committee to contribute to the Miami Design Preservation League (MDPL) Museum Master Plan
Project, estimated to cost between $350,000-$400,000 by: (1) paying MDPL $50,000 from
previously budgeted FY 2021 Art Deco Weekend sponsorship funds; and (2)appropriating, during
the City's FY 2022 budgetary process, $175,000 in matching grant funds,with any approved funds
to be released upon MDPL demonstrating, to the satisfaction of the City Manager, that MDPL has
received charitable contributions earmarked for the Project, up to the total amount of$175,000.

RECOMMENDATION
The Administration recommends adopting the Resolution.
BACKGROUND/HISTORY
On November 20, 2020 Daniel Ciraldo, Executive Director of Miami Design Preservation
League (MDPL) formally requested the City to consider the possibility to reallocate the City's
budgeted sponsorship FY 21 funds in the amount of $100,000.00 for the 2021 Art Deco
Weekend Festival since the event was cancelled due to the Corvid 19 Pandemic, and allocate
the funds towards the Museum Master Plan consistent with the current management agreement
between the City and MDPL. The request to reallocate the funds was formally presented for
discussion at the December 9, 2020 the City Commission meeting and then referred to FERC
meeting on January 22, 2021 meeting for further consideration. The direction after discussion at
the FERC meeting was to approve the $50,000.00 request for reallocation towards the
Museum Master plan for Capital Improvements and for MDPL to fundraise the remaining 50%
of the total project costs.
ANALYSIS
The City of Miami Beach budgets and allocates on an annual basis sponsorship funds in the
amount of $100,000.00 for the Art Deco Weekend Festival. As a result of the Covid 19

pandemic, the Art Deco Weekend Festival was cancelled for FY 21. On November 20, 2020,
Daniel Ciraldo, Executive Director of Miami Design Preservation League (MDPL) formally
requested the City to consider the possibility to reallocate the City's budgeted FY 21
sponsorship funds towards the Museum Master Plan consistent with the current management
agreement between the City and MDPL.
The proposal was reviewed by the City's Property Management Director and CFO whom
agreed that the proposed improvements to the City-owned facility have merit, but that it would be
difficult to re-allocate the full $100,000 sponsorship due to dramatic decreases to the City's
resort tax revenues. After subsequent discussions, MDPL revised their request to re-allocate
$50,000 of the $100,000 FY 2021 sponsorship towards the Museum master plan
improvements project. This amount allows MDPL to begin some of the key elements of the
overall project while providing the City$50,000 of savings to apply towards re-balancing the FY
2021 budget.
Following the recommendation the FERC meeting on January 22, 2021, and pending
commission approval the City will move forward with the request for the reallocation of FY 21
Sponsorship funds in the amount of $50,000.00 towards the Museum Master plan for Capital
Improvements and for MDPL to fundraise the remaining 50%of the total project costs.
To fund the remaining estimated $350,000 for the project, MDPL has requested a 50% match
from the City, of up to $175,000 from the FY 2022 Capital Budget. MDPL proposes to
fundraise the remaining 50%of the total project costs.

CONCLUSION
Upon review of this item, the Administration recommends going forward with reallocating
$50,000 of the FY 2021 Art Deco Weekend sponsorship towards the planned improvements of
the facility consistent with the Museum Master Plan under the Management Agreement.
Regarding the proposal for funding the remainder of the estimated project cost of$350,000, the
Administration recommends that MDPL produces documentation clearly showing that they have
met the 50% match target prior to advancing any of the City's funding for the project (up to
$175,000).
