A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY
DECLARING MARCH 31, 2021 AS TRANSGENDER DAY OF
VISIBILITY IN THE CITY OF MIAMI BEACH.
WHEREAS, Transgender Day of Visibility ("TDOV") is held annually on March 31,
to celebrate transgender and non-binary people around the globe and acknowledge the
courage it takes to live openly and authentically; and
WHEREAS, TDOV recognizes the generations of struggle, activism, and courage
of trailblazing activists whose work has given countless transgender and non-binary
individuals the bravery to live openly and authentically in the United States and around
the world; and
WHEREAS, this hard-fought progress is also shaping an increasingly accepting
world in which peers at school, teammates and coaches on the playing field, colleagues
at work, and allies in every corner of society are standing in support and solidarity with
the transgender community; and
WHEREAS, however, in spite of our progress in advancing civil rights for LGBTQ+
Americans, too many transgender people — adults and youth alike still face systemic
barriers to freedom and equality; and
WHEREAS, over the last few years, there has been a disturbing proliferation of
anti-trans bills, targeting transgender and nonbinary people for discrimination, such as by
barring or criminalizing healthcare for transgender youth, barring access to the use of
appropriate facilities like restrooms, restricting transgender students' ability to fully
participate in school and sports, allowing religiously-motivated discrimination against
trans people, or making it more difficult for trans people to get identification documents
with their name and gender; and
WHEREAS, in 2021 alone, twenty-eight (28) states have proposed one or more
invidious bills targeting transgender people; and
WHEREAS, transgender Americans of all ages face high rates of violence,
harassment, and discrimination; nearly one in three transgender Americans have
experienced homelessness at some point in life; many transgender Americans continue
to face discrimination in employment, housing, health care, and public accommodations;
and the on-going crisis of violence against transgender women, especially transgender
women of color, is a stain on our Nation's conscience; and
WHEREAS, despite facing significant cultural, legal and economic challenges,
transgender and non-binary people continue to bravely share their stories, boldly claim
their seats at the table and tirelessly push equality forward; and
WHEREAS, in an effort to not forget those who still feel invisible even in their own
communities and who may live every day with fear of discrimination or violence, the City
must continuously strive to fight for a world where every transgender and non-binary
person is respected and protected.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and the City
Commission hereby retroactively declare March 31, 2021 as Transgender Day of Visibility
in the City of Miami Beach. //
