A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING, IN CONCEPT, AN
IDENTIFICATION DECAL PROGRAM, TO FACILITATE ACCESS FOR
CITY RESIDENTS ACROSS THE VENETIAN, JULIA TUTTLE, AND
MACARTHUR CAUSEWAYS DURING EMERGENCY AND HIGH-
IMPACT PERIODS; AND FURTHER, DIRECTING THE
ADMINISTRATION TO DEVELOP THE PROGRAM DETAILS,
INCLUDING THE PARAMETERS, LOGISTICS, AND COSTS OF
IMPLEMENTING A RESIDENT IDENTIFICATION PROGRAM, TO BE
PRESENTED TO THE MAYOR AND CITY COMMISSION ON OR
BEFORE THE JUNE, 2021 CITY COMMISSION MEETING; AND
FURTHER, DIRECTING THE CITY ATTORNEY'S OFFICE TO PREPARE
AN ORDINANCE FOR THE IMPLEMENTATION OF THE RESIDENT
IDENTIFICATION PROGRAM BASED ON THE RECOMMENDATIONS
DEVELOPED BY THE ADMINISTRATION.
WHEREAS, it is the responsibility of the government of the City of Miami Beach
(the "City") to ensure the public safety of its residents and visitors; and
WHEREAS, the City is geographically vulnerable to hurricanes, flooding and
other natural disasters which may cause severe disruption of essential human services,
and extensive damage to public roadways, utilities, buildings, parks and/or other
government-owned facilities; and
WHEREAS, there is also an existing and continuing possibility of the
occurrence of technological or civil emergencies, or other disasters (including, but
not limited to, acts of terrorism, transportation accidents, pandemics, outbreaks, and
large-scale hazardous material spills or leaks)which crises require potent and effective
response; and
WHEREAS, during such emergencies or high-impact periods, it may be necessary
for the City to limit or close vehicular traffic to the Venetian, Julia Tuttle, and/or MacArthur
Causeways to the general public, to ensure public safety of the City's residents and
visitors; and
WHEREAS, at the March 21, 2021 Special City Commission meeting,
Commissioner Meiner,the sponsor of this Resolution, raised the issue of the development
of a resident identification program to facilitate access for City residents across the
Venetian, Julia Tuttle, and/or MacArthur Causeways during high impact and emergency
periods; and
WHEREAS, in furtherance thereof, this Resolution would direct the Administration
to develop the program details of the identification decal program, including the
parameters, logistics, and costs of implementing such a program, including, without
limitation, exploring implementation via a "resident only" lane, in order to facilitate resident
access across the causeways during closures due to emergency or high impact periods.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve, in concept, an identification decal program, to facilitate
access for City residents across the Venetian, Julia Tuttle, and MacArthur causeways
during emergency and high-impact periods; and further, directing the Administration to
develop the program details, including the parameters, logistics, and costs of
implementing a resident identification program, to be presented to the Mayor and City
Commission on or before the June, 2021 City Commission meeting; and further, directing
the City Attorney's Office to prepare an ordinance for the implementation of the resident
identification program based on the recommendations developed by the Administration.
