TRAFFIC ANALYSIS' REPORT ON THE 63RD STREET FLYOVER
Date: December 19, 2003
I am forwarding you the salient portions of the Traffic Analysis Report for the Intersections
of Indian Creek Drive at 63rd Street and 65th Streets, prepared by HNTB, Inc., as
requested by Commission Action of September 10, 2003. Full copies (including Raw Data)
are available at your request. The study performed additional analysis of the AM peak
hour, midday peak hour, and PM peak hour under existing (year 2003) and future (year
2021 ) conditions, and measured the future conditions against three alternatives considered
by the Florida Department of Transportation (FDOT) for the 63rd Street at Indian Creek
Intersection, being:
· Alternative lB: Demolish the flyover and build an at-grade intersection
· Alternative 2: Demolish the flyover and build a new flyover; and
· Alternative 3: No build.
The HNTB Study concluded that, "under year 2021 conditions, the overall measures of
performance of the study intersections are fou nd to be similar under FDOT Altematives 1B
and 2. Both build alternatives are expected to operate better than the No-Build Alternative.
The noteworthy differences between Alternatives lB and 2 are that:
The eastbound left-turn movement in the critical PM peak hour is expected to
operate at or near capacity under Alternative 1 B, at-grade intersection;
The eastbound flyover is expected to be over-capacity under Alternative 2; and
Although two exclusive left-turn lanes and one shared thru/left-turn lane exist for the
eastbound left-turn under Alternative lB, this shared lane is likely to operate as a
"defacto" left-turn lane due to the future left-turn demand, thereby potentially
achieving a higher efficiency than the single-lane flyover.
These results cannot be directly compared to those of the previously reported analyses by
others (FDOT, Corradino, and Miller Consulting) because the baseline traffic data has been
updated to year 2003 conditions. However, in relative terms, the operational analysis in
this study suggests similar trends as in the previous studies."
The Administration will transmit a copy of the report and schedule a joint meeting of the
Transportation & Parking Committee (TPC) and the North Beach Development Corporation
(NBDC) to present the results of the Traffic Analysis. Also invited to attend will be the
Allison Island, LaGorce/Pine Tree Drive, and Alton Road Homeowners Associations. The
joint meeting will be held in late January/early February 2004.
