their December 19, 2003 meeting and developed a final list of candidates for your review. These
applicants were unanimously approved and are listed below for ease of reference and for your

Pursuant to Section 2-55(d) of Ordinance No. 97-3075, as amended, establishing the Miami Beach
Cultural Arts Council (Council) "vacancies on the Council shall be filled by the Mayor and City Commission.
In filling any vacancy, the Mayor and City Commission may select a replacement Council member from a
list of three (3) candidates which shall be submitted by the remaining members of the Council." Further,
"the individual members of the City Commission may supplement the Council's suggested list with
additional names of candidates or, if neither the candidates on the Council's suggested list nor the
additional names submitted by the individual members of the City Commission are approved, the Council
shall submit an entirely different list" for consideration.
It is important to note that a City Commission Workshop has been scheduled for January 8, 2004 at 3:00
pm to discuss results of several recently completed studies and the City's future strategic plan for cultural
affairs. It is my recommendation that appointments be made subsequent to the Commission Workshop.

bottom of his letter, immediately upon receiving his letter, on July 19. After getting no
response in a week, I emailed again, asking whoever was responsible for checking the
Council's email to either email me back assuring me that Steve Sauls had received my
resume. ~nd note, or to forward my emails to him with a request for an acknowledgment,
so I could, if necessary, snail-mail my resume by the stated deadline of August 1.
I have never received any response whatsoever.

magazine. A South Beach pioneer, in 1985 she was chosen to represent The Strand, the restaurant
that sparked the area's turnaround. Since then, she has sustained an evolving network of high profile
media contacts that enable the firm to publicize clients from the local to the national level with unrivaled
expertise. An active participant in community affairs, Brustman is a member of the Executive Board of
the Greater Miami Convention & Visitors Bureau and director of the Bureau's public relations task
force. She also sits on the board of the American Institute of Wine & Food, founded by Julia Child and
Robert Mondavi.
Senior account executive Lawrence Carrino is adept at creating local to national publicity campaigns
for a variety of high profile clients. These include award-winning chef Mark Militello and his quartet of
Mark's Restaurants, Sunny Isle's new culinary hotspot, Timo, the new restaurant Pao at the Clinton

Beach Cultural Arts Council will be electing new members of the Council. I am
enclosing a copy of my Curriculum Vitae for your consideration.
During the past twenty years, I have accumulated great experience in the
cultural arena serving in diverse boards ranging from arts and crafts, to
performance, to contemporary art, working with community arts organizations,
federal art establishments, and private arts not for profit organizations and

Biography
Adam, a Senior Portfolio Manager and First Vice President at Smith Barney,
is a partner in the Bermont Investment Management Group, which has assets
under management of over $1.3 billion. Adam specializes in managing
money for not-for-profit institutions and high net worth individuals. In
addition to Adam's role as a money manager, he has taught at both the
undergraduate and graduate level at the University of Miami Business
School. His most recent course (taught since 1999) was the MBA Portfolio
Construction class. This class is designed for last semester MBA candidates
intending to specialize in money management.
In addition to his professional responsibilities, Adam is involved in a wide
range of community activities including: Board of Trustees Voices for
Children (Guardian Ad Litem), Trustee at the United Way, member of the
Citizens Board of the University of Miami, Founder - University of Miami
and is a member of the Board of Governors of the Bankers Club.
Adam received his MBA from the University of Miami in June 1994. During

BARRY OLIVER CHASE
Mr. Chase is an honors graduate of Yale CoUege and Harvard Law School. While at
Yale, he was elected to Phi Beta Kappa, the leading national collegiate Honor Society, and
was listed as a Ranking Scholar during the majority of his eight semesters before
graduating magna cum laude. At Harvard, Mr. Chase graduated with honors, earning his
JD degree cum laude.
Mr. Chase began his legal career with a large Washington, D.C. law firm in 1970, focusing
his practice on Communications and First Amendment law. During the early 1970s, Mr.
Chase represented such media giants as CBS, the Times-Mirror Company, Capital Cities
Communications and Time, Inc. regarding Federal Communications Commission (FCC)
matters. In connection with his First Amendment work, Mr. Chase represented journalists
who came under fire during the famous Watergate criminal litigation before Judge John
Sirica. He also represented journalists in the course of the criminal proceedings resulting in
the historic resignation from office of Vice President Spiro Agnew.
In 1976, Mr. Chase became Associate General Counsel of the Public Broadcasting Service
(PBS). In that capacity, he administered PBS's Program Funding Standards and Practices,
dealt with national and international television program and music rights, and was
responsible for on-air legal issues relating to the Fairness Doctrine, Equal Time and
defamation. After two years in the PBS Counsel's Office, he became Director of PBS's
News and Public Affairs Programming, which started him on a career course that resulted
in his becoming the top national PBS progrannning executive (Vice President for
Programming) in the late 19805. In 1991, he re-located to South Florida for personal and
professional reasons, becoming the Senior Vice-President of National Production for
South Florida's largest PBS affiliate.
After leaving the world of television and film production in 1995, Mr. Chase returned to
the practice of entertairunent law in Miami. He has represented Spanish- and English-
language producers and television stars; Spanish- and English-language recording artists;
composers; record companies; and filmmakers, artists, models, authors and screenwriters.
He lectures regularly on the representation of media personalities and the "do's and don'ts.
of music, television and film production. His on-line CLE (Continuing Legal Education)
courses, available for Florida, N ew York., California and other CLE credit, are at
www.celesq.com. and include "Representing the Media Personality," "Negotiating the
Artist-Manager Relationship," and. "The Ethics ofIntermediation." Mr. Chase has been
retained as an expert witness regarding product endorsements by media personalities and

As a consultant to FAU's College of Architecture, Urban and Public Affairs, I raised funds for a
range of programs ill architecture, urban planning, social work, and criminology, conceiving

methodology and procedures, and to inaugurate special programs. I also began a collection of

As the founding President and Chief Executive Officer of the Browud Center, 1 was responsible
for overseeing aU aspects of constnlction, financing. development, programming. and community
relations in a time period that wellt from early construction through the center's fifth anniversary.
I was able to ensure that the center was completed on time, alld for five years ran one of the few
American performing arts complexes that did not lose money. The Center is the Fort Lauderdale
home for the region's major performing arts organizations, and I maintained excellent
relationships with all of the center's primary users (Florida Philhannonic, The Concert
Association, PACE Theatricals, Dillard School for the Performing Arts ETC) as well as with such
organizations as the Miami City Ballet and the New World Symphony. I was able to establish a
significant outreach program that attracted more than 70,000 schoolchildren each year. I worked
directly with a thirteen-member board, with the Center's non-profit fundraising foundation, and
with local business, civic, and cultural leaders as well as the public partners in the collaborative
venture: City of Fort Lauderdale, Broward County, State of Florida, Broward School Board, and
the Downtown Development Authority.
Downtown Development Authority, Fort Lauderdale, 11/75-2/89
As executive director of the Downtown Development Authority, I was responsible for creating
and executing a new city center. During my tenure, the property valuation in this special taxing
district grew from $120 million to more than $477 million, and the downtown work force
increased from 9,000 to more than 22,000.1 persuaded the Museum of Art and Broward Main
Libl'lll'Y to build downtown, as well as Florida Atlantic University. I was instrumental in creating
the land package and the legislation that led to the Broward Center for the Performing Arts and in
developing an Arts and Science District thll1 included the museum and library, as well as the
Museum of Discovery and SciencellMAX Theater, the Broward Center, and a "music park" for
smaller outdoor concerts. A key to creating this campus-like. downtown was the construction of
CityPark, a public parking garage that integrated into urban life with plazas and shops. Another
key was creating the Riverwalk Park, and encouraging private developers and governmental
bodies (including the Broward County commission) to relocate in downtown Fort Lauderdale.

Alan G. Randolph joined Mellon United National Bank as Vice President.
Business Development in June 1998 to spearhead the business development
efforts in the Miami Beach market. In September 1998, Mellon opened a banking
center at 1688 Meridian to serve the special business and personal banking and
wealth management needs of attorneys and other professionals, real estate
developers, entrepreneurs, high net worth individuals, and the rapidly growing
fashion, film and video production, post-production, and music industries. Under
Alan's direction, and supported by his team of experienced bankers, Mellon
quickly became recognized as South Florida's premier bank serving many of the
nation's leading modeling agencies, fashion production companies, movie
studios (including the servicing of film productions being shot in South Florida),
TV commercial production firms. songwriters, record labels, producers,

Prior to joining Mellon, Alan was Vice President and Manager of SunTrust's

Dear Mr. Sauls:
As a devoted arts activist and an enthusiastic involved citizen of Miami Beach since
1985, I am writing to express my strong desire to become a member of the Cultural
Arts Council. My interests and experience coincide with the needs of the Council, and I
believe I would be a valuable addition to your group.
As you can see by my attached resume, I have participated in the cultural and political
life of Miami-Dade and Miami Beach for many years. My husband and I were founders
of the New World School of the Arts and involved in Miami Design Preservation
League and Miami Beach Community Development Corporation. I served on the Board
of the Art Center: South Florida for several years, and was a founding member of the
Gay and Lesbian Film Festival Board, based in Miami Beach. In addition, I was on the
executive committee of the Miami International Film Festival from its second year until
1991, and have served on various fund-raising and events committees for the Bass
Museum, MOCA, the Wolfsonian Museum, Miami Light Project, the Miami City
Ballet, the Arts for Learning Project, the Dance for Life steering committee, and the
Education Fund. I am a long term member, as well, of the Grants Committee of the
South Florida Gay and Lesbian Foundation (formerly Dade Human Rights Foundation)
and the Women's Fund. My commitment to the arts and my community in Miami-Dade
County has never wavered.
My background includes being politically involved for many years, going back to
serving as a senator in the student government from the School of Social Work at flU.
More recently, I have volunteered for many Miami Beach mayoral and commission
campaigns and maintain an excellent working relationship with all of the current elected
officials as well as the city staff. Combining my love of the arts with my history of
volunteerism, I have served on the City's Fine Arts Board and am presently completing
my final term on the Art in Public Places Board, where I have been vice chair for four
years.

For much of my professional life, I served as a grant writer for various organizations.
In that capacity, I combined fund raising with my other duties. I look at the latter as
one of my most creative skills.
I hope my interests, experience, political savvy and love of Miami Beach, the best
community in America, will ensure my appointment to the Cultural Arts Council.
