CULTURAL ARTS COUNCIL COMMITTEE CANDIDATE
Date: January 14, 2004
On December 31, 2003, six (6) seats on the Cultural Arts Council became vacant.
Adhering to the guidelines set forth in the Ordinance establishing the Council, the Council's
Nominating Committee met on November 13th to review applications submitted to the City
Clerk's Office. An initial slate of thirteen candidates was selected from the City Clerk's list
and then forwarded to the full Cultural Arts Council for approval during their November 21 st
meeting. The Council approved this initial slate of 13 candidates and decided to consider
any new applications received up until the date of their next meeting in December.
On December 18th one of the 13 candidates withdrew their application, Mr. George Neary.
On December 19th the Council met to review 10 new applications which were added to the
initial slate of now 12 candidates. In order to comply with the guidelines of the Ordinance
tasking the CAC to submit 3 recommended candidates to the City Commission for each of
the six vacancies, the Council voted to remove four names from the list, Payola Grebor;
Cheryl Jacobs, Liliam Lopez and Joy Malakoff. The Council then voted to recommend the
remaining 18 candidates but subsequently one of the 18 candidates, Mr. Bill Farkas,
withdrew his name, therefore, only 17 names are submitted.
The Council sought input from the community in developing a slate of prospective Council
members with interest and expertise in arts/entertainment; marketing, public relations,
banking, legal counsel, real estate development and hotels.
Pursuant to Section 2-55(d) of Ordinance No. 97-3075, as amended, establishing the
Miami Beach Cultural Arts Council (Council)"vacancies on the Council shall be filled by the
Mayor and City Commission. In filling any vacancy, the Mayor and City Commission may
select a replacement Council member from a list of three (3) candidates which shall be
submitted by the remaining members of the Council." Further, "the individual members of
the City Commission may supplement the Council's suggested list with additional names of
candidates or, if neither the candidates on the Council's suggested list nor the additional
names submitted by the individual members of the City Commission are approved, the
Council shall submit an entirely different list" for consideration.
