SUBJECT: NEW ORGANIZATIONAL STRUCTURE
My letter to you dated March 16, 1999 advised you of the appointment of Matthew Schwartz as
Assistant City Manager. I am pleased to advise you that effective Monday, May 3, 1999, Matthew
will oversee the Public Works and Sanitation Departments and the Property Management Division,
in addition to ADA, boardwalk restoration, beach preservation and the Sister Cities program.
As a result of Matthew's appointment, I have restructured the organizational chart to provide
improved management and coordination of City departments. The organizational chart is attached
for your information.
Assistant City Manager Janet Gavarrete will now also oversee the Office of Children's Affairs in order
to strengthen the relationship with the Recreation Division's youth services.
Executive Assistant Ronnie Singer will oversee the Code Compliance Department; this will enhance
the coordination of this effort with efforts to improve service delivery with Lynn Bernstein and the
assignment of a roving crew to troubleshoot throughout the City. Additionally, the Public Information
Office will now report to Ronnie in order to strengthen the relationship of public information with
media, arts and tourism.
The Information Technology Department will report to the City Clerk, Robert Parcher, to capitalize
on his computer knowledge. Bob will continue to report directly to me.
I believe the organization of the City's services should be a dynamic, and not a static process. In the
meantime, I am confident that these changes will provide a more effective delivery of services. I will
continue to improve the organizational structure of the Administration to the betterment of the City.
Please join me in welcoming Matthew to our City and in implementing these improvements to our
organization.
