LETTER TO COMMISSION

SUBJECT: MEMORIAL DAY WEEKEND ACTION PLAN
In anticipation of the impact of the crowd of visitors expected during the Memorial Day Weekend,
I have increased the levels of service during this period, as indicated below:
MIAMI BEACH POLICE DEPARTMENT
The Police Department has increased staffing in the following manner for Friday, May 28, through
Monday, May 31.
1) Afternoon & Midnight Shifts have five extra zone Officers.
2) All Shifts will field a mobile prisoner transport van.
3) Beat Officers are increased to the following levels:
Washington Ave:
Dayshift - 3 Officers, Afternoon Shift
- 5 Officers
Lincoln Road:
Dayshift - 2 Officers, Afternoon Shift
- 4 Officers
Ocean Drive:
Dayshift - 3 Officers, Afternoon Shift
- 5 Officers
4) All Shifts have assigned Officers to cite and tow vehicles blocking the alleyways of Ocean
Court and Collins Court.

5) Barricades have been ordered for the emergency road closure of Ocean Drive.
6) Day shift will provide 4 Officers on A TV s for beach patrol duty.
7) All Shifts will have an Officer assigned to accident investigations.
8) Motorcycle Officers are staffed for both Afternoon & Day Shifts.
9) A Detention Officer is on duty for all Shifts.
10) All sworn personnel assigned to non-uniform duties are reassigned for the weekend to
Uniform Patrol.
11) Additional staffing from Miami-Dade County PD, and M-D County Animal Control, have
been requested.
12) Aggressive traffic enforcement will be implemented throughout the area.
CODE ENFORCEMENT
The Department of Code Compliance staffs two Code Compliance Officers and a Supervisor on
weekends from 8:30AM to 5:00PM. The night shift staffs three Code Compliance Officers and a
Supervisor from 9:30PM to 6:00AM. For the Memorial Day weekend, the Department has staffed
additional Code Compliance Officers to maintain a 24-hour coverage. Additionally, three Officers
have been assigned to the night shift, and four Code Compliance Officers have been assigned to the
day shift. Also, additional employees have been assigned to work hours that had not previously been
covered.
At least two Officers will be stationed on Ocean Drive at all times during the key hours of the
weekend. Other Code Compliance Officers will be assigned to patrol the main streets such as
Washington Avenue, Lincoln Road, Collins Avenue, 5th Street and 41st Street. The Officers will
be working directly with the Police Department to coordinate efforts. The Code Compliance
Officers, prior to the beginning of their shift, will report to the Police Department to be briefed at
the Police Department's roll call.
PROPERTY MANAGEMENT
Property Management will have the Citywide Security Contractor, Armor Security Inc., provide an
additional security officer to the Boardwalk North ( 46th St. to 35th St.), and the Boardwalk South
Post (35th St. to 21 st St.). These security officers will be on duty from 9 AM - 5PM on Saturday,
Sunday, and Monday (May 29,30, and 31).
The regular security officer shifts for these posts are 5AM - 9AM, and from 5PM - lAM.
Therefore, there will be continuous security guard coverage on the boardwalk from 5AM - lAM.

FIRE DEPARTMENT
The Fire Department is prepared to bring in two additional Rescue Units, as needed, beginning on
Friday afternoon. This will only be done on an as needed basis, since these two additional units, if
needed throughout the entire weekend, will generate approximately $11,000.00 in overtime costs.
SANIT ATION DEPARTMENT
Ocean Drive. Washington Avenue. Collins Avenue
The Sanitation Department has already spoken with the weekend crew supervisors in preparation for
Memorial Day Weekend. The department has extended hours throughout 7PM on Friday, Saturday,
Sunday, and Monday. This will include a flying squad for citywide problems and a South Beach
crew.
A Lincoln Road crew will be scheduled for extended hours on these days throughout 10:30PM.
The above schedules are for street cleaning crews. Waste can collection will be increased to include
a third campaign for South Beach areas (Ocean Drive, Washington Avenue, Collins Avenue, Lincoln
Road) on these four days.
PARKS AND RECREATION DEPARTMENT
Beach Patrol
Beach Patrol will maintain its established staffing levels for the holiday weekend. The Patrol is now
operating under its summer schedule which provides services at 23 guarded areas between the hours
of9AM and 6PM, seven days per week.
Parks Division
Parks will add one additional two-person litter control crew to its holiday weekend operations as
well as one additional staff to assist in the North Shore Open Space Park operation.
