REQUEST FOR PROPOSALS FOR FY 2004~05 FOR CDBG AND ESG PROGRAMS
On February 6, 2004, the Housing and Community Development Division of Neighborhood Services
will issue a Request for Proposals (RFP) announcing the availability of Community Development
Block Grant (CDBG) and Emergency Shelter Grants (ESG) federal funds for FY 2004/05. A
proposal workshop has also been scheduled for 10:00 a.m. in the First Floor Conference Room of
City Hall on Wednesday February 11, 2004. This year, applicants will be informed that funding
recommendations will be strongly based on perfo,nance based outcomes tied to their program
budgets which can clearly show measurable goals and outcomes through the proposed budget of the
activity/program. And, as in previous years, all applicants will be encouraged to develop programs
that have substantial and comprehensive effects on the priority needs and conditions of the City of
Miami Beach, as they relate to the overall goals and objectives of the CDBG and ESG programs.
The RFP and application forms will be available in the Housing and Community Development
Division office and will be posted to the city's website.
Each year, the U.S. Department of Housing and Urban Development (HUD) notifies the City of the
approximate allocation of federal funds to be available for the upcoming fiscal year. For FY
2004/05, the City anticipates that it will receive $2,118,000 in CDBG entitlement funds (about a 2%
decrease in funds from FY 2003/04) and approximately $95,000 in the ESG Program (same level as
FY 2003/04). These figures are based on the preliminary FY 2004 calculations released by HUD.
The drop in funding reflects the addition of new entitlement cities being added to the block grant
program.

Rehabilitation or conversion of buildings for use as emergency
housing and/or transitional housing.
ESG Program Administration
Proposals for FY 2004/05 are due in the Housing and Community Development Division no later
than 5 p.m. on Monday, March 1, 2004.
The Planning Phase for the development of the One-Year Action Plan will involve the collaboration
of the Community Development Advisory Committee (CDAC), input from the local community
based organizations, and residents to determine the priority needs for the FY 2004/05 funds. This
process will include the opportunity to publicly determine the needs and priorities of community
development and housing in the target areas with regard to neighborhood revitalization, streets and
public facilities improvements, and the provision of public services.
A pre-development public hearing has been scheduled for March 23, 2004 at 6:00 p.m. in the First
Floor Conference Room of City Hall. Another public hearing for the proposed funding
recommendations has been tentatively scheduled for June 15th, 2004 in the First Floor Conference
