OR ABOUT NOVEMBER 20, 2021.
WHEREAS, the Miami Beach Chamber of Commerce Education Foundation, Inc., a Florida
not-for-profit corporation ("Event Organizer"), on behalf of the Celebrity Beach Soccer Match
(CMSM), has requested that the City waive special event fees and City services, in an amount not
to exceed $20,000, including $258 special event application fee, $258 permit fee, square footage
fees, user fees, Police administrative fees and City services fees; and
WHEREAS, the City Manager has the authority to administratively waive special event
application and permit fees for non-profit applicants; however, the square footage fees, user fees,
City Police administrative fees and City services fees can only be waived by the City Commission;
and
WHEREAS, CBSM, founded in 2018, is an event where celebrities, soccer stars, models,
and Best Buddies gather for a unique, fun-filled day of curated events; and
WHEREAS, the 2021 Celebrity Beach Soccer Match (the "Event"), will include 7-on-7
friendly matches, celebrityy meet-and-greets, children's clinics, soccer training fitness classes,
showcases, and brand activations benefiting the Miami Beach Chamber of Commerce Education
Foundation; and
WHEREAS, the Event will have an audience at the.North Beach Bandshell Beach Bowl
Volleyball Court on or about November 20, 2021.
NOW,THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby
approve a special event fee waiver, in an aggregate amount not to exceed $20,000, for the 2021
Celebrity Beach Soccer Match, organized by the Miami Beach Chamber of Commerce Education
Foundation, Inc., to be held at the North Beach Bandshell Beach Bowl volleyball courts on or about
November 20, 2021.

SPECIAL EVENT PERMIT FEES FOR THE 2021 CELEBRITY BEACH
SOCCER MATCH BENEFITING THE MIAMI BEACH CHAMBER OF
COMMERCE EDUCATION FOUNDATION, TO BE HELD ON NOVEMBER.
20, 2021, IN THE AMOUNT NOT TO EXCEED $20,000.00.
RECOMMENDATION
The Administration recommends accepting the FERC recommendation to waive Special Event
Permit fees, in an amount not to exceed $20,000,with the specific requirement that the Miami
Beach Chanter of Commerce (MBCC) serves as the fiscal agent and receives and disburses all
funds while honoring any reporting to the City in that regard.
BACKGROUND/HISTORY
In November 2018, the first annual Celebrity Soccer Match (CBSM) supporting Best Buddies,
a nonprofit 501(c)(3) organization dedicated to establishing a global volunteer movement that
creates opportunities for one-to-one friendships, integrated employment, and leadership
development for people with intellectual and developmental disabilities was held in Miami
Beach.
The CBSM is an event where celebrities, soccer stars, models, and Best Buddies gathered for
a unique, fun-filled day of curated events. The event activations included 7-on-7 friendly
matches, celebrity meet-and-greets, children's clinics, soccer training fitness classes,
showcases, and brand activations.
On June 28, 2019, at the Finance and Citywide Projects Committee (FCWP) meeting, FCWP
approved and recommended the waiver of the special event permit fees, in the amount not to
exceed $20,226.49 for the 2019 CBSM.
On November 23, 2019, the event was held in the sand bowl east of the Unidad North Beach
Senior Center at 7251 Collins Avenue, Miami Beach, FL.
On September 25, 2019, the Mayor and City Commission adopted Resolution No 2019-31002,

accepting the FWPC recommendation and waiving the special event permits fees in the
amount not to exceed $20,226.49.
The special event fees included, but were not limited to, $250.00 application fee; $250.00
permit fee; $750 in vehicle beach access passes; $6,600 in square footage fees; $2,630.50 in
staffing the City's Police Department fees; $1,340.24 in Building Department permit fees; and
$1,530 in staffing the Fire Department fees.
During the March 17, 2021, City Commission meeting, Commissioner Meiner requested this
item be referred to the Finance and Resiliency Committee (FERC) for discussion.
Commissioner Meiner shared that the CBSM would like to host a 2021 event in Miami Beach,
as it did in 2018 and 2019. The proceeds of the 2021 event will provide monetary support to the
Education Foundation.
CBSM's new event partner, the Education Foundation, is the nonprofit affiliate of the Miami
Beach Chamber of Commerce (MBCC). The Education Foundation provides education
opportunities and access to medical attention for children by offering scholarships and grants to
students and teachers in Miami Beach and feeder pattern schools.
On March 17, 2021,the City Commission referred this to the March 26, 2021, FERC meeting.
During the March 26, 2021, FERC meeting, the item was deferred to April 30, 2021, FERC
meeting, and the Administration was directed to conduct due diligence on the proposed event
and make a recommendation.
On March 31, 2021,Alex Avellanet, former partner of CBSM, contacted staff via email to notify
them that she was no longer associated with CBSM. CBSM's Soccer Match, LLC was
voluntarily dissolved on March 9, 2021.
On April 13, 2021, CBSM and MBCC contacted staff and notified them that the MBCC,
through the Education Foundation, Inc (a 501c3), an MBCC run nonprofit organization, will be
the applicant for the CBSM event on November 20, 2021.
On April 16, 2021, staff met with Best Buddies as directed by the FERC to discuss the 2019
donation by CBSM to Best Buddies. Best Buddies gave CBSM a favorable recommendation
as a partner in the event.
Best Buddies reported the donation from the 2019 CBSM event, including soft credits from live
and silent auction plus cash donations,was $27,070.00.

• Cash donations: $750 (night of the event)
• Pre-event donations: $13, 615 (cash donations—collected at the Soccer Tournament)
• Total cash donations $14,365.
ANALYSIS
The 2021 CBSM event is scheduled to take place on November 20, 2021, from 12 PM to 4
PM at the North Beach Bandshell, the UNIDAD of Miami Beach North Beach Senior
Center, and in the sand bowl east of the UNIDAD at 7251 Collins Avenue, Miami Beach, FL.

CBSM will be open to the public, including a clinic for children to learn soccer.
CBSM will cover all costs associated with cleaning and removal, ensuring all facilities are
returned to the City as found.
CBSM is asking the City to waive special event permit fees, in an amount not to exceed
$20,000.00.

Background and Objectives
The 2"d Annual Celebrity Soccer Match Beach event consist of 7-
on-7 friendly matches with models, celebrities, soccer stars, and
buddies from all over the world. It takes place to support Best
Buddies, the world's largest non-profit organization keen to end
social, physical, and economic isolation of people with intellectual
and developmental disabilities, or IDD. This family-friendly event
is free for the public to enjoy meet-and-greets, show-cases, brand
activations, and more throughout the day!
The Greater Miami Convention & Visitors Bureau (GMCVB) in-
partnership with Celebrity Soccer developed a research survey to
gauge the perceptions of attendees to Celebrity Soccer and to
provide insight into their perspectives of the event.
Interviews were conducted on one day: Saturday, November 23,
2019 at the North Beach Bandshell. The target audience consisted
of persons entering and exiting the Celebrity Soccer. The survey
was designed to:
• Provide a demographic profile of the Celebrity Soccer
attendees
• Determine the originating destination of Celebrity Soccer
attendees
• Understand sources of event awareness
• Gauge the satisfaction and intent to return to Celebrity Soccer
The ensuing information is geared to assist Celebrity Soccer
organizers in developing marketing initiatives to further promote
and expand the event.

Executive Summary
The majority of attendees came from Miami-Dade County. Although
international attendance was relatively low, it still accounted for 13% of
the total audience.
Roughly half of out of town attendees used some form of paid lodging,
with hotel/motel accommodations being their top preference. Four in
five people surveyed said their lodging was located in Miami-Dade
County.
■ For those who used lodging in Miami-Dade County, just over half
said they were staying in Miami Beach.
More than half of those from out of town drove to the Greater Miami
area and about a third flew. Although not a huge proportion, about 7%
were here on a cruise.
The most often-mentioned activity that visitors to Miami-Dade said they
would be doing during their visit was to go to the beach, followed by
visiting Miami restaurants, visiting Miami attractions, and sightseeing.
The most common source of awareness of Celebrity Soccer was walking
by the event, followed by social media and word of mouth.
• This event had a lot of walk-by traffic so it would not be surprising
that many people who attended were not previously aware of the
event.
• Social media awareness was substantial, with two in five people
claiming they learned about the event through Instagram. Facebook
also received a fair amount of attention.
Attendees of this year's event overwhelmingly (86%) said they will
return next year.
