SUBJECT: Evaluation Committee Relative to Request for Proposals (RFP) No. 2021-151-ND for
Management and Operation of Artisanal Market in Lummus Park
The purpose of this L TC is to update the Mayor and City Commission on the status of Request for
Proposals (RFP) No. 2021-151-ND, which seeks proposals from qualified firms or individuals for the
management and operation of an artisanal market in Lummus Park, specifically, in the northern portion
of Lummus Park (13th to 14th Streets), with the option (upon mutual agreement) to also operate in the
southern portion of Lummus Park (5th to 6 th Streets).
The City will receive proposals pursuant to this RFP on June 28, 2021. The responsive proposals will
be reviewed by the Evaluation Committee in accordance with the criteria established in the RFP.
I have appointed the following individuals to serve on the Evaluation Committee:
•Cynthia Casanova, Assistant Director, Parks and Recreation Department;
•Ozzie Dominguez, Asset Manager, Property Management Department;
•Florencia Jimenez-Marcos, Vice Chair, Art in Public Places;
•Brandi Sally, Director of Events & Guest Services, Spectra; and
•Heather Shaw, Assistant Director, Tourism and Culture Department.
I have also appointed the following individuals as alternates:
•Chris Digilio, Business Analyst, Information Technology Department;
•Justin Karr, Real Estate Asset Specialist, Economic Development Department;
•Marcella Novela, Chair, Art in Public Places; and
•Luis Wong, Administrative Services Manager, Tourism and Culture Department.
