REG/le Attachment F:\CLER\$ALL\LILIA\L TC's - Transmittal's\Hallandale Beach\Hallandale Beach Resolution No. 2021-060.docx 1 RESOLUTION NO. 2021 - 060 2 3 A RESOLUTION OF THE MA VOR AND CITY COMMISSION OF THE 4 CITY OF HALLANDALE BEACH, FLORIDA, STRONGLY SUPPORTING 5 AND URGING THE PASSAGE OF THE AMERICAN JOBS PLAN AND 6 THE CRITICAL INVESTMENT IN FLORIDA'S INFRASTRUCTURE AND 7 FUTURE; AND PROVIDING FOR AN EFFECTIVE DATE. 8 WHEREAS, the American Jobs Plan is a historic investment that will create 9 millions of good jobs, rebuild our country's infrastructure, and invest in America to lead 1 O in infrastructure and innovation; and 11 WHEREAS, in Florida there are 408 bridges and over 3,564 miles of highway in 12 poor condition. Since 2011, commute times have increased by 11.6% in Florida and on 13 average, each driver pays $425 per year in costs due to driving on roads in need of 14 repair. The American Jobs Plan will devote more than $600 billion to transform our 15 nations' transportation infrastructure and make it more resilient, including $115 billion 16 repairing roads and bridges'; and 17 WHEREAS, Floridians who take public transportation spend an extra 77.9% of 18 their time commuting and non-White households are 3.5 times more likely to commute 19 via public transportation. 16% of trains and other transit vehicles in the state are past 20 useful life. The American Jobs Plan will modernize public transit with an $85 billion 21 investment; and 22 WHEREAS, from 2010 to 2020, Florida has experienced 22 extreme weather 23 events, costing the state up to $100 billion in damages. NO 2021-060 26 WHEREAS, over the next 20 years, Florida's drinking water infrastructure will 27 require $21.9 billion in additional funding. The American Jobs Plan includes a $111 28 billion investment to ensure clean, safe drinking water is a right in all communities; and 29 WHEREAS, in part due to a lack of available and affordable housing. 1,4 4 5,0 0 0 30 renters in Florida are rent burdened, meaning they spend more than 30 % of their 31 income on rent. The American Jobs Plan proposes investing over $200 billion to 32 increase housing supply and address the affordable housing crisis; and 33 WHEREAS, 6% of Floridians live in areas where, by one definition, there is no 34 broadband infrastructure that provides minimally acceptable speeds. And 51.1% of 35 Floridians live in areas where there is only one such internet provider Even where 36 infrastructure is available, broadband may be too expensive to be within reach. 13 % of 37 Florida households do not have an internet subscription. The American Jobs Plan will 38 invest $10 0 billion to bring universal, reliable, high-speed, and affordable coverage to 39 every family in America; and 40 WHEREAS, across the country, hundreds of thousands of older adults and 41 people with disabilities are in need of home and community-based services. The 42 American Jobs Plan will invest $4 0 0 billion to help more people access care and 43 improve the quality of caregiving jobs; and 44 WHEREAS, in Florida, 38 % of residents live in a childcare desert. The American 45 Jobs Plan will modernize our nation's schools and early learning facilities and build new 46 ones in neighborhoods across Florida and the country; and 47 WHEREAS, manufacturers account for more than 5% of total output in Florida, 48 employing 38 2 ,0 0 0 workers, or 4.2 % of the state's workforce. The American Jobs Plan 49 will invest $30 0 billion to retool and revitalize American manufacturers; and 50 WHEREAS, in Florida, an average low-income family spends 8-10% of their 51 income on home energy costs forcing tough choices between paying energy bills and 52 buying food, medicine or other essentials. The American Jobs Plan will upgrade low- 53 income homes to make them more energy efficient through a historic investment in the FILE NO. 21-230 2 RESO NO 2021-060 54 W eathe rizatio n A ssistance Pro g ram , a ne w C le an Ene rgy and S ustaina b ility A cce le rato r 55 to fina nce build ing im prove m e nts, and expa nde d tax credits to suppo rt ho m e en e rgy 56 upg rade s; and 57 WHEREAS, as of 2019, there were 166,032 Floridians working in clean energy, 58 and the American Jobs Plan invests in creating more good paying union jobs advancing 59 clean energy production by extending and expanding tax credits for clean energy 60 generation, carbon capture and sequestration and clean energy manufacturing; and 61 WHEREAS, Florida is home to over 1.5 million veterans, 9.5% of whom are 62 women and 53% of whom are over the age of 65. The American Jobs Plan calls for $18 63 billion to improve the infrastructure of VA health care facilities to ensure the delivery of 64 world-class, state of the art care to veterans enrolled in the VA health care system. With the release of 97 his economic plan today, President Biden has illustrated a vision for tackling our 98 nation's challenges, ensuring all Americans benefit from our collective efforts to build 99 back better. Cities are the engines of this nation's economic growth, and America's 100 mayors are all too familiar with the needs we face to not only weather the ongoing 101 pandemic, but to chart a course toward economic recovery. The Mayor and City Commission of Hallandale Beach strongly 111 supports and urges the United States House of Representatives and Senate to pass the 112 Am erican Jobs Plan. 113 Section 3.
