SUBJECT: Neptune Apartments Rehabilitation Project Update
We are pleased to announce via Letter To Commission the completion of Phase One of the
rehabilitation of the Neptune Apartments, an affordable housing rental property owned by the City.
The City acquired the 35-unit historic building, located at 1632 Meridian Avenue in 2015. The
building, which will undergo a second phase of rehabilitation in the fall to cover repairs that were
not covered by initial funding, remained open and occupied throughout the rehabilitation process .
Phase One was funded by Community Development Block Grant (CDBG) funds and was
completed ahead of schedule by more than one month .
The scope of work included :
• Roof replacement with a highly in s ulated TPO roofing system.
• Repairs and structural fortification of damaged concrete throughout the exterior of the
building including balconies, concrete railings, ramps, and accent feature s.
• New stucco throughout the building to provide additional protection aga in st water and
moisture intrusion .
• Installation of impact-rated entrance doors to provide a secure main entrance.
• Heating, ventilation and air conditioning (HVAC) systems were replaced with high
efficiency units to conserve energy and reduce operating cost.
