Resolution 2021-31731 RESOLUTION NO. 2021-31731 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE NEIGHBORHOODS AND QUALITY OF LIFE COMMITTEE AND FINANCE AND ECONOMIC RESILIENCY COMMITTEE, AT THEIR MAY 19, 2021 AND MAY 21, 2021 MEETINGS, RESPECTIVELY, TO REINSTATE THE SUBSTITUTE TEACHER INCENTIVE PROGRAM FOR ELIGIBLE MIAMI BEACH RESIDENTS, IN AN AMOUNT NOT TO EXCEED $5,000 (PROGRAM FUNDS), FOR THE 2021-2022 SCHOOL YEAR AND FOR EACH YEAR THEREAFTER;AND AUTHORIZING THE APPROPRIATION OF PROGRAM FUNDS FOR THE INITIAL YEAR FROM THE CITY'S BUDGET FOR FISCAL YEAR 2021; AND FURTHER AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO EXECUTE ANY REQUIRED AGREEMENTS AND • DOCUMENTS TO IMPLEMENT THE PROGRAM. WHEREAS, in January 2008, the City of Miami Beach entered into an Education Compact with Miami-Dade County Public Schools (MDCPS) to enhance learning opportunities for youth; and the Compact reflects the desire of the Miami Beach community to support excellence in the City's public schools; and the Compact currently addresses and supports the following priority areas: Teacher Recruitment/Retention; Communication; Parental Involvement/Family Support; Youth and Community Engagement; Health and Well-Being; Student Achievement; Safety; and Technology; and WHEREAS, in 2012, the City established a Substitute Teacher Incentive Program (Program) to assist with the recruitment of Miami Beach residents to serve as substitute teachers for Miami Beach Nautilus Middle School wherein participating residents were to be issued a citywide parking decal for three months following six days of substitute teaching at the middle school; and WHEREAS, in 2016, the Program was discontinued and allocated funds ($3,000) were redirected to other educational enhancements, based on information received from the principal at the time, who indicated that Miami Beach residents did not serve as substitute teachers during that time period; and WHEREAS, on March 16, 2021, the Committee for Quality Education unanimously approved a motion to reinstate the City's Program, to recruit residents of Miami Beach to become substitute teachers for Miami Beach public schools and offer them an incentive, such as a citywide parking permit or funding to secure a substitute teacher certification; and further urged the Mayor and Commission to support the request; and WHEREAS, based on current information posted to the Miami-Dade County Public School website, the procedure to become a substitute teacher with M-DCPS includes, but is not limited to, upfront expenditures totaling approximately$277.22 to earn the MDCPS Substitute Teacher credential; and WHEREAS, the item was unanimously approved at the May 19, 2021 Neighborhoods and Quality of Life Committee meeting and the May 21, 2021 Finance and Economic Resiliency Committee meeting; and WHEREAS, at the Finance and Economic Resiliency Committee meeting, the Committee recommended to fund the Program in an amount not to exceed $5,000.00, for the reimbursement of the costs associated with securing the credentialling requirements for eligible Miami Beach residents, and for the issuance of a citywide parking decal, for the period corresponding to the applicable school year. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the Neighborhoods and Quality of Life Committee and Finance and Economic Resiliency Committee, at their May 19, 2021 and May 21, 2021 meetings, respectively, to reinstate the Substitute Teacher Incentive Program for eligible Miami Beach residents, in and amount not to exceed $5,000 (Program Funds), for the 2021-2022 school year and each year thereafter; and authorize the appropriation of the Program Funds for the initial year from the City's budget for fiscal year 2021; and further authorize the City Manager or her designee to execute any required agreements and documents to implement the Program.
