A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, PURSUANT TO REQUEST FOR PROPOSALS (RFP) 2021-
066-WG PARKING ATTENDANTS FOR CITY PARKING GARAGES;
AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS
WITH, SP PLUS CORPORATION, AS THE TOP RANKED PROPOSER;
FURTHER, IF THE ADMINISTRATION IS NOT SUCCESSFUL IN
NEGOTIATING AN AGREEMENT WITH SP PLUS CORPORATION,
AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS
WITH LAZ KARP ASSOCIATES, LLC D/B/A LAZ FLORIDA PARKING, LLC,
AS THE SECOND RANKED PROPOSER; FURTHER, IF THE
ADMINISTRATION IS NOT SUCCESSFUL IN NEGOTIATING AN
AGREEMENT WITH LAZ KARP ASSOCIATES, LLC D/B/A LAZ FLORIDA
PARKING, LLC, AUTHORIZING THE ADMINISTRATION TO ENTER INTO
NEGOTIATIONS WITH LANIER PARKING METER SERVICES, LLC, AS THE
THIRD RANKED PROPOSER; AND FURTHER AUTHORIZING THE CITY
MANAGER AND CITY CLERK TO EXECUTE AN AGREEMENT, UPON
CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY THE
ADMINISTRATION.
WHEREAS, on May 1, 2016, the City entered into an Agreement with SP Plus
Corporation to provide attendants for City parking garages; and
WHEREAS, the initial term of the agreement was for three (3) years commencing May 1,
2016 and continuing through April 31, 2019; and
WHEREAS, at the City's option and sole discretion, the City Manager extended this
Agreement for two (2) additional one (1) year terms; and
WHEREAS, the existing Agreement is currently extended on a month to month basis
until such time as a replacement Agreement is executed; and
WHEREAS, the City seeks proposals from qualified firms able to provide trained
uniformed attendants for the City of Miami Beach Parking System garages and lots; and
WHEREAS, attendants are responsible for a variety of garage/lot supportive functions
which include (but may not be limited to): customer service, cashiering, preparing bank
deposits, assisting with the public, managing capacity of garages/lots, handling of money,
operating revenue control equipment, filling out reports, opening and closing of booths; and
WHEREAS, on February 10, 2021, the Mayor and City Commission authorized the
issuance of Request for Proposals (RFP) 2021-066-WG parking attendants for City parking
garages; and
WHEREAS, RFP responses were due and received on April 12, 2021; and
WHEREAS, the City received proposals from the following five firms: Selig Parking, Inc.,
LAZ Karp Associates, LLC d/b/a LAZ Florida Parking, LLC, PPL Events, Inc., Lanier Parking
Meter Services, LLC, and SP Plus Corporation; and
WHEREAS, all of the proposals submitted were found to be responsive to the
requirements of the RFP; and
WHEREAS, on April 1, 2021, the Interim City Manager appointed an Evaluation
Committee, comprised of Miguel Beingolea, Parking Operations Manager, Parking Department;
Mark Morgan, Facilities Zone Manager, Property Management Department; Femi Ogunmola,
Financial Analyst III, Finance Department; Laura Rubines, Contract Compliance Administrator,
Parking Department; and Manny Villar, Code Compliance Manager, Code Compliance
Department; and
WHEREAS, the Committee was provided an overview of the project, information relative
to the City's Cone of Silence Ordinance and the Government Sunshine Law; and
WHEREAS, the Committee was also provided with general information on the scope of
services, and a copy of each proposal and was further instructed to score and rank each
proposal pursuant to the evaluation criteria established in the RFP; and
WHEREAS, the evaluation process resulted in the proposers being ranked by the
Evaluation Committee in the following order:
1st SP Plus Corporation
2nd LAZ Karp Associates, LLC d/b/a LAZ Florida Parking, LLC
3rd Lanier Parking Meter Services, LLC
4th Selig Parking, Inc.
5th PPL Events, Inc.
WHEREAS, after reviewing all of the submissions and the Evaluation Committee
process, the City Manager concurs with the Evaluation Committee and finds SP Plus
Corporation, LAZ Karp Associates, LLC d/b/a LAZ Florida Parking, LLC, and Lanier Parking
Meter Services, LLC, to be the best qualified firms to provide trained uniformed attendants for
the City of Miami Beach Parking System garages and lots.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, pursuant to Request for
Proposals (RFP) 2021-066-WG for Parking Attendants for City Parking Garages; authorize the
Administration to enter into negotiations with SP Plus Corporation, as the top ranked proposer;
further, if the Administration is not successful in negotiating an agreement with SP Plus
Corporation, authorize the Administration to enter into negotiations with Laz Karp Associates,
LLC d/b/a Laz Florida Parking, LLC; as the second ranked proposer; further, if the
Administration is not successful in negotiating an agreement with Laz Karp Associates, LLC
d/b/a Laz Florida Parking, LLC, authorize the Administration to enter into negotiations with
Lanier Parking Meter Services, LLC, as the third ranked proposer; and further authorize the City
Manager and City Clerk to execute an Agreement upon conclusion of successful negotiations by
the Administration.

SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF

RECOMMENDATION
The City Manager recommends that the Mayor and City Commission approve the Resolution
authorizing the Administration to negotiate with SP Plus Corporation, as the top ranked
proposer, for attendants for the parking garages. If the Administration is not successful in
negotiating an agreement with the first-ranked bidder, the Resolution requests authorization for
the Administration to negotiate with Laz Karp Association (DBA) Laz Florida Parking, LLC, as
the second ranked proposer; and, if the Administration is not successful in negotiating an
agreement with the second-ranked bidder, the Resolution requests authorization for the
Administration to negotiate with Lanier Parking Meter Services, LLC, as the third ranked
proposer. Further, the Resolution authorizes the Mayor and City Clerk to execute an Agreement
upon conclusion of successful negotiations by the Administration and the City Attorney's Office.
BACKGROUND/HISTORY
On May 1, 2016, the City entered into an Agreement with SP Plus Corporation to provide
attendants for City parking garages with an expiration date of April 30, 2021. Due to the COVI D-
19 pandemic and the impact on parking volume throughout the City's garages, the agreement
was extended on a month-to-month basis beyond the original contract expiration date until such
time as conditions stabilized and a new agreement could be awarded.
Attendants are responsible for a variety of support functions necessary for the operation of
parking garages which include (but may not be limited to): customer service, cashiering,
assisting with the public, managing capacity of garages/lots, operating revenue control
equipment, and other support functions as necessary for efficient operation of parking garages.
ANALYSIS
On February 10, 2021, the Mayor and City Commission approved the issuance of Request for
Proposals (RFP)2021-066-WG for attendants for City parking garages. RFP responses were
due and received on April 12, 2021. The City received proposals from the following five firms:
LAZ Karp Associates DBA LAZ Florida Parking, LLC, Lanier Parking Meter Services, LLC,

PPL Events, Inc., Selig Parking, Inc., and SP Plus Corporation.
All of the proposals received were found to be responsive to the requirements of the RFP and
eligible to be evaluated by the Evaluation Committee. Accordingly, on April 1, 2021, the
Evaluation Committee appointed by the Interim City Manager convened to consider proposals
received. The Committee was comprised of Miguel Beingolea, Parking Operations Manager,
Parking Department, Mark Morgan, Facilities Zone Manager, Property Management
Department, Femi Ogunmola, Financial Analyst III, Finance Department, Laura Rubines,
Contract Compliance Administrator, Parking Department, and Manny Villar, Code Compliance
Manager; Code Compliance Department.
The Committee was provided an overview of the project, as well as information relative to the
Cone of Silence Ordinance and the Sunshine Law. The Committee was also provided with
general information on the scope of services and a copy of each proposal. The Committee was
instructed to score and rank each proposal pursuant to the evaluation criteria established in the
RFP.
The evaluation process resulted in the proposers being ranked by the Evaluation Committee in
the following order(See Attachment A):

* These amounts represent the management fee portion of costs relating to the services. In
addition to the management fee, the agreement stipulates certain reimbursable costs relating to
labor and equipment, which includes: wages and wage taxes; required training, uniforms,
vehicles, fuel and vehicle maintenance. Annual costs over the last several years (not including
2020) have averaged approximately $2 million inclusive of management fee and reimbursable
costs.
A summary of the three top-ranked firms follows:
SP Plus Corporation
SP Plus Corporation was originally founded in Chicago, Illinois, in 1929 as Standard Parking.
Starting with one downtown parking lot, it soon expanded to numerous locations including hotels
and medical centers. In the 1950s, it started the first paid airport parking operation at Cleveland
Hopkins International Airport. In the late 1970s, Standard Parking started a rapid expansion
program that made it a national company. In 2013, Standard Parking Corporation merged with
Central Parking Corporation, creating SP Plus Corporation, one the largest full-service mobility
solutions firm in North America with operations in major markets across North America including
45 states, the District of Columbia, Puerto Rico and four Canadian provinces.
The International Parking & Mobility Institute (I PMI)has recognized SP Plus Corporation as the
first commercial parking operator to earn the Accredited Parking Organization (APO) with

Distinction designation. This designation is reserved for the top 5% of parking organizations
worldwide that demonstrate a comprehensive standard of excellence in our industry.
As a public company subject to the requirements of the Securities Exchange Act of 1934 and
the Sarbanes-Oxley Act, SP Plus adheres to accounting, internal control and reporting
standards that are more rigorous than those typically followed by nonpublic competitors.
SP Plus Corporation, presently operates approximately 3,400 parking facilities and over 100
municipal contracts throughout the United States and Canada. It manages more than 2,000,000
parking spaces and have 12,000 team members.
SP Plus is the incumbent and has satisfactorily performed the related parking garage services
for the City since 2015.
LAZ Karp Associates D/B/A_LAZ Florida Parking. LLC
LAZ Florida Parking, LLC is one of the largest parking companies in the US with broad
experience in the industry. It manages over a million parking spaces which produce more than
$1.4 billion dollars of revenue on behalf of its clients annually.
LAZ Florida Parking, LLC is currently the parking partner at over 3,150 parking facilities
nationally. It's 10,000+ employees manage operations in 38 states and 367 cities. LAZ Florida
Parking, LLC has experience with government and municipal parking systems throughout the
country, currently managing over municipal 330,000 parking spaces across the U.S.
LAZ Florida Parking, LLC brings strong nationwide expertise and also the intimate working
knowledge of Miami Beach. LAZ Florida Parking, LLC is headquartered at 404 Washington
Avenue since 2012 and operating in Miami Beach since 2004 with over 250 employees in
Miami Beach alone. Because it is locally based, it understands the needs of the residents,
business owners and visitors. It currently manages seven (7)privately owned parking garages in
Miami Beach (approximately 2,300 parking spaces), as well as provide valet services to select
luxury properties, including the Faena Hotel and the 1 Hotel in South Beach. It possesses
actual experience working through the seasonal demands of Miami Beach parking needs, as
well as the intense demands of special events (i.e.,Art Basel, Super Bowl(s), etc.).
Lanier Parking Meter Services. LLC
Lanier manages over 200 locations throughout South Florida, with a deep local labor pool of
3,000+ employees. Lanier's diverse parking operations encompass a vast geography and
multiple service offerings in world-class cities across the country, including managing municipal
nearby locations in Delray Beach, Wilton Manors, Lauderdale-by-the-Sea and West Palm
Beach. It has broad experience in off-street parking facility management.
Lanier has the experience, resources and knowledge of Miami Beach to provide the City with
the service levels its stakeholders and the community expect. It believes their unique operating
attributes, combined with their proposed economic contributions, their municipal experience in
Florida, and its team's hands-on experience with access to a vast employment base in Florida,
separate them from the competition.

FINANCIAL INFORMATION
The costs of the related services are subject to funds availability approved through the City's
budgeting process. The City has budgeted approximately$2M annually for parking attendants
services for City parking garages. Grant funding will not be utilized for this project.

CONCLUSION
After reviewing all of the submissions and the Evaluation Committee process, I concur with the
Evaluation Committee and find SP Plus Corporation, LAZ Karp Associates D/B/A LAZ Florida
Parking, LLC, and Lanier Parking Meter Services, LLC, to be the best qualified firms to provide
trained uniformed attendants for the City of Miami Beach Parking System garages and lots.
Some of the highlights of SP Plus Corporation's experience and qualifications include:
• It has vast experience operating parking facilities with over 100 municipal
contracts throughout the United States and Canada, such as the City of Miami
Beach,the City of St Petersburg, and the City of Richmond, Virginia.
• It has been a long-standing provider of parking attendant services for the City of
Miami Beach and has consistently performed well in quarterly service audits.
• It assisted the City of Miami Beach with the transition and are familiar with the
existing parking equipment.
Some of the highlights of LAZ Karp Associates D/B/A LAZ Florida Parking, LLC, experience
and qualifications include:
It is one of the nation's premier operators specializing in parking services for
municipalities and government agencies, such as the City of South Miami, City of
Coral Gables, and the City of Long Beach, California.
• It has a wealth of local experience and expertise in the Miami Beach area,
serving as the City's previous meter collection services provider.
Some of the highlights of Lanier Parking Meter Services, LLC, experience and qualifications
include:
• It manages 100+ public-sector municipal parking facility operations.
• It has over 30 years of experience working with Florida municipal and
government agencies.
• Its diverse parking operations encompass a vast geography and multiple service
offerings in world-class cities across the country.
While SP Plus is the highest ranked firm under consideration, its proposed management fee
represents an approximately 9% increase over their current management fee cost.Accordingly,
the Administration seeks to negotiate with the firm to lower the fiscal impact of the new contract.
For the reasons stated herein, I recommend that the Mayor and City Commission approve the
Resolution authorizing the Administration to enter into negotiations with SP Plus Corporation, as
the top ranked proposer; and, if the Administration is not successful in negotiating an agreement
with SP Plus Corporation, authorizing the Administration to enter into negotiations with Laz Karp
Association (DBA) Laz Florida Parking, LLC, as the second ranked proposer, and, if the
Administration is not successful in negotiating an agreement with Laz Karp Association (DBA)
