(DIEGUEZ, CID, COLLAZO, FERNANDEZ, RUANO) WHEREAS, Cuba's communist dictatorship has wrought 62 years of oppression, starvation, murder, and economic instability on the island nation ever since the 1959 revolution; and WHEREAS, Cuba's already existing humanitarian crisis resulting from the incompetence and brutality of its communist regime has been exacerbated by the COVID-19 pandemic to which the communist government's response has been particularly inept and has added thousands upon thousands to the list of the regime's victims; and WHEREAS, Cuba's healthcare system has been overwhelmed to the point of collapse, most medical supplies and medicines have run out, and food has become increasingly scarce; and WHEREAS, The Cuban government does not have the resources nor the ability to improve the situation yet continues to reject humanitarian aid; and WHEREAS, in response to the Cuban government's oppression and incompetence, the Cuban people have risen up against the communist regime by taking to the streets to demand freedom in a manner not seen before; and WHEREAS, [he Cuban government has responded in typical autocratic fashion by continuing to arrest those who oppose it, fire live rounds at unarmed protestors, shut down the internet Page 2 of 4 Resolution 21-1752 and mobile communication among the public to conceal the truth, and shut down electricity thereby worsening living conditions in the country; and WHEREAS, The Town of Miami Lakes is comprised of a significant population of Cubans and those of Cuban heritage as well as those from other countries that have become victims of repression by communists and socialist regimes such as Nicaragua and Venezuela; and WHEREAS, the Town of Miami Lakes seeks to express solidarity with the Cuban people in their hour of need; and WHEREAS, it is the intent of the Town Council of the Town of Miami Lakes to encourage other municipalities in Miami -Dade County to express solidarity with the Cuban people in their struggle for independence; and WHEREAS, the Town Council of the Town of Miami Lakes hopes that by doing so there will be a stronger response from the federal government of the United States to bring the full weight of its influence and power to bear on the communist regime that sits only 90 miles away from our border; and WHEREAS, the Town of Miami Lakes urges our federal elected officials and other key federal officials to exercise the federal government's power and influence such that it provide support to the democratic movement in Cuba that is currently unfolding through all diplomatic, political, judicial, and economic means available to it. NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF MIAMI LAKES, FLORIDA, AS FOLLOWS: Section'. Recitals. The foregoing Recitals are true and correct and incorporated herein by this reference. Page 3 of 4 Resolution 21-1752 Section2 Expression of Support and Call to Action. The Town Council of Miami Lakes unites in support and solidarity with the Cuban People's fight for democratic governance, freedom of speech, assembly, religion, and of the press and further requests the United States government use the full weight of its power and influence to provide support to the democratic movement in Cuba that is currently unfolding through all diplomatic, political, judicial, and economic means available to it. Further, the Town Council of Miami Lakes strongly urges all municipalities in Miami -Dade County to pass a resolution substantially similar in form to this resolution. Section 3. Instructions to the Town Clerk. The Town Clerk is hereby instructed to provide a copy of this Resolution to the President of the United States, the United States Secretary of State, the Cuban Ambassador to the United States, Senator Marco Rubio, Senator Rick Scott, Congressman Mario-Diaz-Balart, the Miami -Dade League of Cities for distribution to its members, and to the Clerk of each municipality in Miami -Dade County for distribution to their elected officials. Section 4. Effective Date.
