SUBJECT: Amendment to the Contingency Training and Employment Agreement
On March 17, 2021,the Commission approved an amendment to the FY20/21 Operating Budget
which included funds to augment the Miami Beach Police Department ("Department") by fifteen
(15) police officers (job code#5011) and two (2)sergeants. However, due to the low number of certified
police officer applications the Department has been receiving and in order to accelerate efforts to fill the
new positions, the Department and the Budget office agreed to underfill the 15')police officer positions
and instead,authorized the hire of Police Officer Trainee(s)("Trainee") (job code#8001). By doing so,the
Department would create an automatic salary savings to the budget as a result of the Trainee position
starting salary($50,819.08),which is approximately nine-thousand dollars less than the starting salary of
a police officer($59,787.26).
At the time of the approved amendment, the Department had seven (7) recruits ("Potential
Employee Candidates") already attending a part-time unpaid academy at Miami Dade College School of
Justice, by means of executed Contingency Training and Employment Agreements with the City. The
Potential Employee Candidates attend classes Monday through Friday from 6pm to 10pm (4 hours daily)
and are currently scheduled to graduate the academy on the week of September 20th
After consulting with staff, it was determined that the Potential Employee Candidates could take
the roll of Police Officer Trainees and continue to attend the academy. Consequently, a plan was
developed by which the Potential Employee Candidate could attend half days of training at the Police
Department and the mandated hours at the police academy in the evening. This half and half plan
allows the Training Unit to begin instruction on the ten-week post-academy schedule that a Trainee would
typically attend post-graduation. By launching the half and half plan, the Potential Employee Candidates
would only need to complete an additional four to five weeks of post-academy when they arrive the week
September 20th. The term of the requested modification to the Contingency Training and Employment
Agreements will commence on July 6,2021 and continue through September 30,2021,when the Potential
Employee Candidates graduate the police academy and report to the Department on a full-time basis.
As such, the City of Miami Beach and the Potential Employee Candidates agree to amend and
modify the Contingency Training and Employment Agreements to reclassify the Potential Employee
Candidate as a Police Officer Trainee.
