SUBJECT: ADCD Enhanced Presence
The purpose of this Letter to Commission is to provide an update on the efforts and the
additional measures taken by the Miami Beach Police Department (MBPD) in the Art
Deco Cultural District (ADCD) to enhance visibility and deter criminal activity.
This past summer, the MBPD partnered with the Miami Dade Schools Police
Department (MDSPD) to address disorder and to further control crime. The move, which
focused specifically on the Collins Avenue corridor (5th to 15th Streets), was aimed at
curtailing the increase in the calls for service that spiked prior to the implementation of
enhanced measures. This effort led to its intended goals of increased visibility and a
decrease in the calls for service. It also allowed the MBPD Strategic Enforcement Team
(SET) to concentrate and enhance its proactive enforcement throughout the ADCD area.
Moving forward, the MBPD will look to continue this collaborative, enhanced effort to
assist the Police Department throughout the remainder of the year. This decision is
predicated on two factors: first, the positive experience with this deployment. Secondly,
the Department perceives a marked and atypical increase in the number of tourists
visiting the city at this time of year. As such, MBPD has evaluated these factors and
determined that maintaining a consistent presence along the Collins Avenue corridor is
essential as the City continues to build up its law enforcement presence (new hires) in
the ADCD.
For your information, in the future MDPDS will no longer be the sole participant in this
effort. The number of additional officers will be 10 officers per day. Secondly, and
because MDPDS can no longer commit to off-duty services on the weekend, MBPD will
avail this opportunity to other local municipalities with whom mutual aid agreements
have been signed.
The estimated costs associated with the detail, which will run from September 1st to
December 31st, 2021 (22 weeks), will be approximately $137,000.00.
