CIRCULATOR RIDERSHIP REPORT (FY2021 - 3Ro QUARTER)
The purpose of this Letter To Commission (L TC) is to report ridership figures for the Miami Beach
Trolley, On-Demand Transit (Freebee) service, and Miami-Dade County bus circulator service
during the third quarter of Fiscal Year (FY) 2020/21, from April 1, 2021 to June 30, 2021. The
Miami Beach Trolley service resumed on February 15, 2021, after almost a year of suspension
since March 26, 2020 due to the COVID-19 pandemic.
The Miami Beach Trolley currently operates at a reduced service level with only 15 vehicles
in service (as compared to 25 vehicles during normal (pre-COVID) service), operating 15
hours daily as compared to 18 hours during normal service. This reduced service level
results in longer average headways (passenger wait times) of approximately 30 minutes
as compared to 15 to 20 minutes during normal (pre-COVID) service. The service returned
to full capacity on board of the vehicles on June 2, 2021.
In order to protect the safety and health of trolley passengers and drivers, frequent cleaning
protocols have been implemented, including performing a deep cleaning of every vehicle every
night at the operator's facility and cleaning high-touch areas in the interior of every trolley vehicle
after every loop (approximately every 1 to 1.5 hours). Furthermore, the City is providing hand
sanitizers on-board each trolley vehicle and drivers are strictly enforcing facial coverings for the
passengers.
Since April 1, 2021, the Miami Beach Trolley provided service to a total of 317,596 passengers
during the third quarter of FY 2021, and cumulatively to over 18.6 million passengers from
inception on October 28, 2014 to June 30, 2021.

As illustrated in the attached ridership report (Attachment A), the North Beach Loop observed
an average daily ridership of 440 passengers and an overall ridership of 40,048 passengers
during this quarter. This is an increase of over 11% in the average daily ridership as
compared to the second quarter of FY 2021.
The Middle Beach Loop observed an average daily ridership of 514 passengers and an overall
ridership of 46,775 passengers during this quarter. This is an increase of over 20% in the
average daily ridership as compared to the second quarter FY 2021.
The Collins Express observed an average daily ridership of 1,198 passengers and an
overall ridership of 109,008 passengers during this quarter. This is an increase of over
29% in the average daily ridership as compared to the second quarter FY 2021.
The South Beach Trolley service observed an average daily ridership of 1,338 passengers
and an overall ridership of 121,765 passengers during this quarter. This is an increase of over
22% in the average daily ridership as compared to the second quarter FY 2021.
On November 16, 2020, the City commenced on-demand transit service for elderly residents
living in affordable housing facilities throughout the City and the closest Publix
supermarket or pharmacy. The service is being provided 7 days a week from 7AM to
5:30PM. For the third quarter of FY 2021, the total ridership on this service was 11,015
passengers. This is an increase of about 7% as compared to the second quarter FY 2021. As
approved by the City Commission, service is operating using funds appropriated for the Middle
Beach On-Demand Transit service for the remainder of this fiscal year. Beginning on October 1,
2022, the current on-demand service for elderly residents will be discontinued and the Middle
Beach On-Demand Transit service will be restored.
Furthermore, in response to mobility and parking challenges on Collins Avenue as a result of
the Indian Creek Drive Flood Mitigation project, the City launched an on-demand service on
June 28, 2021 to improve mobility along the Collins Avenue corridor. Service is available to
Miami Beach residents and visitors on Collins Avenue from 23 Street to 44 Street. Both the
trip origin and destination must be within those boundaries. The new service is available 7
days a week from 8AM to 12AM. While during the third quarter of FY 2021 service operated
for 3 days only, the total ridership was 188 passengers (average of 63 passengers per day).
In addition to the City's trolley service, during the third quarter of FY 2021, the County
operated one circulator route entirely within City boundaries (Route 115). The overall
ridership of Route 115 during this quarter was 5,573 passengers (April only). Ridership
information for May and June 2021 are not published by Miami-Dade County at this time and
will be included in the FY 2021 - 4 Quarter Ridership Report to be disseminated via LTC.
Overall ridership figures for both the City's trolley system and the County's Route 115 for
previous fiscal years have been included in Attachments B and C for reference. Attachment D
depicts on-demand transit service ridership.
