Attached for your information is Resolution No . 2021-051, adopted by the Mayor and Commission
of North Bay Village on September 13, 2021.
A RESOLUTION OF THE COMMISSION OF NORTH BAY VILLAGE,
FLORIDA, EXPRESSING SUPPORT FOR THE SISTER BAYS PROGRAM
AND URGING COASTAL COMMUNITIES THROUGHOUT THE COUNTY
TO SUPPORT THE PROGRAM; ENCOURAGING THE MIAMI-DADE
COUNTY BOARD OF COUNTY COMMISSIONERS TO APPROVE A
MEMORANDUM OF UNDERSTANDING WITH THE SISTER BAYS
PROGRAM; PROVIDING FOR TRANSMITTAL; AND PROVIDING FORAN
EFFECTIVE DATE.

RESOLUTION NO. 2021-051
A RESOLUTION OF THE COMMISSION OF NORTH BAY
VILLAGE, FLORIDA, EXPRESSING SUPPORT FOR THE
SISTER BAYS PROGRAM AND URGING COASTAL
COMMUNITIES THROUGHOUT THE COUNTY TO
SUPPORT THE PROGRAM; ENCOURAGING THE MIAMI-
DADE COUNTY BOARD OF COUNTY COMMISSIONERS
TO APPROVE A MEMORANDUM OF UNDERSTANDING
WITH THE SISTER BAYS PROGRAM; PROVIDING FOR
TRANSMITTAL; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, as a coastal community located in the heart of Biscayne Bay, North
Bay Village (the "Village") is committed to protecting the environment and has taken
proactive measures to improve the environment by adopting a Florida-Friendly Fertilizer
ordinance, banning single-use plastic straws and certain single-use plastics, organizing
town halls to discuss ways to protect Biscayne Bay, and creating a Sustainability Task
Force, among other things; and ·
WHEREAS , the Village has partnered with community stakeholders such as the
University of Miami and Florida International University for the purpose of studying and
providing methods to improve Biscayne Bay; and
WHEREAS, the City of Niteroi, which is located in Rio de Janeiro, Brazil, is seeking
to create a broad-based, long-term partnership between "bay communities " in different
cities, counties, states, and countries that share similar geographic and sector challenges
through its Sister Bays Program (the "Program"); and
WHEREAS, the Program desires to enter into a Memorandum of Understanding
(the "MOU") with sister bay partners, like Miami-Dade County (the "County''), in order to
work together to improve the water quality and overall health of their respective bays; and

WHEREAS, the Village Commission encourages the Miami-Dade County
("County'') Board of County Commissioners ("BCC") to approve an MOU for the Program;
and
WHEREAS, by the County entering into an MOU for the Program and working with
other bay communities, the Village Commission believes there will be additional
resources available to protect Biscayne Bay; and
WHEREAS, the Village Commission therefore wishes to extend the Village's
support for the Program and seeks to lend its available resources to the Program in order
to continue its efforts to protect the environment and Biscayne Bay; and
WHEREAS, the Village Commission urges coastal communities throughout the
County to support the Program; and
WHEREAS, the Village Commission finds that this Resolution is in the best interest
and welfare of the residents of the Village.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMISSION
OF NORTH BAY VILLAGE, FLORIDA, AS FOLLOWS:
Section 1. Recitals. That each of the above-stated recitals are hereby adopted,
confirmed, and incorporated herein.
Section 2. Support. That the Village Commission hereby expresses its support
for the Program and urges coastal communities throughout the County to similarly support
the Program.
Section 3. Urging Miami-Dade County. That the Village Commission hereby
encourages the County Mayor and BCC to enter into an MOU for the Program .
Section 4. Transmittal. That the Village Clerk is directed to transmit a copy of
this Resolution to the County Mayor, members of the County BCC, the County Chief Bay

Officer, the Miami-Dade County League of Cities, and coastal communities throughout
the County.
Section 5. Effective Date. That this Resolution shall be effective immediately
upon adoption.
The foregoing Resolution was offered by Commissioner Streitfeld who moved its
adoption. The motion was seconded by Vice Mayor Wilmoth and upon being put to a vote,
the vote was as follows:
