RESOLUTION NO. 2021-063
A RESOLUTION OF THE MAYOR AND COMMISSION OF
NORTH BAY VILLAGE, FLORIDA, OPPOSING
THE MISTREATMENT OF HAITIAN MIGRANTS AT THE
UNITED STATES BORDER; PROVIDING FOR
TRANSMITTAL; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in 2010 the country of Haiti suffered a magnitude 7.0 earthquake that
collapsed buildings, destroyed neighborhoods, killed thousands, crippled the country's
infrastructure, and brought hardship to its already-struggling population; and
WHEREAS, for years Haiti has suffered from political instability, most recently
culminating in the assassination of Haitian President Jovenel Mo'ise in July 2021; and
WHEREAS, in the month following the assassination of its president, Haiti suffered
another deadly magnitude 7.2 earthquake that reduced buildings to rubble and killed
hundreds, injuring many more; and
WHEREAS, in the midst of the COVID-19 pandemic, the Haitian people have been
subjected to a deteriorating political crisis, environmental crisis, violence, scarce
resources, poverty, and staggering human rights abuses; and
WHEREAS, as a result of any of these factors individually or in combination, Haitian
migrants have perilously traveled hundreds and sometimes thousands of miles through
various countries in South and Central America, enduring unspeakable violence and
hardship, in an effort to reach the United States border with Mexico (the "Border") and gain
entry to the United States; and
WHEREAS, it is now estimated that there are some 4,000 Haitian migrants that
remain living in makeshift camps under a bridge at the Border in hopes of gaining entry to
the United States; and

WHEREAS, images from the Border have surfaced that seemingly depict the
inhumane treatment of Haitian migrants by United States Customs and Border Protection;
and
WHEREAS, Haitian migrants are reportedly being repatriated to Haiti from the ,
Border without the opportunity to request asylum proceedings; and
WHEREAS, in a show of support for Haitian migrants, those of all nationalities and
persuasion in Miami-Dade County have rallied to advocate for their humane treatment at
the Border; and
WHEREAS, North Bay Village seeks to express its solidarity with the Haitian
migrants and the Haitian-American community by voicing its opposition to the mistreatment
of Haitian migrants at the Border; and
WHEREAS, it is the intent of the Village Commission to encourage other
municipalities in the State of Florida to express their opposition to the mistreatment of
Haitian migrants at the Border; and
WHEREAS, the Village Commission encourages the United States government to
undertake measures that provide for the welfare of and ensure procedural safeguards
against abuses for Haitian migrants at the Border seeking entry to the United States, and
that the United States government employ the full weight of its influence and power to
ensure that all Haitian migrants at the Border are treated with compassion for their
circumstances, with dignity, and humanely.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMISSION
OF NORTH BAY VILLAGE, FLORIDA, AS FOLLOWS:

Section 1. Recitals. That each of the above -stated recitals are hereby adopted,
confirmed, and incorporated herein.
Section 2. Expression of Opposition to the Mistreatment of Haitian Migrants
at the Border. That the Mayor and Commission of North Bay Village express unwavering
opposition to the abuse or mistreatment of Haitian migrants at the Border, and to any denial
of opportunity to request asylum proceedings prior to their repatriation to Haiti. The Mayor
and Commission of North Bay Village unite in support of the fair and humane treatment of
Haitian migrants at the Border and the hardships these migrants have endured. Further,
the Village Commission strongly encourages all municipalities in Miami-Dade County to
pass a resolution substantially similar in form to this Resolution.
Section 3. Transmittal. That the Village Clerk is hereby instructed to provide a
copy of this Resolution to the President of the United States, the United States Secretary
of State, the Haitian Ambassador to the United States, Senator Marco Rubio, Senator Rick
Scott, Representative Maria Elvira Salazar, Florida Governor Ron Desantis, the President
of the Florida Senate, the Speaker of the Florida House, the Miami-Dade League of Cities
for distribution to its members, and to the Clerk of each municipality in Miami-Dade County
for distribution to their elected officials.
Section 4. Effective Date. That this Resolution shall be effective immediately
upon adoption.
The foregoing Resolution was offered by Vice Mayor Wilmoth who moved its
adoption. The motion was seconded by Commissioner Streitfeld and upon being put to a
vote, the vote was as follows:
