A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, PERTAINING TO THE RANKING OF PROPOSALS
PURSUANT TO REQUEST FOR PROPOSALS (RFP) 2021 -151 -ND FOR
MANAGEMENT AND OPERATION OF ARTISANAL MARKETS;
AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS
WITH FLORIDA FRESH MARKET ENTERPRISES, INC, THE TOP RANKED
PROPOSER; FURTHER, IF THE ADMINISTRATION IS NOT SUCCESSFUL IN
NEGOTIATING AN AGREEMENT WITH FLORIDA FRESH MARKET
ENTERPRISES, INC, AUTHORIZING THE ADMINISTRATION TO ENTER INTO
NEGOTIATIONS WITH THE MARKET COMPANY, INC, AS THE SECOND
RANKED PROPOSER; AND FURTHER AUTHORIZING THE CITY MANGER
AND CITY CLERK TO EXECUTE AN AGREEMENT UPON CONCLUSION OF
SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION.
WHEREAS, on May 12, 2021, the Mayor and City Commission authorized the issuance
of Request for Proposals (RFP) 2021 -151 -ND for Management and Operation of Artisanal
Markets; and
WHEREAS, on May 14, 2021, the RFP 2021 -151 -ND for Management and Operation of
Artisanal Markets (the "RFP") was issued; and
WHEREAS, a voluntary pre -proposal meeting was held on May 28, 2021; and
WHEREAS, on August 6, 2021, the City received a total of nine (9) proposals from Cross
Minded Marketing Group Corp., Florida Fresh Market Enterprises, Inc., Ganapati LLC, South
Pointe Cafe LLC, Sunny Side Up Market LLC, The Cioli Group LLC, The Market Company, Inc.,
Trunk Town LLC, and Wavey Acai Bowls LLC.; and
WHEREAS, the proposals from Cross Minded Marketing Group Corp., The Cioli Group
LLC, Sunny Side Up Market LLC, and Trunk Town LLC were deemed non-responsive for failure
to submit Appendix, B, Revenue Proposal Form and could not be further evaluated; and
WHEREAS, the Evaluation Committee convened on August 27, 2021 to review and score
the remaining proposals; and
WHEREAS, the Evaluation Committee received an overview of the project, information
relative to the City's Cone of Silence Ordinance and the Government Sunshine Law. The
Committee was also provided with general information on the scope of services and a copy of
each proposal; and
WHEREAS, the Evaluation Committee was instructed to score and rank each proposal
pursuant to the evaluation criteria established in the RFP; and
WHEREAS, the evaluation process resulted in the ranking of proposers as follows: Florida
Fresh Market Enterprises, Inc., as the top ranked proposer; The Market Company, Inc., as the
second ranked proposer; Ganapati, LLC, as the third ranked proposer; Wavey Acai Bowls, LLC,
as the fourth ranked proposer; South Pointe Cafe, LLC, as the fifth ranked proposer; and
WHEREAS, after reviewing all of the submissions and the Evaluation Committee's
rankings and commentary, the City Manager concurs with the Evaluation Committee and
recommends that the Mayor and City Commission authorize the Administration to enter into
negotiations with Florida Fresh Market Enterprises, Inc., the top ranked proposer; further, if the
Administration is not successful in negotiating an agreement with Florida Fresh Market
Enterprises, Inc., authorize the Administration to enter into negotiations with The Market
Company, Inc., as the second ranked proposer; and further authorize the City Manager and City
Clerk to execute an agreement upon conclusion of successful negotiations by the Administration.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, pertaining to the ranking of
proposals pursuant to Request for Proposals No. 2021 -151 -ND, for Management and Operation
of Artisanal Markets; authorize the Administration to enter into negotiations with Florida Fresh
Market Enterprises, Inc; further, if the Administration is not successful in negotiating an agreement
with Florida Fresh Market Enterprises, Inc, authorize the Administration to enter into negotiations
with The Market Company, Inc, as the second ranked proposer; and further authorize the City
Manager and City Clerk to execute an agreement upon conclusion of successful negotiations by
the Administration.

RECOMMENDATION
It is recommended that the Mayor and City Commission approve the resolution accepting the
City Manager's recommendation pertaining to the bids received, pursuant to RFP 2021 -151 -
ND, for management and operation of artisanal markets, authorizing the Administration to enter
into negotiations with Florida Fresh Market Enterprises, Inc., the top-ranked proposer. If the
Administration is not successful in negotiating an agreement with Florida Fresh Market
Enterprises, Inc., the Resolutions authorizes the Administration to enter into negotiations with
The Market Company, Inc., as the second -ranked proposer, Finally, the Resolutions authorizes
the City Manager and City Clerk to execute an agreement upon successful negotiations by the
Administration.
BACKGROUND/HISTORY
Artisanal markets serve several objectives for cities, including enhancing providing a community
gathering place, adding value to neighborhoods and existing commercial districts, offering an
economic opportunity to local vendors and businesses, and providing a diverse marketplace for
residents, visitors, and tourists. As a result, the City Commission has directed the Administration
to seek a vendor for the operation and management of the Miami Beach artisanal markets.

The City of Miami Beach artisanal markets are free weekend marketplaces that integrate a
curated selection of local artistic goods, services, and select produce. The markets are meant
to be a meeting place where a variety of artisanal vendors offer unique and handcrafted items
including, but not limited to, clothing, glasswork, recyclable paper goods, jewelry and
accessories, home goods, handbags, farm to table produce, holistic wellness, art, ceramics, pet
supplies, along with activities, entertainment. The Miami Beach artisanal markets are meant to
provide a small marketplace for residents, tourists, and visitors looking for something unique and
quintessentially Miami Beach.
The artisanal market at Lummus Park would be the largest market under consideration. In
addition to Lummus Park, the areas that would potentially benefit from an artisanal market
include: the Normandy Fountain area, Collins Park, the 41 Street corridor, and Pride Park, as
well as other areas that could be identified in the future.
ANALYSIS
On May 12, 2021, the Mayor and City Commission authorized the issuance of Request for
Proposals (RFP) 2021 -151 -ND for Management and Operation of Artisanal Markets. On May
14, 2021, the RFP was issued. A voluntary pre -proposal conference to provide information to
proposers submitting a response was held on May 28, 2021. Six addenda were issued. The
Department issued bid notes to 4,356 companies utilizing www.pedscopeholdings.com website.
62 prospective bidders accessed the advertised solicitation. RFP responses were due and
received on August 6, 2021. The City received a total of nine (9) proposals from the following
firms: Cross Minded Marketing Group Corp., Florida Fresh Market Enterprises, Inc., Ganapati
LLC, South Pointe Cafe LLC, Sunny Side Up Market LLC, The Cioli Group LLC, The Market
Company, Inc., Trunk Town LLC, and Wavey Acai Bowls LLC. The proposals ,from Cross
Minded Marketing Group Corp., The Cioli Group LLC, Sunny Side Up Market LLC, and Trunk
Town LLC were deemed non-responsive for failure to submit Appendix, B, Revenue Proposal
Form, as required in the RFP, and cannot be further considered.
On June 6, 2021, the City Manager appointed the Evaluation Committee via LTC # 237-2021.
The Evaluation Committee convened on August 27, 2021, to consider proposals received. The
Committee was comprised of Cynthia Casanova, Assistant Director, Parks and Recreation
Department; Ozzie Dominguez, Asset Manager, Property Management Department; Marcella
Novela, Chair, Art in Public Places; Brandi Sally, Director of Events & Guest Services, Spectra;
and Heather Shaw, Assistant Director, Tourism and Culture Department.
The Committee was provided an-overviewof the project, information relative to the City's Cone
of Silence Ordinance and the Government Sunshine Law. The Committee was also provided
with general information on the scope of services and a copy of each proposal. The Committee
was instructed to score and rank each proposal pursuant to the evaluation criteria established in
the RFP. The evaluation process resulted in the ranking of proposers as indicated in Attachment
A. The top ranked proposers are:
1st ranked — Florida Fresh Market Enterprises, Inc.
2nd ranked — The Market Company, Inc.
A brief summary of each top-ranked firm is below.
Florida Fresh Market Enterprises, Inc.
Florida Fresh Market Enterprises, Inc. (Florida Fresh Markets) is the largest market

development and management company in South Florida. The firm has organized farmers' and'
artisans' markets for nearly a decade. Before the COVID-19 pandemic, Florida Fresh Markets
managed 20+ active markets across South Florida. Today, Florida Fresh Markets is growing
back into its prominence and expanding in the wake of the COVI D-19 pandemic to help restore
communities across South Florida. In 2021 alone, Florida Fresh Markets has secured 10 new
market openings and expects continued growth.
The Market Company, Inc.
The Market Company, Inc (The Market Company) has managed and operated markets for over
20 years. The Market Company has managed and operated various markets in the City of Miami
Beach: the Lincoln Road Market, the market in Espanola Way, Collins Park, and South Pointe
Park to name a few. This experience has carried over to the development of other artisanal and
green markets in other municipalities such as Fort Lauderdale, Key Biscayne, Deerfield Beach,
and North Bay Village.
SUPPORTING SURVEY DATA
Based on the 2019 resident survey, 42% of residents feel that tourism adds to the quality of life,
39.6% feel it increased the cultural opportunities, and 28.9% feel it expands the shopping
options. In order to continue to provide these options to our residents and in order to increase
their satisfaction with the quality of life, cultural opportunities, and shopping options, the City
intends to contract with an experienced concessionaire to manage and operate the weekly
weekend Miami Beach artisanal markets.
FINANCIAL INFORMATION
This RFP is intended to be revenue generating and should not create any operational costs for
the City. Staff performed a revenue analysis to determine whether the fiscal impact is in the
City's best interest. The top-ranked proposer, Florida Fresh Market Entarprises, Inc., offered a
minimum guarantee revenue of $84,300 annually. The Market Company, Inc., the second -
ranked proposer, is proposing a minimum guaranteed revenue of $78,000.
CONCLUSION
After reviewing all of the submissions and the Evaluation Commiftee's rankings and
commentary, I concur with the Evaluation Committee and find Florida Fresh Market Enterprises,
Inc. to be the best qualified firm to manage and operate the artisanal markets. Florida Fresh
Market Enterprises, Inc. has vast experience collaborating with other municipalities such as Bal
Harbour Village, the City of Coral Gables, and the City of Miramar in the development of
farmers' markets, artisans' markets, and holiday theme markets. The signage plan proposed is
detailed, aesthetically pleasing and includes features such as QR codes with access to a map
detailing vendor placement, and uniformed event signage visibly located at the 'entrances' and
'centers' of the action. Its approach and methodology included a sustainability plan that would
comply with the City's plastic free initiative and a partnership with Compost for Life Miami, a
nonprofit organization located in Miami Beach and. offering a food scraps pickup service. The
second -ranked proposer, The Market Company, is also well qualified with extensive experience
in the operations of various forms of public markets and would be considered if negotiations with
Florida Fresh Market Enterprises fail.
For the reasons stated herein, I recommend that the Mayor and City Commission approve the
resolution authorizing the Administration to enter into negotiations with Florida Fresh Market
Enterprises, Inc., as the top ranked proposer, further if the Administration is not successful in

negotiating an agreement with Florida Fresh Market Enterprises, Inc., authorizing the
Administration to enter into negotiations with The Market Company, Inc., as the second ranked
proposer, and further authorizing the City Manager and City Clerk to execute an agreement upon
conclusion of successful negotiations by the Administration.
