Call to Order Chair Jonathan Plutzik opened the meeting at 11:02 a.m. and welcomed all in attendance. II. Progress Update on Quick Wins: Public Safety Miami Beach Police Department (MBPD) Captain Steven Feldman went over the “Quick Wins” list—actionable items suggested by the Panel—within the purview of the MBPD. Captain Feldman informed the Panel that the MBPD monitors license plate readers (LPRs) throughout select parts of Miami Beach in order to collect data and analyze travel trends, but LPRs were not planned for the ADCD at this time due to funding constraints. Captain Feldman also discussed MBPD’s partnership with the Miami-Dade County Police Department. Captain Feldman also described the ADCD’s Neighborhood Resource Office (NRO), Officer Tracy Sierra. Chair Plutzik noted that arrest data released by MBPD indicates that the majority of the City’s criminal arrests are of non-residents from outside our community such as tourists and residents of Miami-Dade and South Florida. Captain Feldman responded to questioning by Chair Plutzik regarding the Park Rangers program as well as MBPD’s coordination with Parking Enforcement officers. Captain Feldman answered a question posed by Vice Chair Freidin regarding the level of communication and coordination between MBPD and other departments who directly impact public safety and quality of life, such as Code Compliance, Sanitation, etc. Captain Feldman also responded to an inquiry by Panel member Jane Krupp about the potential use of K-9 foot patrol through Lummus park. Progress Update on Quick Wins: Code Compliance Code Compliance Assistant Director Tom Curitore presented to the Panel on his department’s efforts to enforce the City Code and respond to items proposed on the Quick Wins list. Panel member Curtis Slipman asked Mr. Curitore about regulation of outdoor speakers and Jane Krupp discussed with Mr. Curitore her belief that the noise standard of “ambient level” is imperfect. Panel member Daniel Ciraldo asked if Code Compliance proactively patrols for noise violations or whether the enforcement officers solely respond to complaints. Mr. Curitore indicated he would provide Panel Liaison Justin Karr with the list of the 56 noise violations reported in the ADCD between March and October 2021. IV. Panel Member Discussion Chair Plutzik emphatically encouraged the Panel to review the “Quick Wins” document and to add to it by submitting suggested items to Panel Liaison Justin Karr. Daniel Ciraldo inquired about the holiday lighting on palm trees in Lummus Park and Tom Donall asked about the status of implementing additional valet stations on the 100-blocks. Transportation Director Monica Beltran addressed the Panel about the City’s ongoing response to parking concerns around the ADCD and potential plans for additional valet stations. Jane Krupp praised Ms. Beltran for her responsiveness to Ms. Krupp’s past enforcement concerns and offered suggestions for dis-incentivizing large delivery trucks from coming near Ocean Drive. V. Public Comment The Chair confirmed that no members of the public desired to provide comment. VI. Adjournment Meeting adjourned at 12:57 p.m. Next meeting date: October 29, 2021
