SUBJECT: Status Update on Request for Proposals (RFP) 2021-173-KB for Mixed-Use
Developments Incorporating Class A Office Space on City-Owned Parking Lots P25,
P26, P27, and Parking Garage G5
The purpose of this LTC is to update the Mayor and City Commission on the status of RFP 2021-
173-KB, which seeks proposals for mixed-use developments that incorporate Class A office
space on City-owned parking lots P25, P26, P27, and parking garage G5 (17 th Street garage) in
the Lincoln Road area.
On June 23, 2021, the City Commission directed the Administration to issue a competitive
solicitation for interested parties to submit proposals for ground leases and the development of
the lots and parking garage. On June 25, 2021, the RFP was issued with an initial bid opening
date of November 15, 2021. A pre-proposal meeting was held on July 14, 2021. Following the
pre-proposal meeting, the City received a significant number of questions and requests for
documents, as well as recent surveys of the properties.
Addendum No. 1 was issued on October 13, 2021 responding to the questions and providing
most of the documents requested by potential bidders (e.g., garage floor plans, historical
surveys). However, the recent surveys requested are not currently available. Therefore, the
Administration has contracted with a firm to produce the surveys, which are anticipated by
November 15, 2021. Once the surveys are received, they will be forwarded to prospective
proposers vi~ a subsequent addendum.
The due date for submitting bids has been extended through December 10, 2021 to allow the
prospective proposers sufficient time to review the responses provided to questions, the
documents provided to date, and the surveys once completed.
