7 FLORIDA; AND PROVIDING FOR AN EFFECTIVE DATE.

10 WHEREAS, in Florida, a hate crime cannot be charged if a victim is targeted
11 because of a physical disability such as blindness (current law only covers mental
12 disability), or because of a victim's gender or gender identity; and
13
14 WHEREAS, the law also does not cover "association with" hate crimes where, for
15 example, a person is victimized for being at a bar or restaurant with African American,
16 Hispanic, Muslim, or Jewish friends; and
17
18 WHEREAS, it also does not cover "mixed motive" hate crimes. So, for instance, if
19 a perpetrator involved in a fender-bender assaults the other driver while yelling racial
20 epithets and angry remarks about the accident at the victim, a hate crime cannot be
21 charged; and
22
23 WHEREAS, SB 308/HB 111, filed by Senator Lori Berman (D-31) and
24 Representative Joseph Geller (D-100), would fix all of these issues with the current hate
25 crime law; and
26
27 WHEREAS, the Mayor and City Commission of the City of Hallandale Beach find
28 that it is in the best interest of the residents to urge the Florida legislature to pass Senate
29 Bill 308(SB 308) and House Bill 111 (HB 111) which would finally make our State's hate
30 crime law comprehensive and fully inclusive by fixing the five existing critical gaps:
31 physical disability, gender, gender identity, "mixed motive," and "association with" hate
32 crimes that are not currently covered in Florida.

34 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
35 COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA:

37 SECTION 1. Recitals Adopted . That each of the above recitals are hereby
38 adopted, confirmed , and incorporated herein .

40 SECTION 2. Mayor and City Commission hereby urge the Florida legislature to
41 pass Senate Bill 308(SB 308) and House Bill 111 (HB 111) which would finally make our
42 State's hate crime law comprehensive and fully inclusive by fixing the five existing critical

5 SUPPORTING SENATE BILL 274 CREATING THE

10 WHEREAS, the City of Hallandale Beach is home to over four hundred
11 condominium, cooperative and multi-family homeowner associations; and
12
13 WHEREAS, the City receives frequent and documented complaints relating from
14 residents of these associations; and
15
16 WHEREAS, the City passed Ordinance 2020-13, the Condominium Transparency
17 and Accountability Act," in part, to attempt to address lack of transparency that can lead
18 to Condo fraud; and
19
20 WHEREAS, State statute preempts many of the tools local governments might
21 otherwise use to address condo fraud; and
22
23 WHEREAS, Senate Bill 274 would create a Condominium Fraud Investigation Pilot
24 Program within the Department of Legal Affairs in the Office of the Attorney General to
25 address the need for additional enforcement of condominium fraud and corruption
26 offenses;and
27
28 WHEREAS, the Mayor and City Commission believe that it is in the best interest
29 of the residents of the City of Hallandale Beach to Support Senate Bill 27 4.

31 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY
32 COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA:

34 SECTION 1. The foregoing "Whereas" clauses are incorporated herein.

37 Senate Bill 274, which would create a pilot program to address the need for additional
38 enforcement of condominium fraud and corruption offenses. The City Clerk is directed to

11 WHEREAS, Broward County is redrawing County Commission districts -to
12 accommodate population shifts shown in the 2020 U.S. Census; and
13
14 WHEREAS, Fair District Standards adopted in 2018 require districts to not be
15 drawn to favor or disfavor any political party or incumbent, should protect minority racial
16 or language populations, be contiguous, as compact as possible, respect existing
17 geographic and community boundaries as much as possible, and be as equal in
18 population as practicable; and
19
20 WHEREAS, in considering whether to follow municipal or main roadway and other
21 geographic boundaries, the City of Hallandale Beach recognizes that municipalities can
22 incorporate a number of varied and diverse communities that often hav~ varied interests
23 and concerns; and
24
25 WHEREAS, exclusive or primary use of municipal boundaries to redistrict would
26 negatively impact representation for all communities by drowning out interests of
27 communities united in concerns not affecting other parts of their municipality; and
28
29 WHEREAS, representation of concerns shared in common throughout
30 municipalities is already achieved through municipal elected officials and their ability to
31 amplify the common concerns of their residents; and
32
33 WHEREAS, currently City residents are represented by more than one
34 commissioner at the county level and the City seeks to retain its representation on the
35 · County Commission; and

37 WHEREAS, the Mayor and City Commission believe that it is in the best interest
38 of the residents of the City of Hallandale Beach to urge Broward County to utilize major
39 roadways and other geographic boundaries to maximi ze representation for all

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
HALLANDALE BEACH, FLORIDA, EXPRESSING SUPPORT OF
THE BEAGLE FREEDOM PROJECT CALLING ON DR.
ANTHONY FAUCl'S ORGANIZATION, THE NATIONAL
INSTITUTE OF HEALTH TO IMMEDIATELY STOP FUNDING
ANY RESEARCH THAT USES ANIMALS; PROVIDING FOR
IMPLEMENTATION; PROVIDING FOR TRANSMITTAL OF THIS
RESOLUTION TO THE NATIONAL INSTITUTE OF HEALTH;
AND PROVIDING FOR-AN EFFECTIVE DATE.
14 WHEREAS, the City of Hallandale Beach (the "City"), and the City Commission are
15 deeply committed to the welfare of animals; and
16
17 WHEREAS, the City Commission is in support of H.R. 2565, the FDA Modernization Act,
18 a bi-partisan bill introduced on April 15, 2021, to end an outdated FDA mandate that
19 experimental drugs must be tested on animals before they are used on humans in clinical trials;
20 and
21
22 WHEREAS, on October 26, 2021, Shannon Keith, President and founder of the Beagle
23 Freedom Project, a nonprofit 501 (c)(3) animal advocacy and rescue organization based in the
24 United States, wrote a letter calling on Dr. Anthony Fauci and the National Institute of Health to
25 immediately stop funding any research that uses animals, particularly beagles; and
26
27 WHEREAS, the National Institute of Health, published an article by respected M.D.,
28 M.P.H., Aysha Akhtar about The Flaws and Human Harms of Animal Experimentation. Camb Q
29 Healthc Ethics. 2015 Oct; 24(4): 407-419. In short, it states: " ... animal experimentation often
30 significantly harms humans through misleading safety studies, potential abandonment of
31 effective therapeutics, and direction of resources away from more effective testing methods.
32 The resulting evidence suggests that the collective harms and costs to humans from animal
33 experimentation outweigh potential benefits and that resources would be better invested in
34 developing human-based testing methods."; and
35
36 WHEREAS, the National Institute of Health, is one of the largest funders of research that
37 uses animals in preclinical trials, however, 51 %-89% of preclinical research is faulty and it is

38 estimated that $14 billion to $25 billion in animal research is wasted. [Source: Herrman, K.
39 (2019) Animal Experimentation: Working Towards a Paradigm Change]; and
40
41 WHEREAS, the Beagle Freedom Project, has noted through its inspections inside of
42 animal research laboratories, the painful screams of dogs who languish in pain and the silent
43 sounds of those who have no voice because their vocal cords have been cut. A laboratory
44 technician stated to the Beagle Freedom Project founder, "That they do this so that the
45 screaming does not disturb the laboratory workers while they perform their experiments; and
46
47 WHEREAS, the Beagle Freedom Project also concluded that dogs' vocal cords are cut
48 so that the beagles cannot communicate with one another; and
49
50 WHEREAS, the Beagle Freedom Project, has rescued beagles who are so weak from
51 years of being in a cage that they could not even stand. The beagles are treated as objects,
52 they are given painful tattoos and only known by that very number tattooed in their ear, Federal
53 ID# X. A number the National Institute of Health makes sure the beagles have so that they
54 have no identity, no name, so that nobody in the outside world knows they exist; and
55
56 WHEREAS, the City Commission demands that Dr. Anthony Fauci and the National
57 Institute of Health, immediately cease the use of animals in research, end funding of those using
58 animals, and release those animals who are currently in laboratories to the Beagle Freedom
59 Project.

61 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
62 OF HALLANDALE BEACH, FLORIDA:
63 Section 1. Recitals. That the recitals and findings contained above are hereby
64 confirmed, adopted and incorporated herein.
65 Section 2. Support. That the City Commission hereby demands that Dr. Anthony Fauci
66 and the National Institute of Health immediately cease the use of animals in research, end
67 funding of those using animals, and release those animals who are currently in laboratories to
68 the Beagle Freedom Project.

69 Section 3. Transmittal. That the City Clerk is directed to transmit a copy of this
70 Resolution to Dr . Anthony Fauci and the National Institute of Health, Shannon Keith, Esq.,
