SUBJECT: Interim Appointment of Director of Human Resources
The purpose of this L TC is to update the Commission on the status of a key personnel
appointment due to the vacancy created by the upcoming retirement of the Director of Human
Resources Michael Smith on November 30. I have asked Assistant Director Marla Alpizar to
assist me by serving as the Interim Director of the department for the next several months and
into the new year.
Marla has gained significant institutional knowledge as a valuable member of the City for the last
five years while she has served as Assistant Director of Human Resources. In her role, she has
focused on labor and employee relations and is an experienced team member in labor
negotiations.
Marla has more than 25 years of local government experience including extensive management
experience as Director of Communication and Special Events, Director of Education and
Community Services, and Library Director in the City of Hialeah. Marla has a Bachelor Degree in
Mathematics and French from Louisiana State University in Baton Rouge and a Master of Library
and Information Science from the University of Texas at Austin. She holds multiple professional
certifications including Certified Professional in Human Resources from the Society of Human
Resources Management (SHRM-CP) and Certified Labor Relations Professional (FCLRP) from
the Florida Public Employer Labor Relations Association (FPELRA).
I have worked closely with Marla for more than a year and know that her professionalism,
expertise, and management experience will serve us well. Please join me in thanking Marla for
taking on the role of Interim Director during this transition.
We are also fortunate to have an outstanding team of professionals in the Human Resources
Department and Risk and Benefits Division. I am grateful for their expertise and commitment, and
I want to recognize and thank them for the job they do.
