A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
ADMINISTRATION TO FUND THE INITIAL COSTS ASSOCIATED WITH
AUTOMATING THE PREKINDERGARTEN PILOT PROGRAM, FROM
UNUSED PROGRAM FUNDS PREVIOUSLY BUDGETED FOR FISCAL
YEAR 2022, IN AN AMOUNT NOT TO EXCEED $25,000.
WHEREAS, on December 9, 2015, the City Commission passed and adopted
Resolution No. 2015-29222, authorizing the City Manager to negotiate an agreement (the
"Agreement") with Miami -Dade County Public Schools ("M-DCPS"), for the City to provide
funding to M-DCPS for one prekindergarten classroom ("VPK') at each of the following
schools: Biscayne Beach Elementary School and Miami Beach Fienberg-Fisher K-8 (the
"CMB VPK classrooms"); and
WHEREAS, CMB and M-DCPS executed the Agreement, dated February 10,
2016; and
WHEREAS, the prekindergarten services offered at Biscayne Beach Elementary
School and Fienberg-Fisher K-8, under the terms of the Agreement, serve the City of
Miami Beach resident children from the following four targeted schools: Biscayne Beach
Elementary School, Miami Beach Fienberg-Fisher K-8, North Beach Elementary School,
and Miami Beach South Pointe Elementary School; and
WHEREAS, these services have been offered pursuant to the Registration and
Lottery Procedures for school years 2016/17, 2017/18, 2018/19, 2019/20, 2020/21, and
2021/22; and
WHEREAS, at the January 15, 2020 City Commission meeting, a referral was
made to the Finance and Economic Resiliency Committee ("FERC") to discuss the funding
of an Early Childcare Pilot Program; and
WHEREAS, at its July 17" 2020 meeting, FERC recommended to fund an Early
Childcare Pilot Program for implementation in the 2021-2022 school year, with funding in
the amount of $250,000 to be appropriated from Fiscal Year 2022 funds; and
WHEREAS, the details of FERC's recommendation for the Early Childcare Pilot
Program are outlined as follows:
1. Eligibility requirements for all Miami Beach child applicants and Miami Beach
partner childcare providers:
A. child must be 4 years old on or before September 1 of enrollment school
year; and
B. child's parent/legal guardian must be a resident of the City of Miami Beach
upon submission of application and throughout the year of Program
participation 2021-2022;
2. Eligibility requirements for all partner childcare providers:
Early childcare center must meet Florida Statutes applicable sections to be
eligible to offer prekindergarten as a public school provider, nonpublic school
provider or faith -based provider:
A. be licensed as a childcare facility under Section402.305, Florida Statutes,
family day care home under Section 402.313, Florida Statutes, or large
family childcare facility under Section 402.313, F.S.; or
B. be licensed exempt under Section 402.3025(2), Florida Statutes (nonpublic
schools) or Section 402.316, Florida Statutes (for faith -based providers),
and
1. hold a Gold Seal Quality Care designation under Section 402.281,
Florida Statutes;
2. each agency must apply for Gold Seal with Department of Children
and Families or be accredited by an accrediting association that is
a member of:
a. National Council for Private School Accreditation
b. The Florida Association of Academic Nonpublic
Schools;
3. The requested funding for the prekindergarten stipend, in the amount of $250,000,
was contemplated to be distributed as follows: $250,000 would be available to
eligible applicants and equally apportioned among eligible children, in an amount
not to exceed $2,700 per child, for maximum hourly rate of $6.00 per hour, and up
to 2.5 hours for 180 days; and
WHEREAS, on July 29, 2020, the Mayor and City Commission adopted Resolution
No. 2020-31375, authorizing a Prekindergarten Pilot Program for the 2021-22 school year;
and
WHEREAS, on January 5, 2021, the City conducted a computerized lottery to
determine the order in which applicants would be screened to determine eligibility based
on residency status of the primary parent/guardian and age of the applicant child; and
WHEREAS, as of May 3, 2021, agreements have been executed with 15
Prekindergarten providers to partner with the City to expand PreK access to Miami Beach
families during the 2021-22 school year; and
WHEREAS, as of May 3, 2021, 104 prekindergarten applicants have been cleared
to participate in the Program; 17 applicants have opted out or are not participating for
various reasons including their preferred school is not a partner provider, their child is not
age eligible, or their selected public school does not require a parental fee contribution;
the remaining 87 applicants have been cleared to participate with 76 having signed
confirmatory letters of participation; and the remaining 11 are still pending Prekindergarten
provider selection due to their child's wait list status at their preferred school or other
reasons; and
WHEREAS, at the March 17, 2021 City Commission meeting, a referral was made
to the Finance and Economic Resiliency Committee (FERC) to discuss the extension

of the funding for the Early Childcare Prekindergarten Pilot Program to the 2022-23 school
year; and,
WHEREAS, on April 30, 2021, FERC members voted unanimously to support the
extension of the City's Prekindergarten Pilot Program for the 2022-23 school year, at an
amount of $250,000, for approximately 92 Miami Beach youth, at $2,700 per child for 180
days of service, at $6.00 per hour for an additional 2.5 hours a day; and further authorizing
the appropriation of funding for the Program in Fiscal Year 2023; and
WHEREAS, on May 12, 2021, the Mayor and City Commission adopted Resolution
No. 2021-31712, authorizing the extension of the Prekindergarten Pilot Program for the
2022-23 school year; and
WHEREAS, the Administration will fund, from Fiscal Year 2022, Program services
for the months of August and September 2022, in the amount of $37,260, and
approximately $179,010 of the $211,140 allocated from October 2021 through June 2022;
and,
WHEREAS, the Administration is requesting to utilize $25,000 of the remaining
$32,130, previously approved to fund the Program payments to the prekindergarten
service providers for school year 2021-2022, and budgeted in fiscal year 2022, in order to
fund the initial costs associated with the automation process of the Prekindergarten Pilot
Program, which automation will provide a more streamlined and secure application
process for families and providers, and a more efficient Program management process for
the City Administration.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the City Administration to fund the initial costs associated
with automating the Prekindergarten Pilot Program, from unused program funds
previously approved for school year 2021-2022 and budgeted in fiscal year 2022, in an
amount not to exceed $25,000.

RECOMMENDATION
Administration is seeking approval to automate the application process for Miami Beach families
and PreKindergarten providers for the Prekindergarten Pilot Program for the 2022-23 school
year and each year thereafter. If approved the request would utilze unused funds in the FY22
PreKindergarten budget allocation in an amount not to exceed $25,000 in year one and $15,000
each year thereafter.
BACKGROUND/HISTORY
At the January 15, 2020 City Commission meeting, a referral was made to the Finance and
Economic Resiliency Committee (FERC) to discuss the funding of an Early Childcare
Prekindergarten Pilot Program. At its July 17, 2020 meeting, FERC recommended to fund an
Early Childcare Prekindergarten Pilot Program for implementation in the 2021-22 school year,
with funding in the amount of $250,000 to be allocated in Fiscal Year 2022. At the July 29,
2020 Commision meeting, via Resolution 2020-31375 a Prekindergarten Pilot Program for the
2021-22 school year was authorized.
The details of the FERC recommendation. for the Early Childcare Prekindergarten Pilot
Program included the following:
- Eligibility requirements for all Miami Beach child applicants include child must be 4 years old
on or before September 1 of enrollment school year to enroll or have a birthday that aligns to
public school Prekindergarten enrollment; and,
- Child's parentllegal guardian must be a resident of the City of Miami Beach upon submission
of application and throughout the year of program participation; and,
- Early childcare centers must meet Florida Statutes applicable sections to be eligible to offer
Prekindergarten as a public school provider, nonpublic school provider or faith -based provider
and be licensed as a childcare facility under s.402.305, F.S, family day care home under
s.402.313, F.S., or large family childcare facility under s.402.313, F.S.; or be licensed exempt

under applicable statutes. All providers must have a Department of Children and Families
identification number (DCF); and,
- The requested funding in the amount of $250,000 for Prekindergarten stipend will be
distributed to the provider monthly as a reimbursement in an amount not to exceed $2,700 per
child for a maximum hourly rate of $6.00 per hour up to 2.5 hours per day for 180 days of
service.
As of May 3, 2021, the Office of Organizational Development Performance Initiatives had
executed agreements with the below fifteen (15) Prekindergarten providers to partner with the
City to expand PreK access to Miami Beach families during the 2021-22 school year:

Additionally, the number of applications was adjusted to 104 total applicants due to two duplicate
applications. Of the original 104 applicants, seventeen (17) have opted out or are not
participating for various reasons including their preferred school is not a partner provider, their
child is not age eligible, or their selected public school does not require a parental fee
contribution. The remaining 87 applicants had been cleared to participate with 78 having signed
confirmatory letters of participation. The remaining nine (9) are still pending PreK provider
selection due to their child's wait list status at their preferred school or other reasons.
Based on the number of eligible applicants, it is anticipated the City will utilize approximately
$179,010 of the original budget allocation during the 2021-22 school year between October
2021 - June 2022 and $37,260 for August 2022 and September 2022 totalling $216,270.
ANALYSIS
At the March 17, 2021 City Commission meeting, a referral was made to the Finance and
Economic Resiliency Committee (FERC) to discuss the extension of the funding for the Early
Childcare Prekindergarten Pilot Program to the 2022-23 school year. At the April 30, 2021
Finance and Economic Reiliency Committee meeting, members voted unanimously to support
the extension of the City's Prekindergarten Pilot program for the 2022-23 school year at an
amount of $250,000 for approximately 92 Miami Beach youth at $2,700 per child for 180 days
of service at $6.00 per hour for an additional 2.5 hours a day. Funding for the program will be
allocated in Fiscal Year 2023 with approximately 30 days of funds available at $37,260 in Fiscal

Year 2022 to cover service dates in August and September 2022.
At the May 12, 2021 Commission meeting, per Resolution 2021-31712, the extension of the
Early Childcare Prekindergarten Pilot Program for the 2022-23 school year was approved in an
amount not to exceed $250,000 for up to 92 Miami Beach children. As of November 3, 2021,
78 Miami Beach families are participating in the program for the 2021-22 school year between
October 2021 and June 2021 with an approximate utilization of $179,010 of the $211,140
allocated for that timeframe. As such, the $32,130 remaining could be used to support the
automation of the program.
The Office of Organizational Development Performance Initiatives in collaboration with the
Procurement Department and Information Technology Department formally solicited Letters of
Interest from qualified consultants that would be able to provide database and automation
services for the City's Prekindergarten (PreK) Pilot Program.
The websolution requested is to manage the applications intake for families and providers who
want to join the City's PreKindergarten Pilot Program, as well as allow staff to manage the
application process for all stages: intake, clearance, accpetance and contracts.
The application modules will include:
- Customer facing web portal for vendors/providers
- Customer facing web portal for families
- I ntemal web application for city staff to manager the PreK Program
Below is a description of the PreK Vendor/Provider web portal application requirements that will allow early childcare providers
and families to register in the program beginning with the creation of an individualized account
• Providers should be able to fill out an application in the portal.
• Providers should receive an email with a confirmation number afar application submittal.
• Providers should be able to sign contracts with the City.
• Providers should receive an alert when the. contract is executed.
• Providers should be able to upload the completed vendor registration application and W9.
• Once the application is executed, vendor form, and w9 complete, all three are transmitted to procurement to issue vendor #
with email sent to provider upon clearance.
• Providers should receive a copy of the executed confirmatory letter in their account for each child registered to them.
• Portal should be a platform for direct invoicing.
• Portal should allow providers to manage notification settings.
PreK Families Web Portal. Online web application for residents to apply to the childcare program.
• Families should be able to create an account with individualized login information.
• Families should be able to fill out an application in the portal. Application should be available in English and Spanish.
• Families should receive an email with a confirmation number after application submittal. Email confirmation template should
remind families to apply separately to the partner school of their choice.
• Families should receive announcements about upcoming lottery time with link to view.
• Families should be able to upload documents.
o Need separate sections for residency documents and child age documents.
• Families should be able to see the application status. Portal should include a bar that visually shows the progress in
increments (eg, "documents received" "documents cleared" "contract signed').
• Families should receive a notification in the portal and via email and text when the documents have cleared.
• Families should receive a notification in the portal and via email and text when the contract with the provider is ready for

• Families should receive a copy of the executed confirmatory letter in their account

Additionally, the automation will allow staff to manage the program and include the following features:
• Lottery process is required to rank all families' applications to ensure a fair selection. In the absence of this functionality, the
system should allow the applicant list to b e exported/imporled in order to run the random process on a n external
system. (List should be in CSV format)
• Family should receive lottery results through the automated system (in addition to being posted online) so that families know
their number immediately and via taxi; if possible.
• Families should receive email with instructions to upload documents.
• Alert City Miami Beach staff when an application is ready for review.
• Families should receive notification in portal and via email and text when document is approved.
• Create confirmatory letter to be signed with Docusign.
• Review Providers invoices.
SUPPORTING SURVEY DATA
Achieve K-12 Educational Excellence
49.1 % of residents indicated satisfied or very satisfied for the quality of public schools on Miami
Beach
41.9% and 38.1 % respectively of residents between the ages of 18-34 and 35-44 were
satisfied or very satisfied with the value they received for the city taxes paid. This percent is
lower than the overall average citywide at 44.3% and significantly lower than residents age 55-64
and 65+ at 47.5% and 61.5% satisfied/very satisfied respectively.

RECOMMENDATION OF THE FINANCE AND ECONOMIC
RESILIENCY COMMITTEE, AT ITS JULY 17, 2020 MEETING, TO
FUND AN EARLY CHILDCARE PILOT PROGRAM FOR MIAMI
BEACH RESIDENTS FOR THE 2021-2022 SCHOOL YEAR, IN AN
AMOUNT NOT TO EXCEED $250,000, TO BE ALLOCATED

FURTHER AUTHORIZING THE CITY MANAGER AND CITY

WHEREAS, on April 11, 2018, the Mayor and City Commission adopted
Resolution No. 2018-30259, approving the reduction in funding for the CMB VPK
classrooms during the 2018-2019 school year, by approving the removal the CMB
VPK class at Miami Beach Fienberg/Fisher K-8, and providing funding for fifty
percent (50%) of personnel costs for the CMB VPK class at Biscayne Beach
Elementary School, in an amount not to exceed $35,000, with M-DCPS funding
the remaining costs; and
WHEREAS, on June 26, 2018, the parties executed Amendment No. 1,
memorializing that the CMB VPK class at Biscayne Beach Elementary School
would be providing the VPK program for the four targeted Miami Beach schools;
and
WHEREAS, the Agreement expired on June 30, 2019; and

WHEREAS, the Administration and MDCPS agreed to extend the
Agreement to continue the CMB VPK program at Biscayne Beach Elementary
School for the 2019-2020 school year, with two (2) additional one-year extensions,
upon mutual agreement of the parties, with the City continuing to contribute an
amount not to exceed $35,000 per school year; and
WHEREAS, M-DCPS agreed to fund the portion of the costs to operate the
CMB VPK classroom, which will not be funded by CMB for the 2019-2020 school
year and subsequent years; and
WHEREAS, at the January 15, 2020 City Commission meeting, a referral
was made to the Finance and Economic Resiliency Committee ("FERC") to
discuss the funding of an Early Childcare Pilot Program; and
WHEREAS, at its July 17, 2020 meeting, FERC recommended to fund an

Resiliency Committee, at its July 17, 2020 meeting, to fund an early childcare pilot
program for Miami Beach residents for the 2021-2022 school year, in an amount
not to exceed $250,000, to be allocated from the City's budget for Fiscal Year
2022; and further authorize the City Manager and City Clerk to execute any
required agreements and documents to implement the program.

Subject: Prekindergarten Pilot Program Lottery Results and Next Steps
The purpose of this Letter to Commission is to update you on the status of the City of Miami
Beach's Prekindergarten (PreK) Pilot Program for Miami Beach residents for the 2021-2022
school year, approved at the July 29, 2020 Commission meeting. The Prekindergarten Pilot
Program will expand hourly access to high quality PreK providers by providing up to $2,700 to
eligible Miami Beach families.
A computerized lottery was held on Tuesday, January 5, 2021 to place all resident applicants
in a numerical order for stipend receipt. Results from the lottery have been posted on the
City's website including family name, confirmation number, and lottery number (Attachment
A). There are 106 Miami Beach residents who submitted applications to receive the PreK
stipend of which approximately 92 will be selected. There are currently eighteen (18)
Prekindergarten provider partners (Attachment B) who registered to join the City in its effort to
expand access to quality early childhood education.
The PreK website located at www.miamibeachfl.gov/prek provides an overview of the
program, lottery results, and provider information (Attachment C). Staff from the Office of
Organizational Development Performance Initiatives (Education) will contact family applicants
over the next several weeks in the order of selection by the computerized lottery process to
verify residency and child age until all funds are exhausted.
Additionally, the administration held several informational sessions for interested Miami Beach
families and PreK providers from September through December 2020. Miami Beach
providers were also contacted directly to inform them of this opportunity.

culture, education, and business with management objectives of being known for (K-12)
educational excellence.
