A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, REAFFIRMING SUPPORT FOR
THE RECOMMENDED TRAFFIC OPERATION AND PEDESTRIAN
SAFETY IMPROVEMENTS AT THE INTERSECTION OF INDIAN
CREEK DRIVE AND 41St STREET PURSUANT TO THE CITY'S
TRAFFIC STUDY; AND URGING THE FLORIDA DEPARTMENT OF
TRANSPORTATION TO EXPEDITE THE IMPLEMENTATION OF THE
RECOMMENDED IMPROVEMENTS, INCLUDING TWO
SOUTHBOUND RIGHT TURN LANES AT THE INTERSECTION OF
INDIAN CREEK DRIVE AND 41St STREET, WHILE ENSURING A
SAFE PEDESTRIAN CROSSING WITH PROPER SIGNALIZATION AT
THIS INTERSECTION.
WHEREAS, SR AlA/Collins Avenue/Indian Creek Drive and SR 112/41 Street are
state roads under the jurisdiction of the Florida Department of Transportation (FDOT);
and
WHEREAS, the City of Miami Beach conducted a comprehensive traffic study to
identify traffic operation and pedestrian safety improvements at the intersections of Indian
Creek Drive and 41St Street, and Collins Avenue and 41St Street; and
WHEREAS, the traffic study was completed in August 2020 and shared with
FDOT for review and approval of the findings and recommendations; and
WHEREAS, for the intersection of Indian Creek Drive and 41 st Street in particular,
the traffic study recommended the implementation of signalized dual southbound right
turn lanes to improve the operation of the intersection while ensuring a safe pedestrian
crossing with signalization; and
WHEREAS, the comprehensive traffic study includes modifications of 41 Street
between Indian Creek Drive and Collins Avenue to include two (2) westbound lanes to
reduce queueing on westbound 41 Street and northbound Collins Avenue approaching
41St Street; and
WHEREAS, at the October 13, 2021 City Commission meeting, the City
Commission and City Administration discussed ways of improving traffic operation and
pedestrian safety at the intersection of Indian Creek Drive and 41St Street; and
WHEREAS, at the meeting, the Mayor and City Commission reaffirmed their
support for the recommendations included the traffic study, and for the need to expedite
the implementation of the recommended traffic operation and pedestrian safety
improvements at the intersection of Indian Creek Drive and 41St Street.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI, BEACH, FLORIDA, that the Mayor and City
Commission hereby reaffirm support for the recommended traffic operation and
pedestrian safety improvements at the intersection of Indian Creek Drive and 41St Street
pursuant to the City's traffic study; and urge the Florida Department of Transportation to
expedite the implementation of the recommended improvements, including two
southbound right turn lanes at the intersection of Indian Creek Drive and 41St Street while
ensuring a safe pedestrian crossing with proper signalization at this intersection.

ANALYSIS
The ongoing Indian Creek Drive construction project is causing severe congestion to nearby
streets and impacting the quality of life of nearby residents. This item aims to explore methods
to incrementally open sections of the project as they reach completion.
This issue has been raised by nearby key stakeholders and it would be beneficial for the City to
explore all available avenues of approach.
