ACTIVITY:
Purpose:
The Ad Hoc North Beach CRA Advisory Committee was established to provide advisory recommendations to the
Administration and the City Commission, from a macro perspective, regarding the North Beach CRA.
Powers and Duties:
The Ad Hoc North Beach CRA Advisory Committee shall have the following powers and duties:
1) Provide advisory recommendations regarding the initial creation of the proposed Redevelopment Plan;
2) Provide advisory recommendations regarding the public projects which would be included in the proposed
Redevelopment Plan for the North Beach CRA, including recommendations relative to the overall timing,
cost efficiencies, and prioritization of proposed public projects in the North Beach CRA; and
3) Provide advisory recommendations regarding the proposed interlocal agreement with Miami-Dade County
relating to the North Beach CRA, and all related matters pertaining to the initial establishment of the North
Beach CRA.

the public on how to open a new business in Miami Beach.

ACTIVITY: July 2021-December 2021
July Meeting: The Committee reviewed the substantial amendment to the FY 20 Annual Action
Plan for HOME Investment Partnership Program (HOME) funds.
The Committee passed a motion to require that the City Commission receive notification, L TC, of
an award exceeding $50,000 in the City's First-Time Homebuyer Program.
Staff provided an overview of the City's affordable housing program process.
August Meeting:
The Committee held recess.
September Meeting:
Marcela Rubio became the newly assigned Committee liaison.
Economic Development provided a presentation on Resolution No. 2021-31817 for the North
Beach CRA, which discussed the allocation of collected revenue for the development of workforce
housing.
The Committee passed a motion, "The AHAC would like to serve as an Advisory Board to the Ad
Hoc Commissioner North Beach CRA on the use of future funding related to affordable housing
set-asides for the North Beach CRA." The CRA will notify the Committee once revenue has
reached the required threshold for affordable housing development.
The Committee discussed Miami-Dade County's interlocal agreement to extend the option of road
impact fee payment deferrals to municipal workforce housing development programs. The
Committee Chair directed staff to obtain more information how the program works and more
information on the backup for the road impact fee payment deferrals.

October Meeting:
Staff gave an update on rental assistance programs. Commissioner Gongora requested Staff to
work on promoting the rent assistance resources to the public. Commissioner Gongora requested
an item in the November agenda for elections to be held. Staff will take a Commission item in
December for the re-appointment of a new Commissioner.
November Meeting:
There was no quorum at the regularly scheduled meeting held on November 16, 2021, and it was
Commissioner Gongora's last meeting, because his term expired.
The 2021 Triennial Incentives Review Report was scheduled to be reviewed and approved, to be
subsequently presented to Commission at the December 8 meeting. Staff recommended holding
an emergency meeting on November 30, 2021, to approve the item .
On November 30, 2021, the AHAC voted to approve the item at its emergency meeting and passed
the motion to approve the report.
December:
The December meeting was cancelled.
FUTURE ACTIVITIES: JULY 2021-December 2021
• AHAC will continue to serve as part of the Citizen Participation process regarding Office of
Housing and Community Services actions.
• AHAC will have further presentations from City Departments to explore incentives on
affordable/ workforce housing.
• AHAC will explore other Municipalities' initiatives to potentially motion the City Commission
to expand workforce/ affordable within the City.
• AHAC will explore legislative updates regarding workforce and affordable housing to assess
applicability for the City.
• AHAC will have presentations from former developers of affordable housing, to evaluate the
development process in the City and to explore further improvements.
ACCOMPLISHMENTS: July 2021-August 2021
The Committee has made several motions regarding affordable housing . The Committee has
approved the 2021 Triennial Incentives Review Report, which needs to be submitted to the Florida
Housing Finance Corporation by December 30 of every year.

ACTIVITY:
Art in Public Places is a City of Miami Beach program for curating and commissioning public art. The program
was created in 1984, with its ordinance adopted in 1995. The program allocates funds totaling 2% of hard
costs for City Projects and joint private/public Projects. Appointed by the City Commission, the AiPP
Committee's seven members serve in an advisory capacity to the Mayor and City Commission. Artworks
commissioned by the City of Miami Beach Art in Public Places should add value to the public art collection ,
attract international attention and celebrate the diversity and heritage of Miami Beach.
Projects Completed:
• Miami Beach, Open House-A Temporary Public Art Initiative
Miami Beach, Open House activated vacant spaces in Miami Beach commercial districts by
attracting, retaining and supporting the revitalization of our artistic community. Privately owned
vacant spaces served as free workspaces, studios, exhibition space and communal areas that
encourage dialogue and collaboration. In partnership with participating property owners, Open House
provided the space and support necessary for peer-to-peer collaborations to emerge and breed new
art forms that benefited the City's entire artistic community. Open House provided free space and
financial support to qualifying artists and non-profit cultural organizations. A stipend of $2 ,500
accompanied each residency to cover anticipated costs. After receiving 323 applications, 71 artists
were selected to participate in the program.
• No Vacancy-A Temporary Public Art Initiative
The Cultural Arts Council collaborated with the Miami Beach Visitor and Convention Authority
(MBVCA) to launch No Vacancy in December 2020. Returning in November of 2021 , No Vacancy is
a contemporary art happening that celebrates artists, provokes critical discourse, and invites the
public to experience Miami Beach's famed hotels, as they are transformed into art spaces -the very
definition of Cultural Tourism. No Vacancy is an open, International art competition, which took place
for 22 days in November and December through Art Week Miami Beach. For its second year, twenty-
five thousand dollars in prize money was awarded, including a $5,000 prize awarded entirely by
'people's choice' and another $20,000 prize awarded by an adjudicated panel of industry experts.
The artist selection panel was composed of members from the Art in Public Places Committee. No
Vacancy produced 10 temporary public art projects from South Beach to Normandy Isles.
• FriendsWithYou, Little Cloud Sky-Installed on East Espanola Way
A suspended installation which employs the familiar FriendsWithYou "Happy Cloud" that creates a
cheerful overcast above Espanola Way. The whimsical characters are intended to transport the
viewer to a joyful place amidst the busy storefronts and walkways. As the viewer catches glimpses
of each Happy Cloud that passes overhead, the clouds will travel with the viewer everywhere they
go.
• Carlos Betancourt, Milaqros!-lnstalled on West Espanola Way
A collaboration between Betancourt and architect Alberto Latorre, Milagros! is an ephemeral
installation inspired by an old folk custom traceable to the ancient Iberians who inhabited the coastal
regions of Spain. The work is composed of hundreds of charms hanging on wire garlands above the
street, presented as symbols of devotion, hope, and healing.
• Amoako Boafo, Cobalt Blue Earrin9=lnstalled in the Miami Beach Convention Center
After being purchased as part of the 2019 Legacy Purchase Program, this work was on-loan to The
Bass until it was installed in its permanent home in the East Lobby of the Miami Beach Convention
Center. Amoako Boafo is a contemporary painter, born in Accra, Ghana, and based in Vienna,
Austria. Boafo's portrait paintings are enticing in their lucidity, accentuating the figures in each work,
who are regularly isolated on single color backgrounds, their gaze the focal point of each work. The
brushstrokes are thick and gestural, the contours of the body's almost soften into abstraction. The
most well-known of his series, the Black Diaspora portraits serve as a means of celebration of his
identity and blackness.

Installation of Mark Handforth's Snow White at Canopy Park
The developers of the 500 Alton Road project, which sits at one of the gateways to Miami Beach, have begun
construction on an adjacent 3-acre public park. The AiPP Committee secured the addition of a significant
work by Mark Handforth, Snow White, to be incorporated into the City's AiPP Collection, exceeding the _2%
AiPP allocation requirement.
The Reefline
In November 2020, the Ai PP Committee voted unanimously in support of the Reefline project. The Reefline
is an underwater collection of commissioned public art that will serve as an artificial coral reef off the coast
of Miami Beach as well as an ecological and cultural tourism attraction.
0, Miami Ai PP Water Tank Poetry Commission at Miami Beach Senior High
The AiPP Committee voted unanimously in support of a collaboration with 0 , Miami to commission a site-
specific poetry piece to be painted on the Miami Beach Senior High School's water tanks. This collaboration
will materialize through poetry workshops conducted by 0, Miami with MBSH students and teachers.
ACCOMPLISHMENTS:
Continued Art Basel Legacy Purchase Program
The Legacy Purchase Program is made possible from the Miami Beach Convention Center's Art in Public
Places contingency fund. This fund is dedicated to the purchase of public art, that includes the purchase
and future maintenance of the artwork. All acquisitions fall under the city's Ai PP ordinance and guidelines.
In 2021, the Legacy Purchase Program was able to purchase a suite of work by Farah Al Qasimi at the
AiPP Committee's direction . The Legacy Purchase Program invites the public to vote on a piece of art to
be incorporated into the City's AiPP Collection. After 553 votes, the work by Al Qasimi garnered 279
votes.
Partnered with Studio Olafur Eliasson to Launch Earth Speakr in the US
Earth Speakr is created by Olafur Eliasson with his studio, kids, creative partners, and a group of researchers
and experts, and is funded by the Federal Foreign Office on the occasion of the German Presidency of the
Council of the European Union 2020 and realized in cooperation with the Goethe-lnstitut.
Earth Speakr is an interactive, augmented reality, artwork by artist Olafur Eliasson that amplifies kids' views
on the future wellbeing of the planet. The artwork invites adults and today's decision-makers, change-
makers, and global leaders to listen to what kids have to say.
Created a Network of Public Art throughout Miami Beach with the Art Outside Program
Art Outside is a public art exhibition initiated by The Bass that offers residents and visitors the opportunity to
see and experience a network of public artworks throughout Miami Beach . This program also resulted in 15
temporary public art works exhibited throughout the City, including Miami Beach City Hall.
Increased Insurance Coverage of AiPP Collection by $15M+
With the addition of the MBCC artworks, the Legacy Purchase Program pieces, and an increased valuation
of the AiPP Collection as a whole, the collections' value increased by more than $15M since the previous
Fine Art Policy was underwritten.
Accepted the Donation of Minna by Jaume Plensa for Pride Park
In November of 2021, the Ai PP Committee made a motion to accept the donation of Minna by Jaume Plensa.
The proposed donation to the City of Miami Beach, is a monumental sculpture composed of marine grade
stainless steel, measuring approximately 17' x 17' x 12'. The Art in Public Places Committee, along with
artist, gallery and donor, have identified the western edge of Pride Park as the ideal location for installation.

• RSM US LLP presentation concerning the audit status, audit scope, findings, significant matters
addressed in its FY 2019/20 completed (1) Independent Auditor's Report on Internal Controls
Over Financial Reporting and on Compliance and Other Matters Based on an Audit of Financial
Statements Performed in Accordance with Government Auditing Standards, (2) Independent
Auditor's Report on Compliance for Each Major Federal Program; Report on Internal Control
Over Compliance; and Report on the Schedule of Expenditures of Federal Awards as Required
by the Uniform Guidance, and (3) Management Letter in Accordance with Chapter 10.550, Rules
of the Auditor General of the State of Florida.
• RSM US LLP presentation concerning the upcoming required FY 2020/21 audits. In addition,
the Audit Committee Chairperson met separately with RSM US LLP personnel to express any
related concerns to be incorporated into the scheduled testing for the upcoming FY 2020/21
audit.
• Engaging discussions concerning the OIG's recently completed Cultural Arts Council and
Building Permitting engagements have led to additional scheduled meetings with pertinent City
staff to further analyze the related processes, review other local governments' best practices
and evaluate whether they could or should be implemented in Miami Beach.
• An Audit Committee member is an Ex-Officio member of the General Bond Oversight Committee
and actively participates in scheduled meetings.

The Committee meets virtually the second Tuesday of each month at 4:30pm. The following topics

• COVID-19 Impacts on homeless services, inclusive of quarantine & isolation shelter
placements and monthly updates on shelter placement protocols.
• Office of Housing & Community Services COVID-19 Response efforts: Rental assistance to
residents and homeless individuals who were impacted by the pandemic.
• Approval of recurring funding for the Lazarus Program with service scope, as amended, to
address mental illness among the City's homeless population.
• Police efforts to address homelessness: Identifying and referring individuals to the
Marchman Program; reassignment of officers to Washington Avenue to provide additional
supports to businesses; Citywide Quality of Life Details to target highly-populated areas
and making arrests when appropriate; referring homeless individuals to the Homeless
Outreach Office for services.
• Homeless Outreach Team efforts to address homelessness: Reallocated funds to create a
specialized substance abuse outreach team to provide services to homeless persons on
Miami Beach; launched the "Unwrap Your Journey" holiday program to give back to the
homeless community, provide information of available services, and promote rapport
building; launched the Volunteer Real Estate program to assist homeless individuals that
possess Section-8 vouchers with locating vacant rental units.
• Weekly Unified Outreach Missions, inclusive of the Homeless Outreach Team, Homeless
Resource Unit of MBPD, and the Sanitation Department, to proactively address homeless-
related issues and encampments.

Soundscape Wall Cinema Series
The Cultural Arts Council worked collaboratively with the American Black Film Festival to curate the
2021-22 Soundscape Wall Cinema Series. This program provides free movies at Soundscape Park
each Wednesday, beginning October 2021 through May 2022.
Management Agreements
Cultural Affairs oversees the management agreements with both The Bass, and the Miami New
Drama, working closely to ensure financial and lease agreement obligations are met.
Miami New Drama at the Colony Theatre
• For the third consecutive year, Miami New Drama (MND) was awarded a grant of $150,000
from the John S. and James L. Knight Foundation to commission a new work based on
Edwidge Danticat's Create Dangerously, directed by Lileana Blain-Cruz. The $150,000
award was the largest grant awarded through the Knight New Work Miami initiative.
Additionally, the Knight Foundation awarded Miami New Drama a Capacity Building grant of
$750,000 over the next five years. Miami New Drama also secured a $50,000 award from
the Jorge M. Perez Family Foundation at the Miami Foundation to support its education
initiative to tour a play to public high schools around the County.
• In December 2021, Miami New Drama re-opened The Colony Theatre with A Wonderful
World, the company's largest production to date. The musical will run through January 16,
2022.
• MasterMiND Youth was launched for in-school and out of school workshops. 10 recorded
lessons were packaged and available for use by Miami-Dade County public schools covering
lessons on acting, Shakespeare, Greek Theatre, choreography, and more.
Bass Museum
• Organized and presented major exhibitions including: The Willfulness of Objects, a selection of
newly acquired works from The Bass' collection, Open Storage: Selections from the Collection and
Works on Loan, Naama Tsabar: Perimeters and Alex Israel x SNAPCHA T.
• Originated and presented Curator Culture series: Moderated by writer and activist Tom
Healy, Curator Culture presents a series of conversations centered around a universal
question -what is really worth our time to look at, listen to, touch, taste or talk about? The
series aims to bring together unexpected pairings of artists, engineers, musicians, writers,
chefs, gamers, political activists, art curators, athletes and others who influence the way we
look at and experience the world.
• Together with Mayor's office, continued implementation of STEAM PLUS, a city-wide in
school ro ram in collaboration with six Miami Beach arts or anizations: Miami Cit Ballet,

• Awarded $1.25M grant from Knight Foundation, over a period of five years, to implement
new public art commissions. The second commission will open in March 2022 with a
monument in Collins Park by artist Charo Oquet.
• The Bass continued to promote Art Outside Miami Beach, a public art exhibition initiated by
The Bass, in collaboration with Art in Public Places (AiPP). Art Outside offers residents and
visitors the opportunity to see and experience a network of public artworks throughout Miami
Beach, including works by Elmgreen and Dragset, Joep Van Lieshout, Abraham
Cruzvillegas, Zanele Muholi, Ugo Rondinone, Franz Ackermann, Jim Drain, Dan Graham,
Sylvie Fleury, Lawrence Weiner, Bill Fontana and Susan Philipsz, among others. The Bass
offered small groups curated tours of the exhibition.

Collins Park Rotunda-FY22 {Ongoing)
It is envisioned the Rotunda will be transformed into a small performing arts center that will host
lectures, films, dance, theater and artistic performances. Partial funding for the Rotunda was
allocated as part of the FY 21/22 Capital Budget process. The construction project is being
overseen by the Office of Capital Improvements.
Miami Beach Open House
On January 21, 2021, the city launched Miami Beach Open House. A collaboration between the
Department of Tourism and Culture and Department of Economic Development, Miami Beach Open
House places artists and non-profit cultural organizations in vacant storefront across Miami Beach.
Over the past year, staff has worked with property owners to pair nearly 40 artists with vacant
properties throughout the city.

ACCOMPLISHMENTS:
No Vacancy, Miami Beach 2021
A collaborative project of the Miami Beach VCA and CAC
From November 18-December 9, 2021, the city produced No Vacancy, Miami Beach, a juried art
competition that celebrated ten (10) artists in ten (10) of Miami Beach's famed hotels. For the
second edition of No Vacancy, $25,000 in prizes were awarded, divided between a $5,000 People's
Choice Award and a $20,000 prize awarded by a jury of art experts. A coral reef inspired sculpture
by Miami based artist Lauren Shapiro, located at the entranceway of the Royal Palm Hotel, received
the Juror's Choice Award. The People's Choice Award was presented to Miami based artist Chris
Friday, who presented a series of band drawn figures in the lobby and windows of the Riviera Hotel.
The third reiteration of No Vacancy will take place November-December 2022.

Nonprofit recipients of cultural grants administered by the CAC provide year-round arts
programming for Miami Beach residents and visitors, including music concerts, dance
performances, theater, opera, spoken word, film screenings, art exhibitions, architectural tours,
lectures, workshops and classes. Many of these events are free and open to the public, including
the Arts in the Parks series produced in collaboration with The Rhythm Foundation .
Culture Crawl
On October 21, 2021, Culture Crawl relaunched with in person cultural programming. Culture Crawl
is a monthly event, taking place on the Third Thursday of each month, 6-9PM, October-May. Culture
Crawl offers complimentary admission to some of the nation's most prestigious institutions, with
unique and varied programming that changes each month. The Tourism and Culture department
works directly with each cultural institution to help produce specific programming, including open
studios and galleries, outdoor films, live music, exclusive tours, night gardens, and free trolley
service throughout South Beach.

• DAC has actively engaged and discussed multiple issues related to disability and disability
accommodations, and how to best use funds to appropriately comply with ADA guidelines
and accessibility within our municipality.
• Discussions have included Convention Center Accessible Wayfinding system progress and
potential expansion to adjacent park, Citywide Sidewalk and Curb Ramp improvement
project, Public Works (GO Bond priority moneys)
• On-going discussion and collaboration with Miami-Dade County and the Miami-Dade County
ADA Office, regrading COVID-19 business accommodations and the Miami Beach
Convention Center.
• Discussion on Adopt a Spot Program. DAC Liaision Ms. Mejia reminded members there are
several ways to report problems/concerns to the city, via the EGov app, by calling 305-604-
CITY during any time of the day, also by contacting her. The EGov app use was discussed.
• On-Going discussion with IT on EGov app and other online services; improving effective
communication with E-Gov app -via text and emails.
• Discussion on Center for Independent Living . Ongoing discussion and collaboration with
Miami Beach DAC.
• Disability Pride Month -collaboration with local business Starbucks and the Miami Beach
Police Department. Half day presentation at the Miami Beach Police Department in
collaboration with Jessica Way and Miami Beach Sergeant Melissa Rodriguez.
• Discussion on Better Bus Network by Miami-Dade County. Linda Morris Senior Transit
Planner for Miami-Dade County discussed new bus routes and terminated routes and issues
of concern for the disabled community.
• Discussion on Law Enforcement interaction with disabled community -State and Local Law
Enforcement.
• Ongoing -Discussion and updates on the Adaptive Beach program and the state of COVID-
19 resources for disabled residents and visitors.

ACTIVITY:
The G.O. Bond Oversight Committee meetings that occurred between the months of July and December
of 2021 continued to be held in virtual ZOOM format. The meeting dates were September 23 and
November 18. In September, the Committee agreed to continue meeting every other month instead of
every month, through 2022.
During these 6 months, the Committee said goodbye to 2 departing ex-officio members: Byran
Rosenfeld and John Bowes. Their positions are now vacant as the Committee awaits new appointments
from the Budget Advisory Committee and the Audit Committee.
At the September 23 meeting, the Committee was presented with a 30% design for Fire Station #1 . A
motion passed unanimously to "support the project as presented and recommend that it move forward
as quickly as possible due to the poor condition of the existing fire station and the importance and
urgency of the project to the South Beach area."
At the November 18 meeting, the Committee reviewed detailed expenditure and cash flow forecasting
information for each of the bond categories and discussed how to meet goals on critical targets that are
needed to complete Tranche 1.

The G.O. Bond Oversight Committee has set its meeting calendar for 2022. Scheduled meeting

The Committee will continue to discuss critical active projects, such as Fire Station #1, 72 Street
Community Complex, Ocean Drive, the 41 st Street Corridor and the two Beachwalks. The
Committee also looks forward to the start of construction for Bayshore Park and Maurice Gibb Park
in 2022.

ACCOMPLISHMENTS:
The G.O. Bond Program has 8 projects completed out of its total 57, and an additional 32 projects
are considered "Active". Thirty-three of eighty-four (39%) of active subprojects have also been
completed.
In these last 6 months, the Public Safety Radio System project has been partially deployed. Police,
Code Compliance, Parking, and Ocean Rescue Divisions have been transitioned to the new
system. Only the Fire Department remains pending some additional equipment which is
forthcoming. The Middle Beach Beachwalk has been reopened for use for the public with 96% of
street ends completed and the project will also be officially completed by next month.
The Brittany Bay Park hybrid living shoreline and a seawall project at 8100 Hawthorne Avenue have
broken ground and are under construction. The North Beach Beachwalk project has also begun
construction and is expected to complete later this year. To date, a total of 1,698 shade trees have
been planted as part of the Urban Forestry Master Plan project and an additional 520 trees will be
planted by February. Over 470,000 square feet of sidewalk has been replaced across the city, and
33 .8 linear miles of streets have been repaved. The City Commission has decided to proceed with
Haskell, the first ranked design-build firm for the 72 Street Community Complex project. Discussions
on how to close the project budget gap are expected to continue at the January 20 Commission
meeting. The Fire Station #1 project has submitted and presented its 30% project design to the
Historic Preservation Board and will return to HPB with design modifications on January 11 to seek
a Certificate of Appropriateness for the design of the new fire station at 833 6 Street.
The City has been notified of new grants that are being awarded. Fire Station #1 is set to receive
$8.4 million from Resilient Florida, which closes the budget deficit that the project experienced
previously. Other grant funds have been awarded for Urban Forestry Master Plan reforestation,
Neighborhood Traffic Calming, the Skate Park project and the Maurice Gibb Park project. To date
32 grant awards totaling $42.4 million have been awarded by leveraging G.O. Bond projects.

ACTIVITY:
The activity provided for this Bi-Annual report was based on the July 2021 meeting, as it was the
only meeting hosted during the second half of the year.
The Health Facilities Authority ("HFA") Board met on July 16, 2021 , and unanimously voted to
approve Mt. Sinai Medical Center's ("MSMC") request to issue $150,000,000 in bonds to build a
new Cancer Center at MSMC. As part of this agreement, there will also be a loan agreement
between HFA and MSMC of which MSMC will agree to pay the bonds.
A motion to approve HFA Resolution 2021-3 approving the bonds was adopted unanimously.
A motion was also made to waive the upfront fees and the annual fees. HFA Resolution 2021-4
was approved unanimously. During the July 28, 2021 City Commission Meeting, Resolution 2021-
31804 was adopted, approving the issuance and sale of the bonds. A motion was also made to
waive the upfront fees and the annual fees. HFA Resolution 2021-4 was approved.

The purpose of this L TC is to notify the Mayor and City Commission of the upcoming
Simon Bolivar y Las Americas Day event hosted by the City of Miami Beach Parks and
Recreation Department in conjunction with the Hispanic Affairs Committee. The event
will take place on Saturday, July 24, 2021 from 6 p.m. to 8 p.m. in Collins Park (21 st
Street and Collins Avenue) next to the Simon Bolivar Monument.
Simon Bolivar, also known as El Ubertador (translated in English as "The Liberator"),
played a central role in the South American independence movement against Spanish
rule. His efforts set forth the creation of Bolivia, Colombia, Ecuador, Panama and Peru.
Saturday's festivities will be followed by an invocation and wreath-laying ceremony from
the Office of the Mayor and Commission. This year's ceremony will honor the country of
Colombia. Complimentary cafecito will be served .

required to accept the gift and place the monument/bust at that location. Chair
Gabriel Paez to coordinate the effort with the Consulate General of Mexico as
needed.

The purpose of this Letter to Commission (L TC) is to notify the Mayor and City
Commission of one (1) Motion passed by the Hispanic Affairs Committee during their
July 15, 2021 Special Meeting.

A Motion was made to recommend to the City Commission to adopt a Resolution which
includes the language stated below to help build consensus and solidarity in
representation of the Cuban community which is a large and important segment of the
Hispanic community of the City of Miami Beach.

RESOLUTION PROPOSAL BY HISPANIC AFFAIRS COMMITTEE TO THE MIAMI BEACH
COMMISSION, URGING PRESIDENT BIDEN AND THE UNITED STATES CONGRESS TO SUPPORT
THE PEOPLE OF CUBA FOR BRAVELY ASSERTING THEIR UNIVERSAL RIGHT TO FREEDOM AND
JUSTICE THROUIGH PEACEFUL PROTEST, FOR THEIR CALL FOR RELIEF FROM THE DEVASTATING
GRIP OF COVID PANDEMIC AND DECADES OF REPRESSION AND ECONOMIC SUFFERING BY AN
AUTHORITARIAN REGIME.
Whereas, Miami Beach has a large number of Cuban citizens and individuals who have fled
communist regimes and repression; and as the world's eyes are on Cuba today, Miami Beach
supports any humanitarian and political intervention by the United States government for a
peaceful change.
Whereas, unbearable living conditions of the Cuban people are not a result of U.S sanctions, but
by the communist regime economic misery on its own people, currently pulling a plug on access
to the internet and social media platforms to refrain people's right to communicate and hide
evidence of people's discontent. ·
Whereas, the aspirations of the Cuban people are to have freedom and basic social rights, to
have relief for their welfare and harsh conditions of everyday life, relief for the pandemic crisis
and to determine their own future, to end their economic suffering rather than enriching the
Cuban regime.
Whereas, protests by the Cuban people are supported by many civic and economic leaders,
local and international communities, governments, entertainers and the US government who
hear the clamor of the Cuban people for this vital moment of change.
Whereas, In a manner consistent with the aspirations of the Cuban people, the citizens of Miami
Beach and the world, the City of Miami Beach supports the clamor for "Patria Y Vida" for Cuba in
this historic moment of change for freedom and justice.

ACTIVITY:
July 22, 2021 Meeting
• Approval of Minutes from June 24, 2021 meeting.
• The Committee received updates and discussed the following :
• Request for Qualifications (RFQ) for the 41 st Street Streetscape Plan. Next step is to take
the selections from the A&E services to the September Commission meeting;
• Fountain at Henry Liebman Square. Due to the pandemic, there had been a delay
on the fountain restoration. Construction is expected to begin by the end of this year and
will take approximately 3-6 months to complete; and
• Artisanal Market. Current RFP has been extended until July 30th and staff will
provide an update at the September meeting.
• Transportation. Staff gave an update on traffic lights and stop signs.
• The Committee discussed the 4000 Chase parking lot and the Alton Bay Project.
• The Chairman reminded the Committee that he has been speaking about a potential grocery
store for the parking lot behind Roasters and Toasters.
September 23, 2021 Meeting
• Approval of Minutes from July 22, 2021 meeting.
• City Staff gave an update on the artisanal market (tentative date of early 2022); Fountain at
Henry Liebman Square (construction to begin later this year); and Capital Improvement Projects
RFQ for the 41 st Street Streetscape Plan (RFQ for Architectural and Engineering (A&E) was
awarded to Brooks + Scarpa).
• Chairman's Update consisted of a discussion on grocery store and 4000 Chase parking lot.
• The Committee discussed Jim Morrison's lighting demonstration. The Committee was shown
the "Proposed MB 41 st custom palm tree fixture" demonstration. It was determined that
there is a need for more lighting to help attract people and provide additional safety. The
Committee agreed that the new lighting is a good idea but the Chairman did mention that the
Committee would have to come up with an ask on cost for the City.
• The Committee also discussed the formation of the 41 st Street Business Improvement
District (BID). The BID is still in the formation stage as the issue is the funding of the BID and
who would contribute what.
October 28, 2021 Meeting
• Approval of Minutes from September 23, 2021 meetinQ.

• City Staff gave an update on the RFQ for the 41 st Street Streetscape Plan and stated that
at the October 13th City Commission meeting, the Commission accepted the
recommendation from the City Manager to reject the Construction Manager at Risk proposal.
There was only one proposal submitted and they would like to have more options. City Staff
also gave an update on Transportation and Mobility regarding Pine Tree traffic in which
Miami-Dade County recommended the following: 1) Install a new traffic signal on 34th Street;
and 2) Close the entrances to the neighborhood on 31st and 37th as there is not enough
visibility to make left turns. The changes will not take place until 2023 but in the meantime,
staff can install delineators but will need to discuss with the community first and then send a
Letter to Commission prior to placing them .
• The Committee viewed a presentation from Yariel Diaz from REEF Technology per
Commissioner Richardson's request. Yariel gave a presentation on their business uses
and explained how they transform open spaces into mixed-use spaces giving the example
of their partnership with Fresh Direct in New York. The Committee liked the idea for other
cities/areas but not for 41 st Street.
• Background: Lily Alvarez from Facilities and Fleet Management explained that she met
with various departments and a contractor to discuss improvements that could be done to
Henry Liebman Square. They plan to put 5 light poles and cameras, and 8 floodlights to
illuminate the trees. Along with the infrastructure needed, it is projected to cost around
$100,000. The cameras cost around $15,000 to $20,000, each light pole is about $9,500,
and the up-lighting for the trees is about $10,000. Commissioner Meiner informed that the
City has a $10 million budget for a lighting plan where they look at areas with very little
lighting and it could be possible to include Henry Liebman Square.
• Motion 1: Recommendation for the City of Miami Beach to allocate funds to improve the
lighting and camera function at Henry Liebman Square.
December 9, 2021 Meeting
• Approval of Minutes from October 28, 2021 Meeting
• Follow-up discussion on the RFQ for the 41 Street Streetscape Plan, the potential
return of Movie Night. the feasibility of the Farmers Market and Traffic considerations.
FUTURE ACTIVITIES:
• Formation of a BID within the 41 st Street business corridor .
• The City Commission-approved Storefront cover program where the Commission authorized
and identified funds for printing and installation of storefront covers for vacant storefronts
citywide returned allowing for $30,000 to be used in Mid-beach. The property owner of 456
W 41 Street has decided to participate in the Program. This will be the first Mid-Beach
property to participate since the relaunch of the Program in May 2021.
• The Finance and Economic Resiliency Committee (FERC) will discuss potential
redevelopment of city-owned parking lots for Class A office.

July 2021 Recap:
The special guest speaker was Nicky Zarchen, Communications and Public Affairs Officer at the Miami Foundation.
Nicky explained the challenges and journey of being transgender and shared her personal story of coming out to her
parents. Nicky shared she was comforted and supported by her grandmother, however still had to deal with the
disapproval of her parents and some of her peers. She wants to be a voice for voiceless young adults that might be
dealing with issues of acceptance and transformation. By lending her voice and sharing her story others might be
able to benefit from her testimony and feel empowered.
August Recess
October 2021 Recap:
The Miami Beach Commission for Women passed two motions during this meeting:
1. To ask the city for the complete DogiSpot inventory for dog clean up stations throughout the city. As some
members noted there was not an adequate supply in certain areas of Miami Beach.
2. To ask the city for a working number of marine patrol personnel that patrols our bay. For noise violations,
speeding and other waterway concerns such as the safety of

The Miami Beach Commission for Women passed two special motions during this meeting that were presented to the
City Commission by the City Manager's Office. The first motion regarding water way safety and the need for more
active marine patrol. The second asking for more comprehensive dog clean up stations throughout the city. Both
motions were also shared with the Neighborhood and Quality of life committee to evaluate as well as with the Animal
Welfare Committee.
The Commission for Women also agreed to submit 3-5 names for next year's Miami Beach Hall of Fame nomination

December 2021 Recap: Elect a new Chairwoman and Vice chairwomen. Set the 2022 meting dates. Introduce

ACCOMPLISHMENTS:
The Next Generation Council made the following motions as recommendations to the City Commission.
(I) The Next Generation Council supports the Ocean Drive Association's option to pedestrianize Ocean
Drive but encourages the Commission to further explore the financial costs of the Freebee service
and the effectiveness of a one-way bike lane.
(2) The Next Generation Council recommends the City of Miami Beach to stop using fear tactics and
neighborhood checkpoints to reduce crime. Instead, the focus should be on friendly policing and
positive engagement.
(3) The Next Generation Council recommends for the City Commission to revitalize Ocean Drive by
allowing new construction of buildings up to 8-IO stories and mixed-use zoning.
(4) The Next Generation Council recommends for the City Commission to permit more frequent Council
meetings and asking the Commission to refer issues to the Council for deliberation.
(5) The Next Generation Council recommends for the City Commission to look into the rise in the homeless
population in Miami Beach.

The following list are motions that the Parks and Recreational Facilities Advisory Board made in the
past 6 months based on their activity:
• The Parks and Recreational Facilities Advisory Board motions to express its wholehearted
full support for the 72nd Street Community Center Complex Project without a reduction of
scope.
• The Parks and Recreational Facilities Advisory Board motions to strongly support the
strategic marketing plan presented by the Marketing and Communications Department and
move forward with website enhancements, the "Experience Miami Beach" App and
interactive branding installations at our Parks. The Board wants to emphasize the role that
parks can play in rebranding Miami Beach and to that effort we would like to strongly support
the marketing plan put forth at this meeting and that we support a strategic and collaborative
approach, for programming fitness and family events at our parks and communicating those
events effectively while making sure that we have measurable results of our branding efforts
within our parks.

The mission of the Program for Public Information (PPI) Committee is to create and monitor a
Program for Public Information to assist the community to reduce flood risk and ultimately reduce the
cost of flood insurance. The PPI is an activity of the National Flood Insurance Program's Community
Rating System (CRS) that compliments the City's approach to economic resilience and public
participation.
During the last committee meeting, the following topics were discussed:

FUTURE ACTIVITIES:
The City released its Annual PPI Plan Update and Evaluation Report which was accepted by
Commission in December of 2021. This document tracks the status of PPI outreach activities and
provides recommendations for improvement. The City will continue completing outreach activities as
specified by this report.
The PPI Plan is required to be updated every five years; the focus for 2022 will be to create a new PPI
Plan.
The City will continue to conduct outreach and distribute communication materials to let the community
know about the new FIRM maps and Risk Rating 2.0. The goal of these communications is also to let
the community know that these updates might affect flood insurance rates and that they should reach
out to their agents to understand personal impact.
A new Community Survey is going to be conducted in January 2022 and results are expected that
spring.
The next Committee meeting will take place in Spring 2022.

ACCOMPLISHMENTS:
In 2020 and 2021, there was a new focus on understanding and communicating the changes occurring
in local FEMA maps, in addition to the national changes happening with Risk Rating 2.0. Following a
new coastal flood study in Miami-Dade County, using more advanced modeling methods, FEMA
provided updated maps that could result in changes to the flood zone and base flood elevation for
property owners. Through a separate process, Risk Rating 2.0 is changing how the NFIP prices the cost
of flood insurance. In order to help communicate these changes, the city has provided outreach to point
to and supplement the outreach FEMA has provided.
Miami Beach pursued an aggressive goal to improve its CRS ranking from a Class 6 to a Class 5 and
was officially awarded the new score in 2019. As a result, many new policies and renewals after May 1,
2019 have been able to save 5% more on flood insurance premiums in comparison with 2018. Miami
Beach has participated in the CRS program for many years. With this score improvement, the City
receives a 25% discount that totals $8.6 million in savings annually. This helps offset increasing federal
rates.
In December 2020, the City had a three-year verification audit, a comprehensive review of all CRS-
activities. While the results are pending, if the City retains the Class 5 rating the community will continue
to enjoy 25% savings in flood insurance premiums.
Key messages developed by this Committee continue to be used by the Communications team when
advising and alerting residents about real-time flooding and actions to take. This communication is
delivered electronically via social media (Twitter, Facebook and Nextdoor) and email. In addition, the
Committee has helped create flood awareness fact sheets that are mailed directly to relevant audiences,
in addition to being provided electronically on the website. This year, three of these fact sheets were
updated.

The 2020/2021 Tourism Partnerships grant requirements were revised and approved.
October 20, 2021 -A discussion was held with City Manager, Alina Hudak regarding the MBVCA's
initiatives for the new fiscal year. An overview of the MBVCA's grant program and engagement with
their PR firm was also provided.
MBVCA's new Board member was welcomed to the Board.
A discussion surrounding sports tourism was held.
November 18, 2021 -The October 12, 2021 and October 20, 2021 Board meeting minutes were
approved.
An overview of the 2020/2021 and 2021/2022 budgets was provided to the Board .
The Board was provided with a list of upcoming events
The Orange Bowl Committee made a presentation to the Board to thank them for their continued
partnership.
The 2020/2021 grant awarded to the Miami Dade Gay and Lesbian Chamber of Commerce
Foundation, Inc. for the LGBT Visitor Center was reviewed and maintained as originally awarded.
The 2020/2021 grant awarded to the Miami Beach Chamber of Commerce for Visit Miami Beach
was reviewed and maintained as originally awarded.

A grant in the amount of $22,329 was awarded to the MDGLCC Foundation, Inc. for the LGBT
Visitor Center.
A grant in the amount of $30,000 was awarded to the Miami Beach Chamber of Commerce for the
Miami Beach Visitor Center.
The proposals submitted as part of the Public Relations RFP 2-2021/2022 were reviewed . Two
proposals were received: one from Hill+ Knowlton Strategies and one from Private Label Marketing,
LLC. The Board voted to award the one-year contract to Private Label Marketing, LLC for a period
of one (1) year.
A discussion regarding the Marketing verification process for grantees was held amongst the Board.
