OFFICE OF THE CITY MANAGER
NO. L TC# I 028-2022 LETTER TO COMMISSION
TO: Honorable Mayor Dan Gelber and Members of the City Commission
FROM: Alina T. Hudak, City Manag~
DATE: January 21, 2022
SUBJECT: Miami-Dade County Beach Erosion Control and Hurricane Protection Project Update
I am pleased to share an update on the upcoming U.S. Army Corps of Engineers (USAGE) beach
renourishment project. This $40,468,000.000 project is fully funded by the federal government
and will address the erosional hotspots in the vicinity of 64th Street, 55th Street, 46th Street and
27th Street. The entire project is anticipated to be completed in phases throughout 2022 and 2023.
Staff continues to communicate updates to adjacent property owners, neighborhood and building
associations, and concessionaires.
Although this is a significant project that will result in unavoidable disruption, the project is vital for
the integrity of our beaches and the protection of upland properties by reducing the impact of
storms and sea level rise over time. A multi-departmental staff team, led by the Environmental
Resources division, has worked diligently with the USACE and the contractor to minimize
disruption.
Project Details
The contractor, Continental Heavy Civil Corp, will be trucking in approximately 835,000 cubic
yards of sand from an inland mine in central Florida. The contractor is finalizing the construction
submittals and schedule with the USAGE and it is anticipated that the contractor will begin
mobilization by the end of January and sand placement will commence in February. The
contractor will begin work at the 64th Street segment (Segment 1 ), using Allison Park as a staging
area.
The contractors will work Monday through Saturday, and Sundays as needed. Crews may work
in the staging area between the hours of 6 a.m. and 11 p.m. Beach work will take place between
the hours of 7 a.m. and 7 p.m., or sunrise to sunset, whichever is later. The contractor will be
placing sand from south to north within the segment in 100 to 200-foot-long sections.
Residents and visitors can expect the following:
• The project is scheduled to start their staging operations in Allison Park during the
week of January 24th, in which the southern portion of Allison Park will be
inaccessible. ·
• The U.S. Army Corps will use Allison Park as a staging area for the project and
occupy 22 parking spaces at the southern end of the parking lot.

• This staging area will be used to house office trailers, generators, roll-off containers,
and other construction equipment or materials.
• Work in the staging area can occur from 6 a.m. to 11 p.m. Work on the beach will
be limited from 7 a.m. or sunrise (whichever is later) through 7 p.m. or sunset
(whichever is earlier). The contractor will work weekdays and weekends, as needed.
• A portion of the beach walk pavers adjacent to Allison Park will be removed to allow
for the delivery of sand to the beach and pedestrian checkpoints will be in place.
• Moderate levels of construction noise are expected during the day.
• Construction equipment, machinery and workers will be present in the work zone.
• Sections of the beach undergoing active construction will be closed to ensure public
safety.
• Lifeguard stands will be temporarily relocated to allow for sand placement.
Staff will continue to keep the community updated with more details regarding the schedule and
construction timeline are received.
If you have any questions related to the project please contact me or Amy Knowles, Chief
Resilience Officer/Interim Environment & Sustainability Director at
