This Letter to the Commission is to announce that the MBPD's Officer Kevin Graham has
been selected by the Dada County Association of Chiefs of Police as their January 2004
Officer of the Month. The following is a brief synopsis of the incident involved.
The Police Department had received an anonymous call advising that a person fitting the
description of a homicide subject featured on America's Most Wantedwas seen in the area
of the 4300 block of the Boardwalk. While not dispatched to the call, Officer Graham still
responded to the area to search for the subject and successfully located him. The subject
gave false information and refused to be finger printed to confirm his identity. With no
probable cause to make an arrest, the subject was released.
Officer Graham continued to investigate and was able to obtain the profile and photo of the
subject from America's Most Wanted. The subject in question matched the photo and
Officer Graham returned to the area to seamh again for the subject. The subject was
spotted in the 3800 block of Collins Avenue and a perimeter was set up with canine officers
to search the area. The subject was not located. Again, Officer Graham did not give up
but continued scouring the area for the subject. The subject was found hiding under the
Boardwalk at 39th Street. Through Officer Graham's unwavering perseverance this
dangerous fugitive subject was taken into custody. The subject, positively identified as
Buddy Charles Beavers, had open warrants for Homicide Arson, Robbery with a Firearm,
and Unlawful Flight to Avoid Prosecution and was on the U.S. Marshall's Most Wanted List.
Officer Graham is to be commended for his bravery, resolve, and dedication to the MBPD.
