A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO EXTEND,
ON A MONTH-TO-MONTH BASIS, THE LEASE AGREEMENT WITH MIAMI-
DADE COUNTY (THE "COUNTY"), FOR USE OF APPROXIMATELY 691
SQUARE FEET OF OFFICE SPACE AT THE SOUTH SHORE COMMUNITY
CENTER, LOCATED AT 833 SIXTH STREET; SAID EXTENSION
COMMENCING ON JANUARY 1, 2022 AND ENDING ON DECEMBER 31, 2022,
BASED UPON THE CURRENT FINANCIAL TERMS, IN ORDER TO PROVIDE
THE COUNTY WITH ADDITIONAL TIME TO IDENTIFY A SUITABLE
RELOCATION OPTION, PENDING THE ANTICIPATED CONSTRUCTION OF
THE NEW FIRE STATION AT THE CENTER.
WHEREAS; the South Shore Community Center (the "Center") is located at 833 6th Street
and is owned by the City; and
WHEREAS, the City leases the spaces at the Center to various not-for-profit and
community-based organizations that provide services and assistance to the Miami Beach
community; and
WHEREAS, the South Shore Community Center has been designated as the location for
the construction of a new fire station as part of the Government Obligation Bond (GOB)
improvements and is pending the construction commencement date, slated as a project in phase
3; and
WHEREAS, on January 13, 2021 the Mayor and City Commission adopted Resolution
No. 2021-31545, extending the terms of the Leases for the three occupying the leased spaces at
the Center, commencing, retroactively, on October 1, 2019 and expiring on December 31, 2021;
and
WHEREAS, the Center is currently occupied by:
1. South Florida Seniors in Action, Inc. ("SFSIA") provides a variety of services to the
elderly community, and pursuant to a Lease Agreement, occupies 142 square feet of
office space on the ground floor of the Center; and;
2. Little Havana Activities and Nutrition Centers of Dade County, Inc. ("LHANC") operates
its Rainbow Intergeneration Childcare Center, and pursuant to a Lease Agreement,
occupies 2,919 square feet of interior space; and pursuant to a Letter License
Agreement, occupies 7,002 square feet of adjacent exterior playground space; and
3. Miami -Dade County (the "County") occupies 691 square feet of office space at the
Center, and pursuant to a Lease, operates the South Beach Community Enrichment
Center, which empowers economically disadvantaged individuals, families and
communities to achieve self-sufficiency through resource mobilization, service delivery,
education and advocacy; and
WHEREAS, on December 8, 2021 the Mayor and City Commission adopted Resolution
No. 2021-31928 approving the month-to-month extension for two of the three occupants currently
at the Center, (1) South Florida Seniors in Action, Inc. ("SFSIA") and (2) Little Havana Activities
and Nutrition Centers of Dade County, Inc. ("LHANC"), based upon the current financial terms,
commencing on January 1, 2022 and ending on December 31, 2022; and
WHEREAS, the City Manager similarly recommends approving a month-to-month
extension for the County, based upon the current financial terms, commencing on January 1,
2022 and ending on December 31, 2022.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby authorize
the City Manager to extend, on a month-to-month basis, the Lease Agreement with Miami -Dade
County (the "County"), for use of approximately 691 square feet of office space at the South Shore
Community Center, located at 833 Sixth Street; said extension commencing on January 1, 2022
and ending on December 31, 2022, based upon the current financial terms, in order to provide
the County with additional time to identify a suitable relocation option, pending the anticipated
construction of the new fire station at the Center.

BACKGROUND
The South Shore Community Center (the "Center") is located at 833 6th Street and is owned by
the City of Miami Beach. The Center provides space to various not-for-profit, community-based
organizations that provide services and assistance to the Miami Beach community.
The Center is currently occupied by the following:
Little Havana Activities and Nutrition Centers of Dade County, Inc. ("LHANC")
occupies 2,919 square feet of interior space and 7,002 square feet of adjacent exterior
playground space to operate its Rainbow Intergenerational Childcare Center. This
program provides childcare services to approximately 75 children whose parents work
or reside in Miami Beach.
2. South Florida Seniors in Action. Inc ("SFSIA") occupies 142 square feet of office space
on the ground floor and provides a variety of services to the elderly community in Miami
Beach. (i.e., food distribution, healthcare eligibility, etc.).
3. Miami -Dade County Community Action Agency ("Miami -Dade County") occupies 691
square feet of office space at the Center to operate the South Beach Community
Enrichment Center, which empowers economically disadvantaged individuals, families
and communities to achieve self-sufficiency through resource mobilization, service
delivery, education and advocacy.
Pursuant to Resolution No. 2009-27186, the City and Miami Dade County Community Action

Agency ("CAA") entered into a Lease Agreement commencing retroactively on October 2, 2009
and ending on September 30, 2014, with one additional five-year term. Pursuant to Resolution
No. 2014-28808, the Agreement was amended on October 29, 2014 (Amendment No. 1) to
exercise the sole renewal option commencing on October 30, 2014 and ending on September 30,
2019.
Pursuant to Resolution No. 2009-27186, the City and Little Havana Activities and Nutrition
Centers of Dade County, Inc. ("LHANC") entered into a Lease Agreement commencing on
October 2, 2009 and ending on September 30, 2014, with one additional five-year term. Pursuant
to Resolution No. 2014-28812, the Agreement was amended on October 29, 2014 (Amendment
No.1) to exercise the sole renewal option commencing on October 30, 2014 and ending on
September 30, 2019.
Pursuant to Resolution No. 2016-29437, the City and South Florida Seniors in Action, Inc.
("SFSIA") entered into a Lease Agreement commencing on September 12, 2016 and ending on
September 30, 2019.
On January 13, 2021, the Mayor and City Commission adopted Resolution No. 2021-31545,
extending the terms of the Lease Agreements for all three (3) occupants of the spaces located
at the Center, commencing, retroactively, on October 1, 2019 and expiring on December 31,
2021.
ANALYSIS
On December 8, 2021 the Mayor and City Commission adopted Resolution No. 2021-31928,
approving the month-to-month extension for two of the three leases currently occupying the
Center, (1) South Florida Seniors in Action, Inc. ("SFSIA") and (2) Little Havana Activities and
Nutrition Centers of Dade County, Inc. ("LHANC') based upon the current financial terms,
commencing on January 1, 2022, and ending on December 31, 2022.
The South Shore Community Center has been designated as the location for the construction of
a new Fire Station No. 1 project as part of the General Obligation Bond (GOB) improvements. In
anticipation of the new construction, additional time is needed to identify a suitable relocation
option. Accordingly, an extension to the Agreement with Miami -Dade County based upon the
current financial terms would be required.
CONCLUSION
Based on the foregoing, I recommend that the Mayor and City Commission hereby approve a
resolution authorizing to extend, on a month-to-month basis, the Lease Agreement for Miami -
Dade County, currently occupying the Center. Said extension commencing on January 1, 2022,
and ending on December 31, 2022, based upon the current financial terms in order to provide
additional time to identify a suitable relocation option, necessitated by the anticipated
construction of the new fire station at the Center.
