A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, SUPPORTING THE EXECUTIVE
BRANCH OF THE STATE OF FLORIDA AND THE FLORIDA
DEPARTMENT OF ENVIRONMENTAL PROTECTION IN THE
CREATION OF A STATEWIDE FLOODING RESILIENCE PLAN, AND
THE ALLOCATION OF FUNDS TO PROTECT INLAND WATERWAYS,
COASTLINES, SHORES, AND CORALS REEFS, ALL OF WHICH
SERVE AS INVALUABLE NATURAL DEFENSES AGAINST SEA -LEVEL
RISE AND FLOODING; AND FURTHER, URGING THE FLORIDA
LEGISLATURE TO APPROVE THE ALLOCATION OF FUNDING OF $28
MILLION FOR THE CITY, SO THAT THE CITY ADMINISTRATION CAN
CONTINUE TO IMPROVE THE CITY'S FLOOD RESILIENCE.
WHEREAS, while Florida is often struck by hurricanes, it is also susceptible to
regular flooding due to its low-lying state surrounded by water on three sides, and floods
are among the most common and destructive natural disasters in Florida; and
WHEREAS, proactively investing to prevent flooding is a wiser use of resources
than spending on flooding recovery, as exemplified by FEMA research showing that $1
spent on disaster prevention saves up to $7 in recovery costs; and
WHEREAS, as a coastal barrier island, the City of Miami Beach (the "City") is
extremely vulnerable to environmental threats such as flooding; and
WHEREAS, in 2021, the Florida Executive branch created a Flooding Resilience
Plan, and earmarked over $600 million to address the impact of flooding in the state by
investing in enhanced protections for inland waterways, coastlines, shores, and coral
reefs; and
WHEREAS, in creating the Flood Resilience Plan, the Executive branch allocated
more than $28 million to the City which, pending the Legislature's approval, will be used
to elevate certain streets; install a new stormwater treatment center, pump station, and
stormwater gravity collection system; replace certain water and sewer mains in the City;
and build a new Fire Station; and
WHEREAS, without the approval of these allocated funds, the City would be forced
to seek other sources of funding for these projects during this budget year, which would
likely further delay the City's desire to proactively address its flooding concerns.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby support the Executive branch of the State of Florida and the Florida
Department of Environmental Protection in the creation of a statewide Flooding
Resilience Plan and the allocation of funds to protect inland waterways, coastlines,
shores, and corals reefs, all of which serve as invaluable natural defenses against sea -
level rise and flooding; and further, urge the Florida Legislature to approve the allocation
of funding of $28 million for the City, so that the City Administration can continue to
strengthen the City's flood resilience.
